Repack Application This Engineering Statement has been prepared on behalf of Unimas Fresno LLC (“Unimas”), licensee of digital KTFF-DT at Porterville, . KTFF-DT presently operates on Channel 48. The instant application is being filed in response to the Commission’s Channel Reassignment Public Notice (DA 17-314), released on April 13, 2017, specifying the station’s post- auction facilities on Channel 23.

Interference Study The proposed technical facilities utilize an antenna pattern which is essentially identical to the licensed KTFF-DT pattern, but with slight variation. Additionally, the tower site coordinates are being corrected as a part of this application. Therefore, an interference study has been conducted using the Commission’s TVStudy software. The results of that study demonstrate that this proposal will have no additional interference impact on other stations, and will not expand the service area more than 1% beyond the baseline.

Facilities Proposed The proposed operation will be on Channel 23 with a maximum lobe effective radiated power of 119 kilowatts. Operation is proposed with a Dielectric model TFU-10DSC-R C170 antenna, which will be mounted on an existing tower at the Blue Ridge communications site. An FCC Antenna Structure Registration Number is not required for this tower.

RF Exposure Calculations The power density calculations shown below were made using the techniques outlined in OET Bulletin No. 65. "Ground level" calculations in this report have been made at a reference height of 2 meters above ground to provide a worst-case estimate of exposure for persons standing on the ground in the vicinity of the tower. The equation shown below was used to calculate the ground level power density figures from each antenna.

D is the distance in meters from the center of radiation to the calculation point.

Power density levels produced by the proposed facility were calculated for an elevation of 2 meters above ground using the manufacturer’s vertical plane pattern for the Dielectric TFU- 10DSC-R C170 antenna. The highest calculated power density from the proposed antenna alone occurs at at a point 11 meters from the base of the antenna support structure. At this point the power density is calculated to be 105.3 µW/cm², which is 30% of 349.3 µW/cm² (the FCC maximum for uncontrolled environments at the Channel 23 frequency).

There are a number of other FM and TV stations at the Blue Ridge communications site, including one other full-power station which will be changing channel as a part of the repack. This application proposes replacement of the existing KTFF-DT antenna with an equivalent model, with a change in channel and reduction in main lobe ERP from 197 kW to 119 kW. Measurements conducted in connection with the KTFF-DT renewal application in 2006 (see

BRCT-20060804AFV) found a maximum reading of 40% of the uncontrolled environment MPE, with the majority of readings being 20% or less of the uncontrolled environment MPE. At that time, analog KTFF-TV was still operating on channel 61 with 2400 kW ERP. The analog operation has long since shut down, and it is anticipated that the total site exposure resulting from the instant proposal would be found to be commensurately lower than what was measured in 2006.

Pursuant to OET Bulletin No. 65, all station personnel and contractors are required to follow appropriate safety procedures before any work is commenced on the antenna tower, including reduction in power or discontinuance of operation before any maintenance work is undertaken. The permittee/licensee in coordination with other users of the site must reduce power or cease operation as necessary to protect persons having access to the site, tower or antenna from radiofrequency exposure in excess of FCC guidelines.
