CONSIDERATION OF DRC MEETING MINUTES OF APRIL 27, 2021 1. This item was deferred. CONSIDERATION OF the MARSHALL GROUP, LLC DESIGN FOR THE CITY ARTS MARKET STORE IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 2. Ms. Jackson with GOAA Concessions along with Ms. Terjesen with Marshall Retail Group presented the attached memorandum, dated June 8, 2021.

Chairman Ruohomaki asked for confirmation that the requested “City Arts” logo would have the text below written in 6-inch letters, which would make the overall logo height 2-inches above the design guideline limits. Ms. Terjesen replied that this was correct. Mr. Chang stated that extended size is recommended for readability. Ms. Fennell asked for verification on the variance for the logo sizing. Ms. Terjesen stated that the logo will be 20-inches, with “City Arts” typed out in 6-inch fonts below. Ms. Fennell asked for verification of the total size. Ms. Terjesen answered 26-inches.

Mr. Engle asked what material is being proposed for the . Ms. Terjesen answered that the in motion space will have a drop-ceiling, with orange throughout store, and wood trim on bulkhead.

Chairman Ruohomaki advised that the project team should be mindful of tying into systems and that they should coordinate with GOAA staff.

Chairman Ruohomaki stated that the project should be finished by February 2022. Upon motion by Ms. Fennell, second by Mr. Draper, motion carried to approve the proposed design for The City Arts Market Store in the South Terminal C at the Orlando International Airport, as presented; there is no fiscal impact associated with this item.

CONSIDERATION OF THE DN MCO STC F&B, LLC DESIGN OF CUCINA & CO. IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 3. Ms. Smith with GOAA Concessions and Ms. Murillo with PGAL presented the attached memorandum, dated June 8, 2021. Minutes of the Design Review Committee Meeting, June 8, 2021 Page 3 of 16

Chairman Ruohomaki asked if the space will require water and drainage. Ms. Murillo answered yes. Chairman Ruohomaki stated that there are utilities below the space.

Chairman Ruohomaki stated that there will be traffic approaching the space from both directions and that there will be more travelers once phase 2 is completed.

Mr. Hunt reminded the project team to be mindful that the marble front will need to stand up to passenger traffic. Chairman Ruohomaki suggested that some type of guard be considered. Ms. Murillo replied that this will be taken under advisement.

Chairman Ruohomaki stated that if the Building Department makes any requests they will be addressed in coordination with the design architect.

Upon motion by Mr. Draper, second by Mr. Hunt, motion carried to approve the proposed design for Cucina & Co. in the South Terminal C at the Orlando International Airport, as presented; there is no fiscal impact associated with this item.

CONSIDERATION OF THE DN MCO STC F&B, LLC DESIGN OF SUMMER IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 4. Ms. Smith with GOAA Concessions and Ms. Noncek with Lettuce Entertain You presented the attached memorandum, dated June 8, 2021.

Mr. Carreau stated that the second has no provision for the name of the restaurant. Chairman Ruohomaki replied that there is precedent with Universal Studios for handling the 2-story spaces in the South Terminal C, and stated that marketing in the center captures the entire space. Ms. Noncek added that the intent is to draw attention upwards.

Mr. Chang stated that the applications on the glass appears consistent with the design. Chairman Ruohomaki noted that the applique and glazing on the glass is being utilized for aesthetics, as well as, obscuring seating areas and concealing back-of- house areas used for prep-work and cooking. Ms. Noncek confirmed that this is correct. Ms. Fennell asked if there were existing guidelines or precedent for the use of appliques in this manner. Chairman Ruohomaki responded that there is no specific guidelines because this is among the first 2-story spaces on property, so this would need to be a judgement call for the Design Review Committee. Mr. Draper noted that although it is not a 2-story space, frosted glass was used on Airside 4. Ms. Fennell stated that there is a difference between frosting glass and having designed visuals, and asked if the glass could be solid frosted instead of applique designs. Ms. Noncek answered that the intent is to have 2 signs and the Summer House logo applique. Ms. Fennell stated that this will set precedent, so the committee needs to decide the parameters on allowing appliques. Chairman Ruohomaki stated that the proposed application is within the company’s branding. Mr. Hunt asked if the applique is a wrap. Ms. Noncek replied that it is a film that will be attached on the inside of the glass. Chairman Ruohomaki stated that this application method is similar to what was done on the APM.

