For the purpose of ensuring the peace, order, and good government of Samoa-- . (a) The Administrator Inay, by Proclamation published in the 111 estern SarJ~oa Gazette, direct that any person travelling by land or by sea in such parts of Samoa as he shall define shall follow only such roads, paths, or routes, and travel only during such hours as the Administrator shall define and prescribe by such Proclamation. (b) The Administrator m.ay authorize by writing under his hand any constable or constables of the Police Force of Samoa, or any member or members of the Samoan Constabulary or of the Samoa Military Police or of the Naval or Military Forces of His Majesty to detain and search any person travelling in the parts of Samoa defined as aforesaid, and to seize, open, and examine, and (where any person so authorized deems it necessary) take possession of and retain any goods, packages, messages, letters, pamphlets, or printed matter in the possession of such person or persons. Any person so authorized may employ such force as is necessary to obtain possession of ,such goods, packages, messages, letters, pamphlets, or printed matter aforesaid. (c) The Administrator may, by Proclamation published in the Western Samoa Gazette, limit or prohibit over such routes or areas by land or by sea as he thinks necessary the carrying of goods or supplies of f00d by any person other than those required by the person carrying the same for his own use and consumption during his journey, except in pursuance of a permit issued by the Administrator or any person authorized by him in that behalf. The goods and supplies of food in the possession of a person in breach of such Proclamation may be seized and detained by any constable of the Police Force of Samoa or any member of the Samoan Constabulary or the Samoa Military Police or of His Majesty's Naval or Military Forces, and detained for a period not exceeding fourteen days pending the decision of the High Court in respect thereof. 3. Any such Proclamation may at any time be revoked by the Administrator by notice published in the Western Samoa Gazette. 4. Every person who disobeys the directions contained in a Proclamation issued under Regulation 2 (a) hereof shall be liable to imprisonment for a term not exceeding six months or to a fine not exceeding fifty pounds. 5. Every person who refuses to deliver up for examination under Regulation 2 (b) hereof any such goods,~ packages, messages, letters, pamphlets, or printed matter upon being requested to deliver the same by a person duly authorized as aforesaid, or resists such person­ obtaining possession of the same, shall be liable to imprisonment for a term not exceeding three months or a fine not exceeding twenty pounds. 6. Every person who disobeys the directions contained in. a Proclamation issued under Regulation 2. The deaths in January were 507, a decrease of 24 as compared with the previous month. Of the total deaths males contributed 282, females 225. Fifty-two of the deaths were of children under five years of age, being 10·26 per cent. of the whole number. Forty-five of these were under one year of age. The elluivalent annual rates per 1,000 of mean population for January, 1930, ,and January, 1929, were as follows. The infant-mortality and still-birth rates per 100 births for the same period are also given.
