Communication from Public Name: Date Submitted: 05/04/2021 12:56 AM Council File No: 20-1359 Comments for Public Posting: VOTE NO ON AGENDA ITEM 25- AVE. 34 PROJECT. AD HOC COMMITTEE FOR SAFE CHILDREN CALL UPON YOU TO NOT VIOLATE EXISTING STATE AND FEDERAL LAWS BY APPROVING APARTMENT UNITS TO BE BUILT ON SOIL THAT IS CONSIDERED CONTAMINATED WITH TOXINS. TO APPROVE WOULD BE IRRESPONSIBLE AND WOULD IGNORE YOUR RESPONSIBILITY TO PROTECT THE HEALTH OF THIS POOR COMMUNITY OF COLOR. THE HEALTH OF THOUSANDS OF CHILDREN ATTENDING 5 PUBLIC SCHOOLS WITHIN FEW BLOCKS OF THIS PROJECT CANNOT BE IGNORED. CA ASSEMBLY BILL AB 1763 FOR TOC PROJECTS STATES THAT PROJECTS THAT CAN CAUSE IRREPARABLE HARM TO THE HEALTH OF RESIDENTS MUST BE DENIED. THE 14TH AMENDMENT STATES:'TO DEPRIVE RESIDENTS EQUAL JUSTICE, PROTECTION AND LIVABILITY IS ILLEGAL." CURRENT RESIDENT'S ALREADY BURDENED WITH POOR HEALTH DUE TO HORRIFIC ENVIRONMENTAL DEGRADATION, CAUSED BY YEARS OF NEGLECT AND DECISIONS MADE BY L.A.CITY OFFICIALS, WILL BE MADE MORE INTOLERABLE. CURRENTLY THE OFFICE OF ENVIRONMENTAL HEALTH HAZARD ASSESSMENT RATES THIS BLOCK WITH A "99% POLLUTION BURDEN". OTHERS AFFECTED NEGATIVELY WILL BE CONSTRUCTION WORKERS & FUTURE RESIDENTS. ENVIRONMENTAL JUSTICE IS NOT JUST A CATCH PHRASE IT DEFINES YOUR ROLE AS ELECTED OFFICIALS TO DO NO HARM. PLEASE USE GOOD JUDGEMENT, THOUGHTFULNESS & INTEGRITY TO PROTECT RESIDENTS BY VOTING NO ON ITEM 25. Communication from Public Name: Lincoln Heights Resident Date Submitted: 05/04/2021 11:46 AM Council File No: 20-1359 Comments for Public Posting: Item #25 postponed until May 18. Before a vote takes place for authorizing tax exempt bonds to the Avenue 34 project, some considerations and a closer examination of inaccuracies must take place. First this is NOT an existing 67 unit project. This is a planned 468 unit project with the minimal number of affordable housing units (14%) and the vast majority (402) being luxury apartments at market rate. Lincoln Heights has a median income of $32K, this is not a project to address our city's housing concerns. Tax documents state that there are a total of 67 units with 100% being affordable (CA Tax Credit Allocation Committee Sept. 16, 2020 meeting), this is inaccurate and should be investigated as tax fraud. Affordable units are only being dispersed among 2 out of 3 proposed buildings violating the Affordable Housing Incentives Guidelines addressing segregation and discrimination. Lastly and most importantly, please assure that current residents in this area and the children in our community (Hillside Elem is directly across the street) are protected from the possible environmental toxins which may be in the soil as this property is adjacent to land previously used as an industrial dry cleaning facility with documented contamination in the soil. The proposed subterranean garage would require excavation in a location where run off from the neighboring lot and its documented toxins is highly likely to be in the soil yet it has never been tested. A CEQA appeal was filed and erroneously declined for being 3 years late (how does this make sense?). Community voices to express our well founded safety concerns, protect our children, protect Lincoln Heights residents have been disregarded. Please ensure that there is environmental justice provided in a community of color where clear inequities continue to affect our daily lives. There should be no additional tax payer funding allocated to this project until it is determined safe and environmental reports have been evaluated and presented to the community. Councilman Cedillo stated in a letter to the developers dated October 8, 2020 "This proposed project that introduces new density to the Lincoln Heights community must only move forward not only with the acknowledgement but also the resolutions to the concerns the community brings forth to your Team." Councilman Cedillo, we expect you to be a man of your word and abide by your statement to bring about some resolutions to these concerns we have been addressing for over a year before to these concerns we have been addressing for over a year before any funding allocation is brought forth for a vote. Communication from Public Name: Tracie Sanchez Date Submitted: 05/04/2021 11:19 AM Council File No: 20-1359 Comments for Public Posting: Hello, my name is Tracie and am writing in my private capacity as a stakeholder of the community - my family and I grew up on Ave 35 and attended public school in the community. I am writing to urge you to reject the proposal to approve $105 million