BUROCRACIA e POLÍTICAS PÚBLICAS no BRASIL interseções analíticas Organizadores Roberto Pires Gabriela Lotta Vanessa Elias de Oliveira A evolução dos estudos sobre burocracia e políticas públicas no Brasil tem sido marcada por aproximações e distanciamentos. Se, até os anos 1980, o tema da burocracia tinha centralidade na agenda de estudos que visava à compreensão dos processos decisórios do Estado brasileiro, no período pós- -Constituição de 1988, este tema cede espaço para outros como federalismo, participação social e relações Executivo-Legislativo. A partir de meados dos anos 2000, o tema da burocracia volta a ganhar proeminência nas agendas de pesquisa, agora privilegiando olhares para as interações de distintos atores burocráticos com atores sociais, políticos e econômicos, a partir dos enquadramentos conceituais da democracia, da governança, da regulação, do controle e das capacidades estatais. Com o objetivo de apresentar um panorama consolidado e atualizado dos debates sobre o tema, este livro está organizado em três partes. A primeira parte – Burocracia, Estado e sociedade – apresenta abordagens teórico-conceituais úteis para compreensão da atuação da burocracia em contextos democráticos, destacando os dilemas derivados das aproximações entre burocracia e política, e burocracia e movimentos sociais, explorando suas implicações para o estudo de políticas públicas na contemporaneidade. A segunda parte – A burocracia e seus estratos – traz contribuições relevantes para entender os diferentes tipos e escalões da burocracia (o alto e o médio escalões, além da burocracia de nível de rua), destacando como os atores posicionados nos diferentes níveis do aparato estatal se relacionam com os processos técnico-políticos, desenvolvendo formas de influência e intervenção diferenciadas, ao longo da construção e da operação de políticas públicas. -

In the following Cardoso Administration (1995-2002), new regulatory frameworks were introduced in several different sectors—the implementation and oversight of which were entrusted to Regulatory Agencies relatively insulated from the Presidency. -

However, what about change that implies the dismantling of previously successful policies? How can one differentiate between democratic policy change and policy dismantling? In order to shed light on these questions, this article analyzes changes occurred in Brazil since Jair Bolsonaro took office in January 2019. The paper addresses those changes from the perspective of the federal bureaucracy spread across different agencies and professional careers. The research design involved quantitative and qualitative data collected using the following methods: i) a survey with former and current federal employees; ii) semi-structured interviews with civil servants who have worked or are still working in the federal government. Research findings indicate that, in Brazil, policy dismantling is no ordinary policy change, as it has been marked by authoritarian dynamics that have disarranged the federal bureaucracy and eroded state capacity. -

Published on ACP (http://www.acp.int) Home > Printer-friendly PDF > Printer-friendly PDF Unity of the ACP Group vital: New Gambian ambassador Unity of the ACP Group vital: New Gambian ambassador Brussels 23, September 2014/ ACP: The Gambia’s new ambassador in Brussels, H.E Mrs. Teneng Mba Jaiteh, made her maiden speech to the ACP Committee of Ambassadors on Thursday 18 September, underlining solidarity as a matter of priority in advancing sustainable development amongst the 79 African, Caribbean and Pacific member states. “The Republic of the Gambia fully recognizes the important of the work of the ACP Group, and this we will continue to demonstrate for as long as the unity of the Group continues to be the guiding principle to our collective actions,” she told fellow ambassadors. Ambassador Jaiteh, who is concurrently accredited to Belgium, Germany, Luxembourg, Netherlands, Poland, the Czech Republic and Slovakia, cited various vulnerabilities collectively faced by ACP countries, such as exposure to the effects of the global financial crisis, climate change, high levels of poverty, food insecurity and disease. “The ebola outbreak in our sub-region, which our governments are grappling with, is a clear manifestation of this vulnerability,” she added. “My delegation shares the conviction that with 79 countries from all three regions, the ACP Group should be able to wield enormous influence within the international community, and endeavour to create better and faster opportunities for growth and inclusive development for all.” As Gambia’s former Minister for Energy (2012 to 2014) and before that Minister for Petroleum, Ambassador Jaiteh holds expertise in national development planning and international economic relations; poverty and gender related development issues; strategic planning; institutional management and governance of development programmes. -

BRAZIL THE TIMELINE OF THE FEDERAL GOVERNMENT’S STRATEGY TO SPREAD COVID-19 São Paulo, 28th May 2021. Study prepared within the scope of research project ““RIGHTS IN THE PANDEMIC - Mapping the impact of Covid-19 on human rights in Brazil” of the Centre for Studies and Research on Health Law (CEPEDISA) of the School of Public Health (FSP) of the University of São Paulo (USP)”, updated at the request of the parliamentary committee of inquiry created by Federal Senate Requests 1371 and 1372, of 2021, by means of Official Letter 57/2021- CPIPANDEMIA. EXECUTIVE SUMMARY 1. This study is part of research project ““RIGHTS IN THE PANDEMIC - Mapping the impact of Covid-19 on human rights in Brazil” of the Centre for Studies and Research on Health Law (CEPEDISA) of the School of Public Health (FSP) of the University of São Paulo (USP)”, carried out in partnership with Non-Governmental Organization “Conectas Direitos Humanos” until January 2021 and, since then, with the National Council of Health Secretaries (CONASS), with the aim of collecting federal and state regulations relating to Covid-19 and assessing their impact on human rights in Brazil. The partnership entered into with CONASS refers to the mapping and analysis of rules drawn up by the State and Federal District Health Offices and is restricted to the scope of health policies during the Covid-19 pandemic. The timeline of the federal government’s strategy to spread Covid-19 was first published in January 2021, and has now been updated at the request of the Federal Senate's Parliamentary Committee of Inquiry on Covid-19. -
