The Leicestershire County Council proposes to establish in accordance with Section 23 of the Road Traffic Regulation Act 1984, a dual staggered Toucan Crossing at the following location:-

Barkby Thorpe Lane, Thurmaston – in the vicinity the roundabout access to the retail park

Last year Thurmaston Parish council received requests from residents and Thurmaston retail park users for a controlled crossing point across Barkby Thorpe Lane in the vicinity of the retail park access. LCC was asked to carry out an assessment as to whether a controlled crossing is justified and could be provided.

It has long been accepted national practice to assess the justification for a pedestrian crossing using a calculation involving both pedestrian and vehicle flows. This is known as ‘PV2’ and effectively evaluates the potential for conflict between vehicles and pedestrians. Having carried out the above assessment (which includes the additional enhanced criteria) at Barkby Thorpe Lane, Thurmaston the PV2 score was 3.0 and therefore meets with our criteria for Toucan signal-controlled pedestrian facilities.

Works will involve the installation of a dual staggered signal crossing including tactile paving, ducting, footpath realignment, minor adjustment of the bus layby, signing/lining and removal of the existing uncontrolled dropped kerb crossing

Works are anticipated to last approximately 4 weeks however a programme of works is still under consideration. Because of the very busy location we are currently in discussion to try and carry out the majority of the works at night. It will still be necessary for some daytime working and road closures will be required however we will keep this to a minimum and without excessive disruption to the local area. Pedestrian access will be maintained throughout the duration of the works. The start date has not yet been confirmed.