Ms. Fennell asked what the materials will be on the upholstered seating. Ms. Noncek answered that it will be white vinyl covered seating. Ms. Fennell noted that vinyl is appropriate for spills and maintenance, but noted that the white may be a challenge. Ms. Noncek responded that in the existing locations, the seating has shown to hold-up decently to wear-and-tear, but that it has revealed a tendency for scuff marks on the bottom, for which a kick-plate is being considered.

Upon motion by Ms. Fennell, second by Mr. Engle, motion carried to approve the proposed design for the Summer House at the South Terminal C at the Orlando International Airport, as presented. Minutes of the Design Review Committee Meeting, June 8, 2021 Page 4 of 16

CONSIDERATION OF THE DN MCO STC F&B, LLC DESIGN OF, AT THE ORLANDO INTERNATIONAL AIRPORT. 5. Ms. Smith with GOAA Concessions along with Ms. Murillo with PGAL presented the attached memorandum, dated June 8, 2021.

Chairman Ruohomaki stated that when approaching the Palm Court, these spaces are located behind the Moment and below the future lounge. Ms. Murillo replied that this is correct.

Chairman Ruohomaki stated that with the oven vent shaft, there is concern about punching through the ceiling that was done a year ago, and that there are many insurance requirements beyond the FL Building Code, and therefore this needs to be done carefully. Ms. Murillo stated that the intent is to go straight up with the vent shaft. Chairman Ruohomaki stated that there have been challenges with vertical shafting in the facility and added that it needs to be evaluated for code compliance, as it can be complicated and costly. Ms. Murillo responded that this would be coordinated with the appropriate personnel.

Chairman Ruohomaki asked for clarification on the felt material being proposed for the ceiling. Ms. Murillo answered that the material is class rated “A”. Chairman Ruohomaki replied that the material needs to be considered from a building code point of view and that the Florida Product Approval Number is required. Ms. Murillo replied that the panels are located in a way that allows space in between to run the sprinklers and turn the sprinkler heads. Chairman Ruohomaki stated that the sprinklers are delegated design and that any deviations would require additional evaluation. Ms. Murillo responded that there is no intention to alter the system design.

Chairman Ruohomaki asked how tall the signage letters are proposed to be. Ms. Murillo answered that they are 12-inches in height for Desano Pizzeria and 16-inches in height for Greenbeat. Chairman Ruohomaki noted that the sizing should be evaluated with regard to the space to ensure the lettering is large enough to look appropriate. Ms. Murillo answered that the project team will evaluate the space for increasing the sizing of the letters.

Ms. Fennell asked if the spaces will have white chairs. Ms. Murillo answered no, that the chair frame is wood with green upholstery for Greenbeat and red upholstery for DeSano Pizzeria.

Upon motion by Mr. Hunt, second by Mr. Engle, motion carried to approve the proposed design for Greenbeat and DeSano Pizzeria in the South Terminal C at the Orlando International Airport.

[Mr. Draper left the meeting at 1:43 p.m. and returned at 1:44 p.m.; a quorum was maintained.]

In 1984, the Aviation Authority entered into a land lease with Mark A. and Rosalind Schurgin, for approximately 16.5 acres at Orlando Executive Airport for construction, operation and maintenance of a retail shopping center. Through successive lease assignments and transfers in lieu of foreclosure, WCPRT Colonial Promenade, LLC (WCPRT), became the lessee. SUBJECT: Offline approval of the STC Waste Receptacles with Eye Level Signage

Background:

Increased waste diversion rates have been targeted in alignment with both The City of Orlando’s waste reduction goals and Greater Orlando Aviation Authorities’ Sustainability Management Plan. To that avail, waste stream sorting has been targeted (streams have been identified based on observations made within the North Terminal, as well as industry forecasts reported by Waste Management and other Waste experts in the State of Florida). As a result, cans, bottles, and dry paper/magazines have been targeted in the general traffic areas for sorting. Research indicates that eye level messaging along with waste stream specific openings, make it easier for the traveling public to implement. To that avail, the previously approved waste receptacles have been slightly adapted to incorporate these industry recommendations. The signage being utilized remains the previously approved “Recycle Across America” signage and the sign design considers both long term durability and maintenance.

