The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program. -

SESS. 15 RS BR 912 A RESOLUTION adjourning the House of Representatives in honor of Senator Mitch McConnell upon being elected Majority Leader of the United States Senate. WHEREAS, there are elected officials, both on the state and national level, who tirelessly protect the tenets of the Constitution and who work, through both effort and intellectual rigor, to set an ethical and moral standard to which all Americans may be rightfully judged; and WHEREAS, Senator Addison Mitchell "Mitch" McConnell, the senior Senator from the great Commonwealth of Kentucky, is one such elected official; and WHEREAS, Senator McConnell was born in Sheffield, Alabama, and moved to Louisville in his youth. Educated at duPont Manual High School, the University of Louisville, and the University of Kentucky College of Law, he proudly served his country as a member of the United States Army Reserve at Fort Knox; and WHEREAS, Senator McConnell began his political career as an assistant to former United States Senator Marlow Cook. He went on to twice be elected as the Judge/Executive of Jefferson County, and in 1984 he won his first bid for the United States Senate; and WHEREAS, in November 2006, Senator McConnell was elected as Minority Leader, becoming the first Kentuckian to lead his party in the Senate since Alben Barkley in 1949; and WHEREAS, on November 4, 2014, Senator McConnell was re-elected in record- breaking fashion, winning 56 percent of the vote and proving that Kentuckians support his and his party's vision of the future; and WHEREAS, after the Republican Party picked up nine seats in his chamber, Senator McConnell became the Majority Leader of the United States Senate on January 6, 2015; and WHEREAS, Senator McConnell's first words as Majority Leader were, "Mr. -

Newsletter 2019 SPRING EDITION SALUTE DINNER ROARS TO RECORD NET $1,125,000 Astonishing Result Surpasses Previous Year Mark of $1 Million Work Continues to Grow Catholic Elementary School Enrollments The Catholic Education Foundation’s 29th annual Salute to Catholic School Alumni dinner extended its record-setting streak of funds raised in support of its mission – and not by just a little bit! Held on the evening of March 27 in the Grand Ballroom of down- town Louisville’s Galt House Hotel, the Salute hosted a sell-out crowd of nearly 1,700 guests, continuing its tradition as a hallmark community event in the Commonwealth. This year’s event soared to a historic record of $1,125,000 in net proceeds, rocketing past the previous year record of $1,000,000. Foundation President Richard A. Lechleiter remarked, “Who would have ever dreamed that this event would raise so much to brighten the futures of so many families! We are truly humbled by this amazing result and thank God for its unprecedented success.” All of the funds from the Salute will be used to provide tuition assistance to families who cannot afford the full cost of a Catholic elementary education for their children. The Archdiocese of Keynote speaker Most Reverend J. Mark Spalding, the Louisville sponsors 40 Catholic elementary schools in central Twelfth Bishop of Nashville Kentucky with aggregate student enrollments of 13,100. This historic event was co-chaired by the Most Reverend Joseph E. Kurtz, Archbishop of Louisville, and Mr. William E. Mudd, President and Chief Operating Officer of Churchill Downs Incorporated. -

Who Is the Attorney General's Client?

Dailey, CSC* Two consecutive presidential administrations have been beset with controversies surrounding decision making in the Department of Justice, frequently arising from issues relating to the war on terrorism, but generally giving rise to accusations that the work of the Department is being unduly politicized. Much recent academic commentary has been devoted to analyzing and, typically, defending various more or less robust versions of “independence” in the Department generally and in the Attorney General in particular. This Article builds from the Supreme Court’s recent decision in Free Enterprise Fund v. Public Co. Accounting Oversight Board, in which the Court set forth key principles relating to the role of the President in seeing to it that the laws are faithfully executed. This Article draws upon these principles to construct a model for understanding the Attorney General’s role. Focusing on the question, “Who is the Attorney General’s client?”, the Article presumes that in the most important sense the American people are the Attorney General’s client. The Article argues, however, that that client relationship is necessarily a mediated one, with the most important mediat- ing force being the elected head of the executive branch, the President. The argument invokes historical considerations, epistemic concerns, and constitutional structure. Against a trend in recent commentary defending a robustly independent model of execu- tive branch lawyering rooted in the putative ability and obligation of executive branch lawyers to alight upon a “best view” of the law thought to have binding force even over plausible alternatives, the Article defends as legitimate and necessary a greater degree of presidential direction in the setting of legal policy. -

Assistant Professor, Department of Regional Studies, University of Tehran, Tehran, Iran ([email protected]) (Received: 5 Mar. 2017 Accepted: 8 Aug. 2017) Abstract The paper uses the case study of the controversy regarding the construction of a mosque near the site of the 9/11 terrorist attacks in Manhattan, New York, to analyze the different theoretical approaches to the concept of solidarity. It is argued that the presence of affectional solidarity which is based on feelings of caring, friendship and love was very limited in the case under study. Instead the primary form of solidarity present in the ground zero mosque debate was conventional solidarity, which is based primarily on common interests and concerns that are established through shared traditions and values. Nevertheless, conventional solidarity uses membership within a group to advocate for solidarity. In many instances however, people in need of solidarity might fall outside of the boundaries of “we,” and as a result limiting the utility of the approach. This is why the paper advocates for a revised form of Jodi Dean’s reflective solidarity, which is based on mutual responsibility toward each other despite our differences. It is argued that in its current form this approach is a normative universal ideal which holds great potential but is unclear, underspecified and impractical. However, by injecting some “realism” into this theoretical approach, reflective solidarity is superior to affectional and conventional approaches.
