Updated Biological Inventory Report for the Rancho Malibu Religious Memorial Project, 4000 Malibu Canyon Road, City of Malibu, California
November 18, 2015 Project Number 15-02065 Jake Jesson Assistant Project Manager Green Acres, LLC 22837 Pacific Coast Highway #775 Malibu, California 90265 Via Email: [email protected] Subject: Updated Biological Inventory Report for the Rancho Malibu Religious Memorial Project, 4000 Malibu Canyon Road, City of Malibu, California This letter report updates the previous findings of the Biological Inventory Report (BIR) for the Rancho Malibu Religious Memorial Project due to a change in the project scope and grading plan. An Environmental Impact Report (EIR) was first prepared for this site (CBA, 1997) and certified by the City of Malibu City Council (March 23, 1998) along with conditions of approval contained in Conditional Use Permit No. 96-005. A BIR was prepared for the project site by Rincon Consultants, Inc. (Rincon) in May 2007 for plans to build a 146 room luxury hotel. An updated report was prepared in September 2011 (Rincon) as part of a Coastal Development Permit (CDP) application and Site Plan Review. In February of 2012, Rincon conducted a native tree assessment. In 2011 a reconnaissance survey and BIR update was prepared by Rincon to support the applicant’s plans to change the project from the development of a luxury hotel to a religious memorial and cemetery. This BIR (October 2015) documents the changes in potential impacts to special-status biological resources as they relate to the revised scope and grading plan for the proposed religious memorial and cemetery. PROJECT LOCATION AND DESCRIPTION The project site is located in the central portion of the City of Malibu, immediately north of Pacific Coast Highway between Malibu Canyon Road and Civic Center Way at 4000 Malibu Canyon Road. -

It is closely related to Baccharis plummerae subsp. plummerae but differs in having narrow, subentire, typically conduplicate, sparsely villous to mostly glabrous leaves with glands occurring in depressions on the adaxial surface, more cylindrical inflorescences, and a distribution in open chaparral vegetation. The new taxon shares some characteristics with B. plum merae subsp. glabrata of northwestern San Luis Obispo County, e.g., smaller leaves, reduced vestiture, and occurrence in scrub habitat, but the two taxa appear to have developed independently from B. -

Alluvial Scrub Native Plants for the Upper Santa Ana River Title text here Watershed 2011 Accomplishments This project was initiated to develop science-based plant lists and local plant materials for restoration of alluvial scrub habitats within the Santa Ana River Watershed. This project is a collaborative effort between the U.S. Forest Service’s Pacific Southwest Region, NRCS Area Resource Conservation Agencies, a local organic farm, and the California Native Plant Society (CNPS). During April 2011, a second training workshop for volunteers in relevé and rapid assessment sampling techniques was hosted by Irvine Ranch Conservancy and the Riverside-Corona Resource Conservation District (R- CRCD) and CNPS. The CNPS completed data analysis of 49 plots from this project and legacy data from other alluvial sage scrub sites. Plots were classified into 14 associations and 12 alliances. Potential plant lists for restoration sites and species suitable for seed production will be identified from the analysis results. Seed collection for grow-out trials is now in progress (Figure 1). Molecular phylogenetic studies spanning the flora indicate that immediate sources of CA-FP lineages bearing endemic species diversity have been mostly within North America—especially within the west and southwest—even for groups of north temperate affinity, and that most diversification of extant lineages in the CA-FP has occurred since the mid-Miocene, with the transition toward summer-drying. Process-focused studies continue to implicate environmen- tal heterogeneity at local or broad geographic scales in evolutionary diver- gence within the CA-FP, often associated with reproductive or life-history shifts or sometimes hybridization. -

Magney California Native Plant Society, Rare Plant Program, Locally Rare Project Updated 4 January 2017 Ventura County is located in southern California, USA, along the east edge of the Pacific Ocean. The coastal portion occurs along the south and southwestern quarter of the County. Ventura County is bounded by Santa Barbara County on the west, Kern County on the north, Los Angeles County on the east, and the Pacific Ocean generally on the south (Figure 1, General Location Map of Ventura County). Ventura County extends north to 34.9014ºN latitude at the northwest corner of the County. The County extends westward at Rincon Creek to 119.47991ºW longitude, and eastward to 118.63233ºW longitude at the west end of the San Fernando Valley just north of Chatsworth Reservoir. The mainland portion of the County reaches southward to 34.04567ºN latitude between Solromar and Sequit Point west of Malibu. When including Anacapa and San Nicolas Islands, the southernmost extent of the County occurs at 33.21ºN latitude and the westernmost extent at 119.58ºW longitude, on the south side and west sides of San Nicolas Island, respectively. Ventura County occupies 480,996 hectares [ha] (1,188,562 acres [ac]) or 4,810 square kilometers [sq. km] (1,857 sq. miles [mi]), which includes Anacapa and San Nicolas Islands. The mainland portion of the county is 474,852 ha (1,173,380 ac), or 4,748 sq. -

Volume 2D: Goals and Objectives for Species Focus Management Species 1.0 Plants 1.26 Chaparral Nolina (Nolina cismontana) – Category SL Management Units with Known Occurrences Chaparral nolina occurs in coastal sage scrub and open chaparral habitats in foothills from Ventura County south to San Diego County (Reiser 1994; Hess and Dice 1995; CNPS 2011). In the MSPA, the only known occurrence on Conserved Lands in the MSPA is in MU5 at Hellhole Canyon Preserve (see Occurrence Table or online map: http://arcg.is/2kFKRpZ); however, another occurrence was found in 2001 in MU4 on Conserved Lands in Cleveland National Forest (CNF), though its status is currently unknown (SANBIOS 2015). The occurrence on CNF lands burned in 2003 and 2007 and may no longer be extant. It was detected in 2005 following the 2003 fire; however, it was not observed during surveys in 2008 after the 2007 fire. Outside the MSPA, 3 occurrences were found on U.S. Forest Service lands at Viejas Mountain (CCH 2013; SDNHM 2013). Three more occurrences were found in MU8 on private, unconserved lands in the Pala area (SANBIOS 2013; SDNHM 2013). In 2015, 1 occurrence was found on military lands (CCH 2017; SDNHM 2017). Management Categorization Rationale Chaparral nolina should be managed as a Species Management Focus Category SL Species due to a high risk of loss from Conserved Lands in the MSPA and because managing chaparral and coastal sage scrub habitats alone will not ensure its persistence (see Vol. 1, Table 2-4). Chaparral nolina is at high risk of loss from the MSPA as there are only 1 to 2 recent occurrences on Conserved Lands. -