CONSIDERATION OF DRC MEETING MINUTES OF MAY 25, 2021 1. Upon motion by Mr. Draper, second by Ms. Fennell, motion carried to approve the DRC Meeting Minutes from May 25, 2021, as presented.

CONSIDERATION OF THE PARADIES LAGARDERE MCO, LLC PROPOSED DESIGN FOR THE BRIGHTON STORE IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 2. Ms. Jackson with GOAA Concessions along with Angela Bianco with JGA, Inc., as well as, Cal Greene and Richard Foreman with Paradies Lagardere MCO, LLC presented the attached memorandum, dated June 17, 2021.

Mr. Engle asked how far out the vertical designs on the storefront will protrude. Ms. Bianco stated that the vertical designs will be subtle and that the base will align with the lease line and that the soffit will be set back 4-6 inches. Ms. Fennell asked what the material will be on the vertical designs. Ms. Bianco answered that it will be a chrome finish but that the final material is still being determined.

Ms. Fennell asked if the filigree decoration will be placed on the outside of store. Ms. Bianco answered yes, that it will be on the exterior posts of the store, and added that it would also be featured inside the store. Ms. Fennell stated that there is concern for children injuring their hands in the hollow spaces of the decoration. Mr. Foreman stated that this is a signature piece for the brand, and that is made from very smooth material. Further, Mr. Foreman stated that this feature has been used throughout all of the existing stores without any issues of note, to date.

Chairman Ruohomaki asked what is planned for the ceiling. Ms. Bianco responded that the sign band metal will wrap fully around with the top being finished and that the inside will be open with thin beams and track lighting. Chairman Ruohomaki asked if this will still be open to the ceiling. Ms. Bianco responded yes, that the intent is to only cover the ceiling over the electrical room and for sprinklers, if necessary. Chairman Ruohomaki stated that heat sensors may be an option to avoid dropping sprinklers into the space. Ms. Bianco replied that this would be advantageous and stated that the top of the space will be finished so the framework is not visible.

Chairman Ruohomaki asked if the space will be completed and ready to open by February of 2022. Ms. Bianco answered yes. Chairman Ruohomaki stated that permitting needs to begin and that if there are any issues with codes or deviations, that he should be contacted directly. Mr. Foreman replied that the project team is prepared and that they would coordinate, as necessary.

Upon motion by Ms. Fennell, second by Mr. Engle, motion carried to approve the proposed design for the Brighton Store in the South Terminal C at the Orlando International Airport, as presented. Minutes of the Design Review Committee Meeting, June 17, 2021 Page 3 of 10

CONSIDERATION OF THE PARADIES LAGARDERE MCO, LLC PROPOSED DESIGN FOR THE GATLIN TRADE STORE IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 3. Ms. Jackson with GOAA Concessions along with Angela Bianco with JGA, Inc., as well as, Cal Greene and Richard Foreman with Paradies Lagardere MCO, LLC presented the attached memorandum, dated June 17, 2021.

