Youth Lead the Way in Little Brook

“A lot of people don’t know about this community,” says Mark Mendez of the North neighborhood where he grew up. “They think Lake City is just white people.”

In fact, Lake City’s Little Brook community boasts a range of ethnicities and languages, and a good number of residents who are recent immigrants. It’s a densely populated, mostly low-income area with little green or open space that has been overlooked in neighborhood improvement and planning efforts—something Mendez, a community leader and youth advocate, wants to change.

“I was getting frustrated when I went to community meetings and there were no people of color there,” says Mendez. Empowering young people to be leaders in their own community is a solution, he says. Mendez initiated a partnership with Seattle Parks Foundation to launch the Little Brook Youth Corps, a program that trains teens age 13 to 17 to improve their neighborhood environment. Photo by Britt Le The brook for which the area is named runs south from the city boundary with Shoreline at 27th Avenue NE to Meadowbrook Pond. It is paved over for most of that distance, and water quality plummets once the brook surfaces in a small wooded area in Little Brook Park. Over a few days this past summer, Youth Corps members cleared brush and ivy and hundreds of branches—and collected some hypodermic syringes—to open up the area around the brook and reclaim it as public space. the traffic of Lake City Way, Little Brook Park is the only green space within a half-mile walk for nearly 4,500 residents.

The Youth Corps outfitted participants in new boots and paid a living-wage stipend in addition to providing valuable work experience. Applications to join the Youth Corps were distributed at the Lake City branch library and the local teen center, and 57 young people applied for just 10 spots.

Youth Corps participants were chosen for their leadership potential, a quality in evidence when they hosted a community event in the park at the end of their project. On a summer evening, with sparkling water and dappled light through the trees, the restored area was an idyllic spot.

Restoring more of the brook will help build community cohesion, make the neighborhood more walkable, and discourage crime. There are several places where the brook can be daylighted, the water quality can be improved, and green space can be established. One such spot is near 130th and Lake City Way at Hellbent Brewing Company, whose co-owner Jack Guinn and Guinn’s wife, Nicole Dillman, are enthusiastic advocates. In fact, Dillman reviewed all 57 Youth Corps applications and spent a week volunteering with the group, bringing along the couple’s dog, Gooey, who spent the week soaking up attention from the kids.

I hope that what we’re doing here will motivate other people to take action and advocate for what they want.” East Marginal Way: Making a Dangerous Route Safe for Walking and Biking

“We need to cross here,” says Georgetown resident Jesse Moore at the corner of East Marginal Way and 14th Avenue South. It’s a sunny Sunday afternoon in September, and we’re walking from Georgetown to the adjacent neighborhood of South Park.

Along East Marginal Way, sidewalks are wide in some places but in other spots are too narrow for two people to walk side by side. Two blocks alongside the Boeing campus have covered sidewalks, but at 14th Avenue South the sidewalk ends and the route turns into a strip of gravel along still-operational railroad tracks. The path is difficult and unsafe for the able-bodied and next to impossible for a stroller or wheelchair to navigate.

Moore has lived in Georgetown for the past 12 years, and his pride in the neighborhood shines through his every action, from the care he puts into his vegetable garden to his hearty exchanges with neighbors and his founding of Duwamish Valley Safe Streets (DVSS) in 2016 with co- leader Carol Ohlfs. The goal of DVSS, which began as the Georgetown and South Park chapter of Seattle Neighborhood Greenways, is to bring together people who live and work in the area to advocate for safe street investments.

A few years ago, Moore started rowing at the Duwamish Rowing Club in South Park. Like most residents traveling between Georgetown and South Park, he drove the distance of about one mile. “I was driving there a couple times a week and I thought, ‘This is really silly.’” So he started walking and biking. Then he realized how difficult that mile was to traverse. “East Marginal always felt dangerous, so I would bike through private parking lots and use lesser streets to avoid the arterial. You always have to watch out for glass and metal debris dropped on the roads by trucks.”

Georgetown is home to 1,500 residents and South Park has a population of 7,000. These two neighborhoods are also an industrial hub, where 15,000 people commute to work every day. In

Georgetown particularly, many streets are wide, with high speed limits, to accommodate freight vehicles. “It’s an area where choices about streets have always prioritized motorized vehicles over pedestrians and bikes,” says Moore.

While lack of neighborhood connectivity is not a new issue in these neighborhoods, investing in more pedestrian- and bike- friendly streets has not been a priority for the city. Now passionate residents are rallying to make safer connectivity an imperative.

Carol Ohlfs and her husband are parents in South Park. “I started looking at the streets with new eyes, with my little family in mind,” she says. “It’s flat. Seattle AIDS Legacy Memorial

How can a memorial to those lost to HIV/AIDS in Seattle deepen our engagement with the fight to end HIV/AIDS?

The Seattle AIDS Legacy Memorial, which will be built on the northern edge of on Capitol Hill, will blend physical artwork, site amenities, and documentation of the people, places, and events that are part of the story of HIV/AIDS in Seattle.

The project founders are working with the Seattle Parks Department, Portland-based developer Gerding Edlen, and the landscape design firm Berger Partnership, as well as a 30-member community advisory group, to ensure that the site is a reminder that marginalized communities in our city are still struggling with HIV/AIDS and there is much work left to do.

The opening of the memorial is slated for early 2020.

