This summary has been prepared in compliance with the procedures and operational policies of the African Development Bank through its Integrated Safeguards System (ISS) for Category 1 projects. The project description and rationale are first presented, followed by the legal and institutional framework in the Republic of Tunisia. A brief description of the main environmental conditions is presented, and then the road programme components are presented by their typology and by Governorate. The summary is based on the projected activities and information contained in the 60 EIAs already prepared. It identifies the key issues relating to significant impacts and the types of measures to mitigate them. It is consistent with the Environmental and Social Management Framework (ESMF) developed to that end. -

QUELQUES ASPECTS PROBLEMATIQUES DANS LA TRANSCRIPTION DES TOPONYMES TUNISIENS Mohsen DHIEB Professeur de géographie (cartographie) Laboratoire SYFACTE FLSH de Sfax TUNISIE [email protected] Introduction Quelle que soit le pays ou la langue d’usage, la transcription toponymique des noms de lieux géographiques sur un atlas ou un autre document cartographique en particulier ou tout autre document d’une façon générale pose problème notamment dans des pays où il n’y a pas de tradition ou de « politique » toponymique. Il en est de même pour les contrées « ouvertes » à l’extérieur et par conséquent ayant subi ou subissant encore les influences linguistiques étrangères ou alors dans des régions caractérisées par la complexité de leur situation linguistique. C’est particulièrement le cas de la Tunisie, pays méditerranéen bien « ancré » dans l’histoire, mais aussi bien ouvert à l’étranger et subissant les soubresauts de la mondialisation, et manquant par ailleurs cruellement de politique toponymique. Tout ceci malgré l’intérêt que certains acteurs aux profils différents y prêtent depuis peu, intérêt matérialisé, entre autres manifestations scientifiques, par l’organisation de deux rencontres scientifiques par la Commission du GENUING en 2005 et d’une autre août 2008 à Tunis, lors du 35ème Congrès de l’UGI. Aussi, il s’agit dans le cadre de cette présentation générale de la situation de la transcription toponymique en Tunisie, dans un premier temps, de dresser l’état des lieux, de mettre en valeur les principales difficultés rencontrées en manipulant les noms géographiques dans leurs différentes transcriptions dans un second temps. En troisième lieu, il s’agit de proposer à l’officialisation, une liste-type de toponymes (exonymes et endonymes) que l’on est en droit d’avoir par exemple sur une carte générale de Tunisie à moyenne échelle. -

Québec, Canada © Mourad Boussetta, 2020 Minorités religieuses et dynamiques identitaires en Tunisie : Ibadites et Juifs à l’épreuve du tourisme et de la révolution Thèse Mourad Boussetta Sous la direction de : Habib Saidi, directeur de recherche Résumé Dans cette recherche, j’étudie les dynamiques identitaires des minorités ibadite/berbère et juive de l’île de Djerba (Tunisie) à travers le prisme du tourisme et de la révolution. Je démontre que l’agencéité de ces deux minorités ethnico- religieuses se base sur la force mobilisatrice de leur patrimoine immatériel. Je déconstruis le double discours colonial et national les dotant d’un statut historique et juridique subalterne en me basant sur l’apport critique des études postcoloniales et sur une ethnographie multi-située. J’inscris ce faisant cette agencéité dans une dynamique de relations de pouvoir. J’analyse les adaptations, les négociations et les résistances des acteurs ibadites/berbères et juifs sous le régime colonial puis sous l’État-nation pour aboutir à une meilleure connaissance de leurs stratégies dans l’hyperprésent, soit la révolution de 2011. J’explique qu’en contribuant activement au jumelage de leur patrimoine immatériel à l’industrie touristique et qu’en s’engageant dans la mouvance politique postrévolutionnaire, ces acteurs se réapproprient une citoyenneté entière en Tunisie. Cet examen critique met en évidence les stratégies adoptées par les acteurs des minorités étudiées pour se repositionner par rapport aux structures, non pas dans le sens d’une rupture, mais plutôt dans celui de s’insérer dans les relations de pouvoir avec un statut avantageux. -

DREF final report Tunisia: Civil Unrest DREF operation n° MDRTN004 28 September, 2011 The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross Red Crescent response to emergencies. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters. Summary: CHF 150 000 was allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) 25 January, 2011 to support the national society in delivering assistance to some 5000 beneficiaries, or to replenish disaster preparedness stocks. For several months the Tunisian Red Crescent has marked its strong presence in the society by assisting poor families in need and alleviating the suffering of others affected by the events of the revolution that began on December 17, 2010. Throughout Tunisia, volunteers provided moral and material assistance to more than 1000 families mainly in ten cities. Since the Libyan crisis has occurred which took a toll over the Tunisian-Libyan borders, it was not an easy work for the Tunisian Red Crescent Volunteers to handle the effects of the internal unrest and the pressure along the Tunisian-Libyan border . In March 2011, the Tunisian Red Crescent Society distributed food baskets after the civil unrest. TRC The total amount spent was CHF 94,430. The remaining balance of CHF 55,570 will be reimbursed to DREF. The major donors to the DREF are the Irish, Italian, Netherlands and Norwegian governments and ECHO. -

CY-2019-067 A SIAM SOCIETY STUDY TRIP A Cultural Trip to Tunisia Tuesday 3 to Friday 13 March 2020 With Khun Bilaibhan Sampatisiri Honorary Advisor to the Siam Society Council The Republic of Tunisia is a country in North Africa, on the Mediterranean Sea. It is the northernmost country in Africa and at almost 165,000 square kilometres in area, the smallest country in the Maghreb region of North Africa. As of 2019, its population is estimated just under 11.7 million. Its name is derived from its capital city, Tunis, located on the country’s northeast coast. Northern Tunisia has a typical Mediterranean climate, with hot, dry summers and mild, wet winter. The mountains of the north-west occasionally get snow. Annual rainfall ranges from 1,000 mm in the north down to 150 mm in the south, although some Saharan area go for years without rain. From October to beginning of December is ideal for touring. At the beginning of recorded history, Tunisia was inhabited by Berber tribes. Its coast was settled by Phoenicians starting as early as the 10th century BC. The city of Carthage was founded in the 9th century BC by Phoenician and Cypriot settlers. After the series of wars with Greek city-states of Sicily in the 5th century BC, Carthage rose to power and eventually became the dominant civilisation in the Western Mediterranean. A Carthaginian invasion of Italy led by Hannibal during the Second Punic War, one of a series of wars with Rome, nearly crippled the rise of Roman power. After the Battle in 149 BC, Carthage was conquered by Rome, the region became one of the main granaries of Rome and was fully Latinised. -

The infestations originated from local breeding that occurred after unusually good rains in early October 2011. As locust hoppers and adults concentrated in early February, the number and density of infestations increased and an outbreak developed, and adult moved into SE Algeria. Egg-laying occurred in March, followed by hatching and hopper band formation in April, and swarm formation in mid-May. The Libyan national locust program’s capacity to carry out routine monitoring and respond to outbreaks was badly weakened by events in 2011. Access to potentially infested areas along both sides of the border by national survey and control teams is severely restricted due to insecurity. Unless conditions remain favourable, swarms that form in the outbreak area during May are expected to invade Mali and Niger in June. October 2011. Unusually good widespread rains that eventually led to a Desert Locust outbreak During the first decade of October, light rains fell in SW Libya on the 1st, 5th and 6th, and again on the 9th while moderate rains fell on the 7th and 8th. Prior to October, light rain had fallen at times in the same area in March, April, May, June and September. However, the October rains were much heavier and more widespread, extending from Tamanrasset in southern Algeria to Waddan in central Libya. -