Chairman Ruohomaki asked Ms. Grant what the distance is from the FIDS to the Gatlin Trade Store and if there is any issue with the elevations. Ms. Grant responded that there is no conflict and that where the store is positioned there are no monitors. Ms. Grant added that there is not much room to spare. Chairman Ruohomaki asked how much distance there is. Ms. Bianco responded that there is only a few inches of space. Chairman Ruohomaki stated that as travelers are walking in there is a large portal, and the concern is over blocking the view, so the lighting must not conflict with the art and other features in the area. Ms. Bianco stated that when the renderings were done, the project team asked about the FIDS and were told that there would be no conflict. Chairman Ruohomaki asked if there would only be visuals from the left and right but not from behind the space. Ms. Bianco responded yes, and stated that there may not be anything on the left because of the abutting space. Mr. Greene stated that this was examined during the walk-through and that there was an existing metal truss, and added that the rendering is slightly inaccurate regarding the positioning of the FIDS. Ms. Grant stated that there is a Starbucks on the left and FIDS on right, and there will not be monitors behind the location. Ms. Bianco stated that the project team verified that there would not be a conflict. Ms. Bianco added that the spacing was noticed and questioned, but that the rendering was not revised. Ms. Bianco stated that the height of the space is 12-feet per the maximum allowed in the design criteria. Chairman Ruohomaki advised that the team should continue evaluating potential conflicts as the project progresses.

Ms. Fennell asked if the interior floor-plan allowed sufficient room for luggage to move through the space. Ms. Bianco answered yes.

Chairman Ruohomaki asked if there would be a lid on the ceiling. Ms. Bianco stated that this was still being finalized and would be based on code requirements for sprinkler systems. Mr. Foreman stated that there is no hard ceiling planned and that an open air approach is preferred. Ms. Bianco added that there will be beams or soffits to facilitate lighting and electrical.

Ms. Fennell asked if permissions were required to use the icons on the map that denote attractions, and if this is considered advertising. Mr. Foreman responded that the icons are not advertising. Ms. Fennell stated that it should be verified that there are no issues with missing icons and that all locations denoted are in agreement with their inclusion on map. Chairman Ruohomaki suggested that this be submitted to the Graphics and Video Steering Group for consideration. Mr. Foreman stated that the map is easily revised if it is recommended.

Mr. Draper asked what is behind the location. Chairman Ruohomaki responded that it is domestic baggage claim. Mr. Draper asked if there is ample space around the space. Chairman Ruohomaki replied yes.

Mr. Hunt asked if the coolers will need drainage. Ms. Bianco answered no, that the coolers are self-sustained. Chairman Ruohomaki stated that maintaining the drain pan will need to be considered. Ms. Bianco confirmed yes, and stated that the project team has accounted for this.

Upon motion by Mr. Draper, second by Mr. Hunt, motion carried to approve the proposed design for the Gatlin Trade Store in the South Terminal C at the Orlando International Airport, as presented. Minutes of the Design Review Committee Meeting, June 17, 2021 Page 4 of 10

CONSIDERATION OF THE PARADIES LAGARDERE MCO, LLC PROPOSED DESIGN FOR THE TRIPADVISOR STORE IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 4. Ms. Jackson with GOAA Concessions along with Angela Bianco with JGA, Inc., as well as, Cal Greene and Richard Foreman with Paradies Lagardere MCO, LLC presented the attached memorandum, dated June 17, 2021.

Chairman Ruohomaki advised the project team to evaluate the size of the signage on the store front against the size of the space and the previously approved sizing for the other storefront signs. Ms. Bianco replied that this will be considered, and that the circle in the logo drives the over-all sizing, which is currently 24-inches. Mr. Foreman stated that larger signage would be preferred. Mr. Carreau stated that 26-inch signage is largest that has been approved, to date. Mr. Foreman stated that a variance may be needed to make the logo a little larger. Chairman Ruohomaki stated that this should only be minor deviation, and asked the project team to advise Mr. Carreau of the final sizing.

Chairman Ruohomaki noted that vertical shafts have presented complications getting approved through the City Building Department, and that the building is currently within code.

Chairman Ruohomaki asked if a traveler is approaching from the Palm Court entrance, the first visual will be the FIDS, followed by Sunglass Hut, next Brighton, and then TripAdvisor. Mr. Foreman confirmed yes. Chairman Ruohomaki asked if the TripAdvisor signage will be visible when making the approach. Mr. Foreman answered yes, but only if the traveler is precisely positioned. Chairman Ruohomaki stated that wayfinding may need to be evaluated to assist travelers. Ms. Rodriguez stated that additional wayfinding would benefit this store and many others. Ms. Rodriguez further stated that TripAdvisor is in an area with very little retail, and that wayfinding would assist the traveling public to locate travel essentials.

