Spain lead the national association ranking list by a handsome margin of almost nine points after earning a coefficient of 16.611 points during the 2000/01 campaign. It was the second successive season in which the Spaniards have accumulated more points than any other association and the third time in the last five years. England’s good performance, with Arsenal FC, Leeds United AFC and Manchester United FC progressing to the knock-out phase of the UEFA Champions League and with Liverpool FC winning the UEFA Cup was reflected in a leap from fifth to third place in the ranking, overtaking Germany and France. Turkey have also enhanced their continental status, moving from 11th to 7th place over the last year, while RSC Anderlecht’s UEFA Champions League run helped Belgium to scale five rungs of the continental ladder into 12th place. The changes entitle England to four entries for the 2002/03 UEFA Champions League (along with Spain and Italy), while Germany, France and the Netherlands will have three. The nine associations below them in the ranking will be entitled to two entries. The national association coefficients also determine the number of participants in the UEFA Cup, where – using criteria which take into account the number of UEFA Champions League participants - two countries (Turkey and Greece) will be entitled to four entrants; a dozen other associations will be able to enter three; and the remainder will have two participants, with the exceptions of Andorra, Liechtenstein and San Marino, who will have one each. UEFA’s club coefficient ranking determines the seeding of clubs in the qualifying rounds and the two group stages of the UEFA Champions League, plus the qualifying stage and the first four rounds of the UEFA Cup. Each club’s coefficient is based on performances in UEFA club competitions during the last five seasons plus half of the national association’s coefficient. Any club which enters the 2001/02 campaign without having competed during the last five seasons (such as English club Ipswich Town FC) will start with the 50% share of the national association coefficient which is, in this particular case, 25.644. In the UEFA club coefficient ranking, there is also good news for Spanish football, with Real Madrid CF rising from fourth position last year to take top spot, at the expense of Juventus FC, who have fallen from first to seventh. Despite this, Italy still has four clubs in the top ten. Manchester United FC, consistent performers in the UEFA Champions League, have stepped up from sixth to second place, while the current champions of Europe, FC Bayern München, retain third place. Beaten finalists Valencia CF move up from 13th position to sixth, while Liverpool FC’s UEFA Cup success has taken the English club from 37th to 14th and Galatasaray SK have also risen spectacularly from 33rd to 16th. Purpose of the UEFA national team coefficient The UEFA national team coefficient is an important tool for ensuring sporting balance and fairness in both the qualifying and final rounds of the UEFA European Football Championship. It is used in particular for the pot allocation for the qualifying draw and the final draw, and it is therefore crucial that the coefficient system reflects the real strength of each team as best as possible. 2. Current UEFA coefficient system The current UEFA coefficient system is generated according to the results achieved in the most recent qualifying competitions for the UEFA European Football Championship and the FIFA World Cup. The total number of points obtained in the qualifying competitions of both of the aforementioned competitions is divided by the number of matches played and the resulting coefficient is used for the rankings. In the case of an association that qualifies automatically for the final round of one of the competitions in question (as host association), the coefficient is calculated on the basis of its results in its most recent qualifying competition. The system has the advantage of offering a good comparison of the team strengths in the qualifying competitions. In addition, it is transparent and simple to calculate. However, the fact that matches played during final tournaments are not taken into account distorts the rankings significantly and does not reflect reality. 3. New proposed UEFA system 3.1.