in tax-exempt funding for the Avenue 34 development in Lincoln Heights. The proposed development does not aim to benefit working class families who live in the community who are making on average 25,000 a year. Additionally, the site for the proposed project is currently being investigated for toxic contamination from a former industrial dry cleaner, diesel refueling, and electrical manufacturing. I am concerned that the toxic contamination of the cite and the cost of these proposed units may not be suitable for development and the community. Communication from Public Name: Lincoln Heights Intel Date Submitted: 05/04/2021 09:41 PM Council File No: 20-1359 Comments for Public Posting: Dear City of LA decisionmakers, Attached you will find 3,355 local statements against the AVE 34 project proposed for Lincoln Heights. A 468 unit development with only 67 "affordable" units (studios & 1 br) and 401 Market rate unaffordale luxury units on toxic land. Cedillo is seeking an extra $105 Million in bonds for the 67 units, when they already got $20 Million . Which makes it a total of $125 million in bonds for 67 units . That comes to $1.8 million per closet sized unit. why is the question, when community has fought this tooth and nail. And the CPC called it a racist project. The land is still beholden to a DTSC toxic soil test because it is joined to a renowned toxic brownfield no human can ever live at. This is is across from an elementary school, mind you. Thank you. LINCOLN HEIGHTS INTEL 3,355 Statements AGAINST AVE 34 (6/2020-5/2021) For CM Gil Cedillo & City Name/ Nombre Zip Why do you oppose the project/ ¿Por qué te opones al proyecto? Blanca Rodriguez 90031 I am a resident of lincoln heights and im scared of getting displaced Israel Gutierrez 90031 Because they remove the opportunity for people who have lived there for generations to have the opportunity to own property and people who come to gentrify these neighborhoods don’t usually participate and exclude the Hispanic and other people of color. Ariana Delawari 90031 Gentrification is hurting so many people Danica Campos 90031 This development will run out the very people who built the community. Minerva Camargo 90031 This will only serve in displacing me and my mother . Yanet Lopez 90031 Because it’s not fair to cultural history. Alex Fernandez 90031 This is marginalization of underserved families and poses a danger to the cultural integrity and economic stability of the community. Fernanda 90031 Gentrification is the erasure of our people Jennifer 90031 Our community has hard working low income families, projects like this will greatly Rodriguez affect us & we will no longer be able to afford living in the area. Sylvia Osorio I was born and raised in this neighborhood. I went to Sacred Heart High School. Lincoln heights is my home and we have all Struggled together in this neighborhood. Now to have someone come in and destroy the neighborhood just so a big company can come make $ off of us the working class is ridiculous. These ppl have worked hard to have their homes . They have gotten up at 4 or 5 in the morning to get on the 83 or the 45 to take them work . They have walked in extreme heat, rain and cold nights to come to the place that they have struggled to keep, their homes . How do I know this , because my mom did this exact same thing. Nelly Olivares 90031 I’ve been displaced before and I don’t want others to suffer what I experienced Bernadette Arias 90031 I oppose this project because it’s kicking out all of the residents in my lovely neighborhood including myself it makes it harder to live in an apartment where I can barely afford it and the same goes with my mother we’ve lived here for such a long time since I was a child and it’s so sad to see this neighborhood dissipate into some thing that was once so beautiful and filled with culture Andrea Villanueva 90031 The people and families of Lincoln Heights deserve transparency about gentrification that is happening in our neighborhoods. We have the right to voice our concerns and fight back. We have a voice Danny Palacios 90031 My neighborhood Brenda Llamas 90031 The project perpetuates gentrification and normalizes/ spreads the displacement of BIPOC Christine Martinez 90031 Because gentrification is genocide Christopher 90031 Councilmember Cedillo has consistently failed to listen to and accept community input Morales for his developmental projects, which is unethical and wrong. Zulibeth Inda-Lara 90031 I’m a struggling single parent of 3 minors, whom resides 2 blocks from the new plan development.
