E-Brochure-Compresse TOLERANCE IN ESPORTS Meet the Commission’s Chair and Board Members Tuesday, 25 May 2021 25 May Tuesday, GLOBAL COMMISSION FOR TOLERANCE IN ESPORTS AND GAMING His Excellency Sheikh Nahayan Mabarak Al Nahyan UAE Cabinet Member & Minister of Tolerance & Coexistence Chairman of the Board The rapid evolution of technology makes it crucial for us to deliberately shape how we interact online, to promote tolerance and coexistence, to help our youth to learn skills that will allow them to cooperate, to function more effectively in meeting the challenges their generation will face. The Commission will work diligently to see this happens. Global Commission for Tolerance in Esports and Gaming 2nd session His Excellency Sheikh Nahayan Mabarak Al Nahyan, Minister of Tolerance and Coexistence and Chairman of the Global Commission for Tolerance in Esports and Gaming, convenes the Board’s second session as part of a quarterly review of its plans, with a view to discussing the Commission’s strategic vision, objectives and goals specific to the implementation of policies with attributa- ble factors related to tolerance – values that would foster more understanding and knowledge-based engagement in esports and gaming. The Board will explore the mechanisms for developing key policies and codes of conduct for tolerance that can be realistically implemented within the esports and gaming communities. Policies and mechanisms for utiliz- ing data and research to encourage and create open-minded and knowledge-based players in the games, shall be used and implemented. The Board will further discuss the impact of technology and the poten- tial evolvement of artificial intelligence in gaming and how this cyber platform can grow with tolerance embedded codes for sustainable attainment for the benefit of the global youth. Partnerships with the international community to devel- op meaningful relationships that can promote the idea of tolerance in esports and gaming at all levels of the indus- try to create harmonious relationships and positive engagement, is a key objective of the Board’s mission. The second session of the Global Commission is set to discuss avenues that would propel its mission to new heights with a view to attracting as much participation as possible from stakeholders in the industry, taking esports and gaming to new levels that espouse to values of tolerance, human fraternity and growth, in one of the planet’s busiest cyber platforms. Minister of Tolerance and Coexistence His Excellency Sheikh Nahayan Mabarak Al Nahyan is the U.A.E. Minister of Tolerance and Coexistence and has occupied this position since October 2017. His Excellency joined the federal government in 1992 and held a number of government portfolios including Minister of Higher Education and Scientific Research, Minister of Education, and Minister of Culture and Knowledge Development. Global Commission speakers for Tolerance in Esports and Gaming 2nd session Dr. Wirdati Mohammed Radzi Board Member Malaysian Esports Federation Dr Wirdati is the Sports Commissioner for Malaysia, responsible for oversight on all governance issues for sports federations. A lawyer who oversaw the club licensing program for the Malaysia Football Federation, Dr. Wirdati was called to bar in 2019 and sits on the high court. She has extensive education in sports administration having degrees from both Ohio and Loughborough. An advocate for women in sport, her recent research is on the role of Muslim women management in sport, a topic considered vital. She is currently Vice President (education) of the Asian Association of Sport Management based in Tokyo. Topic: Policy and Governance Establishing key policies and a code of conduct for tolerance in esports and gaming Global Commission speakers for Tolerance in Esports and Gaming 2nd session Nicole pike YouGov Global Sector Head of Esports and Gaming Nicole is one of the esports & gaming sector’s most respected experts, boasting 13+ years of experience in consulting, custom research, sales forecasting, brand tracking, and sponsorship measurement in the space. She has built her career collaborating with major players in the industry to build meaningful data streams and insights, and shaping industry standards for measurement of esports. In a role specially created for her at yougov, Nicole will help shape the future of analytics in the esports and gaming sectors, building on what are already some of the industry’s deepest and most sophisticated research tools. Arkady Dvorkovich FIDE President & Former Deputy PM of Russia Mr. Arkady Dvorkovich is a Fide President. On the 3rd of October 2018, Mr. Dvorkovich was elected to assume this role at the general assembly in Batumi, Georgia. Arkady Dvorkovich is also Chairman of the Skolkovo Foundation since September 2018. He has served as the chairman of the local organizing committee for the FIFA World Cup-2018 that was universally hailed as one of the best organized global sporting events in history. Previously, he served as Deputy Prime Minister of the Russian Federation from may 2012 to may 2018. In 1994 he graduated from the economics department of Lomonosov Moscow State University with a degree in economic cybernetics, and from the new economic school with a Masters in Economics. In 1997 he graduated from Duke University in North Carolina with a Masters in Economics. Arkady Dvorkovich was born in 1972 in Moscow.     