Geography and regionalism are critical to an individual’s experience of being Alawite. n The notion of an »Alawite community« identified as such by its own members has increased with the crisis which started in March 2011, and the growth of this self- identification has been the result of or in reaction to the conflict. n Using its security apparatus, the regime has implicated the Alawites of Homs in the conflict through aggressive militarization of the community. n The Alawite community from the Homs area does not perceive itself as being well- connected to the regime, but rather fears for its survival. Chapter 7 Orontes River Basin INVENTORY OF SHARED WATER RESOURCES IN WESTERN ASIA CHAPTER 7 - ORONTES RIVER BASIN Orontes River Basin EXECUTIVE SUMMARY Also known as the Assi River, the Orontes is the only perennial river in Western Asia that flows north and drains west into the Mediterranean Sea. Its flow regime shows typical winter peak flows due to increased precipitation, and summer low flows maintained exclusively by groundwater discharge. The river is mainly used for irrigation purposes with several agricultural projects planned in the three riparian countries. Water quality at the headwaters is generally good, but deteriorates in the middle and lower reaches of the river due to agricultural, urban and industrial activities. There is no basin-wide agreement between the three riparians, but there are several bilateral agreements in place on issues such as water allocation (Lebanon-Syria) and the joint The Dardara Falls on the Orontes in Lebanon, 2009. In the beginning of the peaceful protests in 2011, Younes was the leader of the 555th Brigade of the Fourth Division at the rank of Staff Brigadier. He had a close relationship with Maher al-Assad, who entrusted him with the mission of repressing protestors in Rif Dimashq province. He had a bloody record of violations in Ma’dimiyyat al-Sham, Daraya, al-Qaboun, and Zamalka in Rif Dimashq, in addition to the operations that took place under his leadership in the city of Nawa in the northern Dara’a countryside, where he issued direct orders to open fire on demonstrators and arbitrarily detain the youths of those regions. Younes does not hold back his exaggerated sectarian inclinations, and his hidden disdain for those members of other sects who oppose him. He has said that his father is an Alawite shaykh, that he is a member of the Alawite council, and that he considers Sunnis the enemies of his sect. -
