ADDRESS THE FUTURE OF CATHOLIC SOCIAL THOUGHT William J. Byron, SJ. * Catholic social teaching always speaks to what the Church likes to call "the social question." Good pedagogy begins with good questions. Good social theory emerges when clear thinking engages itself with truly signifi- cant social problems. This relationship of problem to theory is well known. It can serve to remind that identification of the truly significant social prob- lem is step one in the elaboration of any identifiable strand of Catholic social doctrine. Put another way, it points to our ability or inability as a Church to ask the right social question. One of the welcome by-products of the 1991 centennial celebration of Pope Leo XIII's cornerstone social encyclical Rerum Novarum in books, articles, colloquia, seminars, and, of course, in the publication by Pope John Paul II of the commemorative encyclical Centesimus -

THE CATHOLIC UNIVERSITY OF AMERICA Dignitatis humanae and the Development of Moral Doctrine: Assessing Change in Catholic Social Teaching on Religious Liberty A DISSERTATION Submitted to the Faculty of the School of Theology and Religious Studies Of The Catholic University of America In Partial Fulfillment of the Requirements For the Degree Doctor of Philosophy By Barrett Hamilton Turner Washington, D.C 2015 Dignitatis humanae and the Development of Moral Doctrine: Assessing Change in Catholic Social Teaching on Religious Liberty Barrett Hamilton Turner, Ph.D. Director: Joseph E. Capizzi, Ph.D. Vatican II’s Declaration on Religious Liberty, Dignitatis humanae (DH), poses the problem of development in Catholic moral and social doctrine. This problem is threefold, consisting in properly understanding the meaning of pre-conciliar magisterial teaching on religious liberty, the meaning of DH itself, and the Declaration’s implications for how social doctrine develops. A survey of recent scholarship reveals that scholars attend to the first two elements in contradictory ways, and that their accounts of doctrinal development are vague. The dissertation then proceeds to the threefold problematic. Chapter two outlines the general parameters of doctrinal development. The third chapter gives an interpretation of the pre- conciliar teaching from Pius IX to John XXIII. To better determine the meaning of DH, the fourth chapter examines the Declaration’s drafts and the official explanatory speeches (relationes) contained in Vatican II’s Acta synodalia. The fifth chapter discusses how experience may contribute to doctrinal development and proposes an explanation for how the doctrine on religious liberty changed, drawing upon the work of Jacques Maritain and Basile Valuet. -

And yet for all its fascination, this ideal is far from uncontested. Consider the growing prestige of what we might call the “ecological paradigm,” which for some time now has been marching in noisy protest alongside the technocratic victory parade. Despite our attachment to the dream of technological dominion - or perhaps because of it - we seem unable to shake the feeling that the dream is at least part nightmare. TORTURE IS A MORAL ISSUE: A CATHOLIC STUDY GUIDE INTRODUCTION This four-chapter discussion guide on torture was developed in early 2008, as a collaboration between the Catholic members of the National Religious Campaign Against Torture and the Office of International Justice and Peace of the United States Conference of Catholic Bishops. The chapters are designed for use by discussion groups and classes in Catholic settings, as well as by individuals, families, and others. The intent of this material is to prompt thinking and reflection on torture as a moral issue. What has Pope Benedict XVI said about the use of torture in prisons? What does the Compendium of the Social Doctrine of the Church say about this? Have the Catholic bishops of the United States spoken out on torture? You’ll find answers to questions like those in the chapters that follow, along with reflections on torture and prisoner abuse by numerous Catholic bishops, theologians, and other commentators. Chapter 1 is devoted to Catholic thought on the dignity of every human person. For when Catholic leaders today turn attention to the use of torture in prisons of any kind anywhere in the world, they consistently view it as a violation of the human person’s God-given dignity. Chapter 2 focuses on torture itself, and the reasons why it is a source of such concern for the Church at this point in the third millennium. What forms does torture take?
