PRESIDENT’S REPORT Finally, it is with some sorrow that I announcing my retirement as President and Once again I have great pleasure in from the Board. Congratulations to all those members selected as State, National League and Australian representatives either as players or officials. The VIS and the Tier 2 and 3 programs are having an impact on player development which is now being borne out in many competition results. Many thanks go to Australian Water Polo for their continued support of the program in .

The bulk of our funding is still provided from members’ registrations and match fees. Continuing Government grants were also received from both VicHealth and SRV which mainly contribute to our development programmes. These grants will be repeated in the forthcoming year and certainly do assist in implementing the programmes in our strategic plan. Fees are being indexed to CPI and will be passed onto members which should have only a marginal flow on effect in the 2009/2010 financial year.

Pool space continues to be at a premium and the Board and VWPI office are constantly looking to and talking with Council, school and other pool venues with the aim of spreading the competition and training load. This will be critically important with the planned closure of Hawthorn Aquatic for major renovations within the next 12-18 months.

We must acknowledge the great work done each week by our Pool Controllers Ted Donovan, Alby Morrison and Stephen Wight at MSAC and Rob Gronow and Frank Mielke at Melbourne High School. Unfortunately Ted didn’t enjoy the best of health over the last year and has taken a step back but we hope to see him back on pool deck soon. Finally a big thank you to everyone who volunteered during VWPI’s regular season competitions and National events as table officials, goal judges, computer operators, Referees, pool set up / pack up etc. These tasks are essential to the success of our competitions and we will target improvement in these areas over the next year through the delivery of development and training courses for our members and volunteers

VWPI has now appointed the following coaches to this program – Women Tier 2 – Sheila Langley, Women Tier 3 – Darren Steere, Men Tier 2 – Anthony Edwards, Men Tier 3 – Luke Gavin. The underpinning program and also club development programs will be supported and mentored by the VIS head coach.

Water polo in Victoria will now have up to 100 positions for development of water polo skills via the three Tiered structure. This is over and above the magnificant job done by the club and school structures. Club juniors development is a vital part of the health of water polo in our state especially with the National under 14s and under 16s being held at the club level. Now that we have the VIS and underpinning program in place and promotion of our sport coming from our Sport Development Officer, VWPI is looking to assist any clubs with junior development going forward. Some clubs do an excellent job already but if we can assist other clubs, then as Development Director I am happy to provide any assistance we can.

FINANCE DIRECTOR’S REPORT

Financial Year 2009/10 was characterised by the implementation of a number of changes the board believe are critical in providing strong management of association finances. Our goal was to not only have sound management practices, but to also create a budget process that allows us to strategically plan for our future in both income sourcing and expense management. In summary, there were several key areas dealt with and issues resolved in FY2009/10. These include: The appointment of Simon Wallace-Smith a Partner with Deloitte Touche Tohmatsu to the position of Finance Director in Jan 2010 has provided us the opportunity to review and enhance processes and procedures Realising in hindsight that the FY2009/10 budget used a number of incorrect assumptions which did not become apparent to the Board until constructing the FY2010/11 budget later in the year A number of old balance sheet items were written off as they did not relate to current operational needs and were obscuring our true financial position. This included writing off some very old debts as well as changing accounting practices for the treatment of stock and equipment.

Key steps introduced in 2009/10 Area of Focus Solutions chosen Accounting VWPI moved to MYOB software from Quicken software. Allows greater flexibility and is Software using software with broadest acceptance in Australia change New Account Introduced a new structure for account codes eff 1st July 2010. Structure allows better structure reflection of the cost basis of our organisation, and also is aligned with AWPI accounting structures Cash reserves Cash consolidated into two accounts: consolidation Cash reserves are in an ING Business Optimiser account with high interest as well as immediate access Operational account with CBA, allowing us to use “CommBiz” for business banking Processes VWPI moved to tighten bookkeeping processes significantly to ensure all transactions improved are well managed and transparent Transactions can only be processed by our Bookkeeper if correctly authorised and cost centre-coded by responsible party – typically EO All state teams transactions are managed directly through the VWPI books – no off-books transactions Uniforms are not held in stock, and are only ordered as required to ensure we don’t hold excess stock All payments are dual-authorised. Typically Authoriser 1 is EO, Authoriser 2 is Finance Director. EO provides Authoriser 2 details of all transactions for which payment is requested so that Authoriser can make an informed decision about whether to accept, question or reject payment Invoice terms reduced to 14 days (from 30 days) to allow us better cash management All payments are now by EFT. Cheque payments eliminated except in circumstances approved by EO. Those circumstances are very limited and rare. This has eliminated a long-standing problem of cheque non-presentation that impacted our balance sheet VWPI Board has introduced policies around stock write off. Ensures we write off all stock(balls and caps) and equipment(goals, cones, timing equipment etc) after 12 months, meaning old stock figures do not impact our balance sheet All long-standing balance sheet items (overdue debtors, non-presented cheques, stock items) cleared from the balance sheet Budget process VWPI Board has introduced a budget based on cost-recovery, using costing validation of all expenditure elements. We examine the cost base of all our expenses to ensure they are valid, and then address the income sources to cover them. VWPI have built cost models for all competitions, memberships and athlete development programs. This process is critical to allowing us to now plan strategically to better generate income for the organisation.

VWPI made a loss for the Financial Year 09/10 of $38,285.64. Whilst this is disappointing there was a number of one off items that affected the result. These include the writing off of $9127.00 of debtors in excess of 12 months old where there was doubt in the records if the debt had been paid, credited or not. Stock of Caps, balls and uniforms of $12,665 were written off to reflect the new accounting policy of only recording in the Balance Sheet those items less than 12 months old. It was also decided to bring forward a payment of $7500.00 to the VIS program into this financial year, to allow for the effective establishment of the program.

Due to the change of Accounting software and a new Chart of Accounts it has been hard to provide an accurate comparison to the previous year’s detailed accounts. In the 08/09 accounts there are a number of Revenue items that had corresponding expenses shown in the expenses i.e. State Teams. This year there

VWPI Annual Report 2009-2010 was only one account used to net the revenue and expenses off against each other for a number of activities. This is the main reason why there appears to a higher level of Revenue and Expenses in the previous year.

The changes put in place as outlined above and the Budget review process will help the finances of VWPI to be managed a lot better going forward.

This special purpose financial report was prepared for distribution to the members to fulfill the Board's financial reporting requirements under Victorian Water Polo Inc's constitution and the Associations Incorporation Act of Victoria. The accounting policies used in the preparation of this report, as described below, are consistent with the financial reporting requirements of the Victorian Water Polo Inc's constitution and with previous years and are, in the opinion of the Board, appropriate to meet the needs of members: (a) The financial report was prepared on a modified accrual basis of accounting, including the historical cost convention and the going concern assumption. (b) The requirements of accounting standards and other professional reporting requirements in Australia do not have mandatory applicability to Victorian Water Polo Inc because it is not a 'reporting entity'. The committee has, however, prepared the financial report in accordance with all Australian accounting standards with the following exceptions:

The following specific accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report: Property, plant and equipment are carried at cost, independent or Board valuation. All assets are depreciated over their useful lives to the Association Inventories are measured at the lower of cost or net realisable value The association is an exempt body for income tax.