Mr. Engle suggested that the video display needs to go to the Graphics and Video Steering Group. Mr. Foreman stated that TripAdvisor has previously utilized touch screens, however, the COVID-19 Pandemic necessitated a shift to non-touch displays providing a slideshow with imaging. Mr. Foreman also stated that the images displayed could be provided by the Aviation Authority or curated by TripAdvisor, at the discretion of the Aviation Authority. Chairman Ruohomaki stated that the Graphics and Video Steering Group evaluates these types of materials.

Upon motion by Mr. Engle, second by Mr. Hunt, motion carried to approve the proposed design for the TripAdvisor Store at the South Terminal C at the Orlando International Airport, as presented.

ADJOURNMENT 5. There being no further business for discussion, the meeting was adjourned at 3:48 p.m.

CONSIDERATION OF the ORLANDO HOSPITALITY AIRPORT PARTNERS, LLC, PROPOSED DESIGN FOR BARNIE’S COFFEE & TEA CO. IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 1. Ms. Smith with GOAA Concessions, along with Keeam Bafekr with KMBA Architecture presented the attached memorandum, dated June 22, 2021.

Mr. Carreau asked what the intended size of the sign is. Mr. Bafekr answered that the size is still being evaluated, but that it will be within standards. Mr. Carreau stated that the standard is 24-inces but that exceptions have been made up to 30- inches for the South Terminal C locations. Mr. Bafekr asked if the DRC is amenable to having signage in 2 locations, on the front and back of the space. Mr. Carreau answered yes.

Chairman Ruohomaki asked if the flooring will be the existing terrazzo. Mr. Bafekr replied yes.

Upon motion by Mr. Draper, second by Mr. Hunt, motion carried to approve the proposed design for Barnie’s Coffee & Tea Co. in the South Terminal C, at the Orlando International Airport, as presented.

CONSIDERATION OF THE ORLANDO HOSPITALITY AIRPORT PARTNERS, LLC, PROPOSED DESIGN FOR PROVISIONS BY CASK & AND CASK & LARDER BAR AND BITES IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 2. Ms. Smith with GOAA Concessions, along with Keeam Bafekr with KMBA Architecture presented the attached memorandum, dated June 22, 2021.

Mr. Chang asked if the build-out is within the lease line. Mr. Bafekr responded that the Bluebeam renderings have been requested, and that once they are received, it will be ensured that the build will not surpass the lease line.

Mr. Bafekr stated that additional signage may be preferable for the multiple bay location. Chairman Ruohomaki concurred that the 3 areas of entrance may need additional signage. Ms. Rodriguez stated that these spaces were not originally planned for this brand, and that this concept change may be a justification for any deviations due to the very unique circumstances. Mr. Draper stated that the space is listed as both; “Cask & Larder”, and “Bar and Bites” and asked if the center bay should have the “Bar and Bites” signage. Chairman Ruohomaki responded that this addition may be advantageous. Mr. Engle suggested, alternatively, that this signage could be added to the end bay, leaving the middle bay blank. Mr. Draper clarified that the center bay is the location of the bar for the “Bar and Bites” location. Ms. Rodriguez stated that additional signage would be positive for branding and helpful for the traveling public. Ms. Fennell asked about the parameter for the signage. Minutes of the Design Review Committee Meeting, June 22, 2021 Page 3 of 10

Chairman Ruohomaki replied that it is the brand logo and brand name. Mr. Schleger added that to be consistent with the existing location branding, the signage would be “Provisions” and “Bar and Bites”. Chairman Ruohomaki advised the project team to develop a plan for the multiple bay signage and submit it for offline approval. Ms. Fennell acknowledged the need for additional signage and agreed with the offline approval of such signage, but reminded the project team to stay within the established guidelines.