THE STEELE DOSSIER An Assessment of Allegations Throughout the Russia investigation, the “Steele Dossier” has continued to command attention. The transcript of Carter Page’s testimony before the House Intelligence Committee on November 2, 2017 has refocused that attention where it belongs: on the substance of the report. Since BuzzFeed published the Steele Dossier in January 2017, subsequent reporting has confirmed or substantiated many of Steele’s claims. What is the Dossier? The Dossier is a human intelligence, or HUMINT, report and therefore should be viewed not as evidence to be used in a trial, but as a road map for investigators. Christopher Steele, the author of the Dossier, is an experienced and well-respected former UK intelligence officer who has served not only as an MI-6 officer but also worked on behalf of the FBI in the successful FIFA corruption investigation. Steele and the Dossier were credible enough for former FBI Director James Comey and Director of National Intelligence James Clapper to brief President Obama and then-President elect Trump on its contents. BuzzFeed’s decision to publish the Dossier has itself attracted a lot of attention. The Dossier is part of ongoing lawsuits filed by parties named in the dossier and may be part of congressional investigations. In analyzing the contents of the Dossier, it’s important to remember, as former CIA analyst John Sipher explained, that Steele was writing it in real time beginning in June 2016. The dossier largely contains intelligence related to internal Russian efforts to interfere in the election, not intelligence about the Trump campaign.

This move will lead to a further strengthening of the role of the State in the Russian oil and gas industry. It is bad news for those who are hoping for a more transparent investment climate, argues Alexander Gusev, Research Fellow at the German Institute for International and Security Affairs (SWP). On May 7, 2012, Vladimir Putin returned as President of Russia, swapping roles with his predecessor, Dmitry Medvedev, who took over as Prime Minister. There have been many speculations about the distribution of powers between the two. Since political power in Russia is to a large extent determined by control over energy resources, any institutional changes in this sphere create a new balance of powers. At the annual congress of United Russia, the dominant political party, in September last year, Medvedev put forward Putin as the Presidential candidate, emphasizing that it was “a deeply thought-out decision” discussed “as early as when our union was being formed.” In turn Putin expressed his confidence that Medvedev would form a “new, effective, young and energetic” cabinet and “continue his work on modernizing all aspects of our lives.” Despite the close personal ties between the two politicians, they do represent different camps in the Russian power structure and it is pertinent to ask who makes the decisions in the Russian energy field, keeping in mind that how the decision-making process is organized formally is different from how it works in practice.

    The Political Elite Under Putin By Dmitry Gorenburg Executive Summary Russia’s political elite has undergone relatively little change under Vladimir Putin’s rule. Only sixty people have been ranked twentieth or higher at least once between 2000 and 2019 in the annual Nezavisimaya Gazeta list of the most politically influential Russians. Eighteen people have appeared on every list during this period. The greatest shift in elite composition occurred between 2007 and 2008, with smaller shifts around the presidential elections of 2004 and 2012. Most of the political elite originate in the government bureaucracy in Moscow or St. Petersburg or came to their positions of influence through personal ties to Vladimir Putin, either in St. Petersburg or in the security services. Only ten percent came to power through electoral politics; another ten percent are businessmen who made their money independently of any connections to Vladimir Putin. The elite is fairly evenly divided between individuals who have political influence solely because of their positions in government and individuals who have influence outside of their official role. People in the first group generally drop off the list quickly after leaving government or being demoted, and people in the second group tend to retain influence regardless of their position at any given time and remain influential for extended periods, even after departing government service. Introduction For most of the post-Soviet period, the newspaper Nezavisimaya Gazeta has conducted a monthly survey of Russian political experts. This survey asks its respondents to rank the 100 most politically influential Russians in the previous month. Throughout this period, the newspaper has also published an annual ranking,1 based on the average rank of those mentioned during the previous calendar year.
