King, Ph.D. ABSTRACT This dissertation argues that in order to explain the political stability of Qatar amid the region-wide tumult of the Arab Spring, we must go beyond classic rentier state explanations of economic buyoff of the citizenry. Qatar, an extremely resource-rich country with no obvious characteristics of instability, should be a crucial case study for rentier state theory. Instead, however, we see clear evidence that a significant portion of the Qatari population is dissatisfied with the economic allocations offered by the state. Further, there appears to be little correlation between economic satisfaction and political acquiescence, with even those who are satisfied still desiring more say in government decisions and public life. Even more importantly, we see the state acting and reacting in ways that are antithetical to the classic theory—such as spending time, money, and energy promoting legitimacy in noneconomic ways, and reversing state-led policies in the face of societal backlash—which depicts a society with significantly more agency and influence on the state than previously theorized. By using an in-depth study of Qatar, this dissertation shows that economic allocation is a necessary but not sufficient condition of a rentier state’s political legitimacy formula.

The biggest bid was for 336633 at QR200.43m, followed by 333355 (QR200.4m) and 337337 (QR12.312m). Brigadier Mohammed Saad Al Kharji, Director-General of the department, said the winners should collect their numbers on Sunday and Monday after submitting cheques for the amount. If they fail, they will forfeit the earnest deposit of QR20,000 and the right to their numbers. Sources told local Arabic daily Al Raya that auctions for 10,000 fancy numbers in batches are planned. Participation starts with a minimum bid of QR100,000. Bids are made through the Ministry of Interior’s Metrash2. Buyers have to enter their ID numbers and expiry date. Govt loses QR761m on infrastructure projects DOHA: Reviews of infrastructure projects by State Audit Bureau show that contractors had to pay QR761m ($209m) in compensations and fines for delays during 2013-14 but the money was never recovered. The government has yet to receive the amount, the local Arabic daily Al Raya reported yesterday, citing Annual Achievement Book released by the General Secretariat of the Cabinet. The bureau reviewed hundreds of contracts awarded and projects com- pleted and made over 1,200 observations.
