One-Minute Speeches on Matters of Political Importance C 157 E/8 Official Journal of the European Union EN 6.7.2006 Monday 4 July 2005 Parliament approved the request. — Request from the PSE Group for Commission Question Time to be withdrawn from the agenda to leave more time for the joint debate on the structural funds (Items 10, 11, 12, 13, 14 and 15 on the final draft agenda). The following spoke: Hannes Swoboda, on behalf of the PSE Group, who moved the request after expressing his condolences on behalf of his Group to the family of Filip Adwent, Françoise Grossetête, on behalf of the PPE-DE Group, and Bill Newton Dunn, on behalf of the ALDE Group. Parliament approved the request by EV (134 for, 70 against, 14 abstentions). Wednesday — Request from Othmar Karas and 38 other Members to add to the agenda a Commission statement on the situation in Bulgaria after the elections there, and on Romania and Bulgaria's progress in view of accession. The following spoke: Othmar Karas, who moved the request, Hartmut Nassauer, on behalf of the PPE-DE Group, and Graham Watson, on behalf of the ALDE Group. Parliament approved the request by roll-call vote (authors) (110 for, 93 against, 21 abstentions). Rebecca Harms and Othmar Karas informed the Chair that they had wished to vote in favour of the request. Erika Mann informed the Chair that she had wished to vote against. The item was added as the last item on the agenda for Wednesday. Deadlines for tabling amendments and motions for resolutions: — motions for resolution: Tuesday 05.07.2005 at 10.00. — amendments and joint motions for resolutions: Wednesday 06.07.2005 at 10.00. Thursday — Request from the LIBE Committee for Parliament to confirm the rejection in plenary of the Claude Moraes report (A6-0139/2005), which had been referred back to committee (see Minutes of 26.05.2005, Item 8.3), by adopting a legislative resolution closing the consultation procedure. Parliament approved the request. The vote would be taken on Thursday. — Request from the LIBE Committee for additional time to consider the Alexander Nuno Alvaro report (A6-0174/2005), which had been referred back to committee (see Minutes of 07.06.2005, Item 6.8).     European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits.

Hence, the proposal under consideration proposes a dual legal basis: Articles 133 and 175(1), as suggested by the Court. In addition, it includes a number of technical adjustments considered as necessary, while retaining the substance of the annulled regulation; therefore it seeks to: (a) Implement the Rotterdam Convention on the Prior Informed Consent Procedure (PIC); (b) Establish the procedure for export notification for those chemicals which do not fall under the Rotterdam Convention and the PIC but which are forbidden or restricted within the EU; (c) Promote shared responsibility and cooperative efforts in the international movement of hazardous chemicals; (d) Contribute to their environmentally sound use; (e) Apply the Community provisions concerning classification, packaging and labelling of chemicals dangerous to man or to the environment to all such chemicals when they are exported from the Member States to other parties or other countries.