Upon motion by Mr. Engle, second by Mr. Draper, motion carried to approve the proposed design for Provisions by Cask & Larder and Cask & Larder Bar and Bites in the South Terminal C, at the Orlando International Airport, as presented.

CONSIDERATION OF THE ORLANDO HOSPITALITY AIRPORT PARTNERS, LLC, PROPOSED DESIGN FOR WINE BAR GEORGE IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 3. Ms. Smith with GOAA Concessions, along with Keeam Bafekr with KMBA Architecture presented the attached memorandum, dated June 22, 2021.

Chairman Ruohomaki asked if there would be any impediment to the flow of traffic if there were people standing behind the barstools. Mr. Carreau responded that this should not be an issue, but that spacing will be verified.

Chairman Ruohomaki asked what is behind the back wall of the space. Mr. Bafekr answered that it is concessions.

Ms. Fennell stated that there is a concern over the sharp edges of the corrugated metal under the counter. Chairman Ruohomaki asked if this poses a hazard, especially with open-toe shoes. Mr. Bafekr replied that there is a trim piece which will run under the entirety of the material to prevent such risks.

Mr. Engle asked if the barstools are fixed or moveable. Mr. Bafekr answered that they are moveable. Chairman Ruohomaki stated that it is preferred that nothing be bolted to the floor unnecessarily because it would damage the terrazzo. Ms. Fennell asked if the barstools will be heavy. Mr. Bafekr responded that the barstools will be moveable but too heavy to be easily removed from the space.

Upon motion by Mr. Draper, second by Mr. Hunt, motion carried to approve the proposed design for Wine Bar George at the South Terminal C, at the Orlando International Airport, as presented.

CONSIDERATION OF THE ORLANDO HOSPITALITY AIRPORT PARTNERS, LLC, PROPOSED DESIGN FOR SUNSHINE DINER BY CHEF ART SMITH IN THE SOUTH TERMINAL C, AT THE ORLANDO INTERNATIONAL AIRPORT. 4. Chairman Ruohomaki advised the project team to develop a plan for the multiple bay signage and submit it for offline approval.

Ms. Fennell asked if there is adequate room between the seating and barstools for travelers with luggage to comfortably navigate. Chairman Ruohomaki stated that the area is large, and that the rendering may be misrepresenting the spacing. Mr. Bafekr concurred and added that there is ample room for movement. Chairman Ruohomaki stated that the space must be ADA compliant. Mr. Bafekr confirmed that there is a 5-foot turning radius. Chairman Ruohomaki asked for confirmation that this exceeds code. Mr. Bafekr confirmed yes. Minutes of the Design Review Committee Meeting, June 22, 2021 Page 4 of 10

Mr. Chang stated that the glass knee-wall looks to be over the lease-line. Mr. Bafekr responded that the Bluebeam renderings have been requested, and that once they are received, it will be ensured that the build will not surpass the lease line.

Upon motion by Ms. Fennell, second by Mr. Hunt, motion carried to approve the proposed design for Sunshine Diner by Chef Art Smith in the South Terminal C, at the Orlando International Airport, as presented.

Chairman Ruohomaki asked if there is a plan to install flooring in the space. Mr. Bafekr answered yes, that it will need to be mounted but that the intent is to x-ray before installation to avoid damaging anything critical. Chairman Ruohomaki stated that information will be provided to assist in locating existing structures.

Upon motion by Ms. Fennell, second by Mr. Engle, motion carried to approve the proposed design for Orlando Brewing Bar & Bites in the South Terminal C at the Orlando International Airport, as presented.

Mr. Chang responded that the company had declined this option.

Mr. Chang asked if the sketch of golf ball in the elevator space is on the glass or on the back wall. Mr. Knight answered that it will be on the back wall. Chairman Ruohomaki stated that the area will nearly always be occupied. Mr. Draper confirmed yes, and stated that there would be traffic in the area approximately 20 hours per day. Further, Mr. Draper stated that the alarm will alert Orange County Brewers not the Aviation Authority.
