CHANGE

'I can't stand change' said one vicar to another. 'Yes,' said the other, 'especially small change in the collection!' To live is to change. Everything goes on changing around us. And we have to make changes too.

Most people communicate with one another through mobile phones, i-phones, emails etc. Yet there are still those who refuse to have anything to do with this modern technology. It was probably the same when telephones were first introduced.

For the Christian believer there is the challenge to change and go on changing, to become the person God meant us to be. And yet we resist change. Old habits die hard. The selfish, self-centred part of us is so strong that we will make any excuse not to change. But Jesus comes saying 'The time has come, the Kingdom of heaven is near, repent (recognise your need to change and do it!) and believe the good news.'

The greatest threat to life on this planet is climate change and global warming. The United Nations Intergovernmental Panel composed of hundreds of the world leading climate scientists are unanimous in their conclusion that the world's climate is changing, and it is largely because of human activity, especially our carbon emissions.

Yet many of us are sceptical. Perhaps the main reason is because if we really accepted that the climate is changing and we humans are mainly responsible then we would have to make major changes to our life style, and cut our carbon emissions. So its better to stay in denial! Then we don't have to change.

'God grant me the serenity to accept the things I cannot change, courage to change the things I can, and wisdom to know the difference.' Also enjoy a decorated classic wedding car with its own ‘Bride & Groom’, organ recitals, ringing of hand bells and church bells and beautiful themed flower arrangements.

Teas, coffee, homemade cakes and light refreshments will be served in the Village Hall, with a wedding-themed exhibition and a special wedding party of CrowScarers to greet you!

The 12th June is the date for our annual Garden Visit. This year, in the evening, we are visiting a garden in Bruntingthorpe, open under the NGS scheme. Unfortunately the 12th June is also the deadline for this month's Newsletter so the report on our visit will have to wait until next month.

Our next meeting is a Garden Party at 7.30 p.m. on 10th July. This will be a faith supper so everyone should bring along either a savoury or a sweet dish/ plate for the table. It is always amazing how this works out - the table is usually laden with a mag- nificent array and with a huge choice of food. Wine and soft drinks will be provided.

For more information please telephone our Swin- ford W.I President, Mary McCulloch on 01788 869195.

DOES S WINFORD N EED A N EIGHBOURHOOD PLAN ?

At its last meeting the Parish Council (PC) had a presentation by Sam Howlett of the Rural Commu- nity Council about Neighbourhood Plans (NP).

These have been introduced through the Localism Act and give PCs the opportunity to set planning policies for the use of land. They have to follow a statutory process and when approved are legally binding in much the same way as the former Vil- lage Plans. The NP must conform to National Plan- ning Policy and Harborough DC Core Strategy.

There was some debate as to whether Swinford would benefit from preparing a NP as we need to involve professional Consultants and it seems the process could cost upward of £10,000.

It seems that there is a strong case for small towns or larger villages to prepare a NP if they are identi- fied for development and decisions have to be made on appropriate locations, as is the case with Lutterworth for instance. However under HDC's Core Strategy which runs from 2006-2028 and was adopted in November 2011, Swinford is one of many smaller settlements which are not identified for development and any new building would only be allowed as minor infilling within the defined vil- lage boundary. In addition important open land within the village is designated to protect this from development. These two Policies are HS/8 and HS/9 'saved' from HDC's former Local Plan and both the Village Boundary and Important Open Land are shown on Inset Map 33 attached to the Core Strategy. This can be viewed at www.harborough.gov.uk/corestrategy

In order to debate this more fully, the PC has in- vited Matthew Bills of HDC Planning Department to the next meeting at 7.30 on 1st July to discuss this issue and also legislation on the Protection of Green Spaces.

All are welcome to come to this meeting as it is an important issue for the village.

A T HOMAS T ALE

This is the first time I have contributed to the Newsletter but now that I am 7 I feel I am confi- dent enough.

Every day I go for walks in and around the village, I love it here. My master and mistress are responsi- ble owners and are very well trained. They always carry little plastic bags so that when I go to the toi- let I just wait while they pick it up. Sometimes they make silly comments like 'that's a smelly one!' or 'that will keep my hands warm!' but I don't mind as I know they love me really.

11 July 2014

I have favourite places that I like to use, but some- times I am quite shocked that some of my doggy friends have not trained their owners properly and they have not picked up after them. I always give this a sniff and I can usually tell which of the vil- lage dogs have left their 'calling card'. Regrettably my master and mistress do not seem to have this ability but I know that they find it quite upsetting and they often talk about other owners not having pride in their own village.

I never go to the toilet on the pavement and I can- not understand why any owner would allow their dog to do so. The pavement is for people to walk on so it is very inconsiderate to leave mess where children or pushchairs, etc. could be contaminated. I know it is not my doggy friends' fault but surely their owners should be prepared to clear up after their pet.

I am quite a clever dog so I will keep my eyes open and hopefully next time I will be able to report a marked improvement to this situation.

It is almost half way through the year, where does the time go? Our band of ladies continues to make, sew or just chat but we have not had any new ladies join us recently. I wonder why that is? Surely there must be ladies (or gentlemen - no discrimination here!) within the village who would enjoy a little company on an informal basis. We are a very friendly group and would make you very welcome. Please do come along for tea and biscuits and if you want to bring the little ones so much the better.

During the month our numbers have fluctuated, through illness (our best wishes go to Barbara Gab- rielli, Betty Bode and Eileen Cottrell, also to Bryan, Pam Short's husband, who is in Hospital), through holidays and various medical appoint- ments. Nevertheless the group continue to enjoy each other's company.

Do join us, we meet every Wednesday morning be- tween 9.30 a.m. and 11.30 a.m. in the small meet- ing room at the rear of the Village Hall.

We have been requested to man a craft stall at the upcoming Swinford Fete. This will also give an op- portunity to talk to us and possibly find out if you would like to join us. We look forward to seeing you there.