Araya Asfaw is a physics professor at Addis Ababa University in Ethiopia and a climate change activist who is working with the city of Addis Ababa to create a new municipal park system. Araya spearheaded the city’s 2,000-acre Gullele Botanic Garden, the first of its kind in Ethiopia, and founded the Horn of Africa Regional Environment Centre and Network. He also helped Addis Ababa join the 100 Resilient Cities network and was instrumental in establishing the Ethiopian Panel on Climate Change and the Ethiopia Climate Innovation Center.

On a recent visit to Seattle, Araya laid the groundwork for a partnership involving the University of , the City of Seattle, Addis Ababa University, and Addis Ababa Metropolitan University to support resilience initiatives in both cities. Araya also met with Seattle Parks Foundation’s Thatcher Bailey. Here is an excerpt from their conversation.

Thatcher Bailey: You are leading the effort to create a park system in Addis Ababa, pretty much from scratch. How do you undertake a project like this for a city of 5 million people?

Araya Asfaw: It is a city of 5 million people now and will soon be a city of 10 million. And it is a city that has very little public green space. As outlined in the United Nations 2030 Sustainable Development Agenda, better urban planning and management are needed to make the world’s urban spaces more inclusive, safe, resilient, and sustainable.

A complete park system in Addis Ababa will have multiple, critical benefits in addition to recreation. If managed properly, [the parks] will protect the watershed, which supplies fresh water for the growing population. They can prevent flooding, the number-one resilience

challenge of the city. They will mitigate climate change by reducing CO2 emissions. They [will] provide employment opportunities for youth, reducing global migration.

TB: You make the case for parks as critical infrastructure that addresses some of the dire effects of urbanization, but I am still curious why the city was so receptive to your plans. You and your colleagues must be especially adept at politics and fundraising.

AA: We won the trust of the government and private donors through due diligence, good data, and professionalism. And a vision. Governments come and go, but they leave a legacy behind to

remind us. We were able to convince officials at a high level to share and commit to our vision. Of course there were skeptics as well, who felt we were wasting valuable, scarce land that should have been used for development.

TB: I think to our readers you have taken on an inconceivable task. We sweat out building one park at a time here. How did you generate such momentum?

AA: In 2005, when I was the dean of science at Addis Ababa University, my colleagues and I managed to convince the mayor of Addis Ababa and the university president to establish a botanic garden for conservation, recreation, and education. This victory was the culmination of decades of advocacy on the part of many university colleagues. The city allocated nearly 2,000 acres of land along the watershed. Inspired by the commitment of the city and the university, the government of the Netherlands provided millions of dollars for the design and initial development of the garden.

This garden made a huge difference. It resulted in the chain of mountains surrounding the city being protected from development, as green space. This created the momen- tum you ask about. It was so visible and popular that there is now great support for the city’s current commitment to develop 140 small, medium, and large parks, as well as a

In July, I joined the team at Seattle Parks Foundation. I moved to Seattle from Washington, D.C., where I served in the Obama Administration at the Department of Justice and the White House Council on Environmental Quality. In these roles, I worked with communities across the country to protect our environment, public lands, and health. I am happy to be in Seattle, where so many people are committed to preserving and building on these accomplishments.

Already, I know Seattle is a special place. It is at the heart of the country’s most beautiful landscapes. It is rich in diversity and has a thriving economy. And it is deeply driven by an entrepreneurial spirit. Seattle is undergoing a transformation, becoming a leader in business and setting an example for the country through its progressive values. All community members should see themselves as a part of this evolution, especially in their own neighborhoods, and I hope that we can help by connecting communities through parks and public space.

I grew up in Pittsburgh, where Schenley Park was a special place for my family. When I was very young, we immigrated to America from the Philippines. We had little money, few friends, and no family here. My parents were graduate students; they were always working, and since childcare was expensive, they brought my brother and me everywhere. Schenley Park was where we really spent time together. My mom liked to take us to the gardens there. I think they inspired and renewed her in a way that a concrete backyard just could not do. My dad liked to sit on the hilltop at night, looking at the stars and telling us stories about his reckless youth. I think the infiniteness gave him the space to remember and to dream. On the playground, my brother and I learned important early-childhood-development life lessons like sharing, conflict resolution, bravery, and resilience.

Everyone deserves spaces like this, which is why I’m excited to work with you to achieve our goal of Parks for All.

The Community Parks Fund at Seattle Parks Foundation has provided almost $1.5 million since 2013 to exemplary public space projects across the city. The expanded Hing Hay Park, which opened last summer, is one of these projects. The following excerpt is from “What a park in the ID tells us about urban life” by Mark Hinshaw, which appeared in Crosscut.com on August 18, 2017.

The Park is fully accessible with its gentle winding pathways. For the more energetic, an exercise station and a ping pong table are perched on the upper level. Running along one side is a wall painted bright yellow with red steel buttresses, providing a simple, vivid backdrop for the complex composition of the space. It’s fascinating to see this public space so heavily used as if there had been a long pent up demand. COMMUNITY CAMPAIGNS Rainier Beach Urban Farm and Wetlands: A Time to Celebrate

Nearly a decade ago, community members in Rainier Beach, led by the late Harry Hoffman, had a vision to transform the decommissioned Atlantic City Nursery site next to Be’er Sheva Park into Seattle’s largest urban farm. Neighbors of all ages and backgrounds pitched in, learning to grow food using environmentally sustainable practices, cooking and sharing freshly grown food, and restoring the natural wetlands on the site.
