Before a vote takes place for authorizing tax exempt bonds to the Avenue 34 project, some considerations and a closer examination of inaccuracies must take place. First this is NOT an existing 67 unit project. This is a planned 468 unit project with the minimal number of affordable housing units (14%) and the vast majority (402) being luxury apartments at market rate. Lincoln Heights has a median income of $32K, this is not a project to address our city's housing concerns. Tax documents state that there are a total of 67 units with 100% being affordable (CA Tax Credit Allocation Committee Sept. 16, 2020 meeting), this is inaccurate and should be investigated as tax fraud. Affordable units are only being dispersed among 2 out of 3 proposed buildings violating the Affordable Housing Incentives Guidelines addressing segregation and discrimination. Lastly and most importantly, please assure that current residents in this area and the children in our community (Hillside Elem is directly across the street) are protected from the possible environmental toxins which may be in the soil as this property is adjacent to land previously used as an industrial dry cleaning facility with documented contamination in the soil. The proposed subterranean garage would require excavation in a location where run off from the neighboring lot and its documented toxins is highly likely to be in the soil yet it has never been tested. A CEQA appeal was filed and erroneously declined for being 3 years late (how does this make sense?). Community voices to express our well founded safety concerns, protect our children, protect Lincoln Heights residents have been disregarded. Please ensure that there is environmental justice provided in a community of color where clear inequities continue to affect our daily lives. There should be no additional tax payer funding allocated to this project until it is determined safe and environmental reports have been evaluated and presented to the community. Councilman Cedillo stated in a letter to the developers dated October 8, 2020 "This proposed project that introduces new density to the Lincoln Heights community must only move forward not only with the acknowledgement but also the resolutions to the concerns the community brings forth to your Team." Councilman Cedillo, we expect you to be a man of your word and abide by your statement to bring about some resolutions to these concerns we have been addressing for over a year before to these concerns we have been addressing for over a year before any funding allocation is brought forth for a vote. I am writing to urge you to reject the proposal to approve $105 million in tax-exempt funding for the Avenue 34 development in Lincoln Heights. The proposed development does not aim to benefit working class families who live in the community who are making on average 25,000 a year. Additionally, the site for the proposed project is currently being investigated for toxic contamination from a former industrial dry cleaner, diesel refueling, and electrical manufacturing. I am concerned that the toxic contamination of the cite and the cost of these proposed units may not be suitable for development and the community. Cedillo is seeking an extra $105 Million in bonds for the 67 units, when they already got $20 Million . Which makes it a total of $125 million in bonds for 67 units . That comes to $1.8 million per closet sized unit. why is the question, when community has fought this tooth and nail. And the CPC called it a racist project. Turkey consumption has increased 104% since 1970. And 88% of Americans surveyed by the National Turkey Federation eat turkey on this holiday. Marie Barone (Doris Roberts) is devoted to making sure her boys are well-fed. She gets her adult children back with food. It’s like a culinary hostage trade-off. Marie wants Debra, her daughter-in-law, to be a better cook. She calls her “cooking-challenged” and thinks that she should live directly opposite Zabar’s. Marie want the children to have better food. She says, “A mother’s love for her sons is a lot like a dog’s piercing bark: protective, loyal, and impossible to ignore. Many episodes of “Everybody Loves Raymond” dealt with Thanksgiving. PARIS ANNULMENTS--CONCERNS AND QUESTIONS--PART I: Because of the many questions and concerns that have been raised concerning the annulment process, I would like to use my column to occasionally address some of these issues and hopefully clear up any misunderstandings that some may have about this very important ministry in the Church. Many of the priests have addressed me with their inquiries about the annulment process. For example, one of the questions is: Why does the process take so long? One of the reasons is that we need much information to process and annulment. For example, on the Annulment Application, it states that the tribunal needs certified or notarized civil copies of every marriage license and divorce decree as well as a baptismal certificate for the Catholic parties only. Sometimes, we receive an incomplete application, and of course, we have to send a letter to the Petitioner (the one who applies for the annulment) informing him or her that they have not sent enough information for us to begin looking at the case. If you are working with a person who is in need of or desires and annulment, please insure that these documents are a part of the application. It states on the opening page of the application that these materials must be sent all together at once and then it implores the Petitioner to not send an “incomplete case.” If it is possible, the Petitioner must also send a fee of $200. What this is used for is to offset some of the expenses that are incurred in processing the annulment.

Child and adolescent psychiatry is one of our departmental jewels, and is undergoing significant expansion.
