All in all, a whopping quota of 120 000 tonnes of horse mackerel was issued by Sea Fisheries to' foreign companies this year. Even the owner of a butcher shop in Walvis Bay was given a,choice paper quota of hake. He is said to be a close personal friend of a high official in the Depart­ ment of Sea Fisheries. The East German company and others are not able to catch their quotas within the allocated time, so they have banded' together with the Russians to catch for them. Now an armada of Russian trawl­ ers are back ~ the Namibian Exclu­ sive Economic Zone" sweeping clean our ocean in their old wasteful ways; catching baby fish, dumping unprof­ itable species back in the sea, not declaring their actual catches; lying about the tonnages they catch; etc, etc. There is supposed to be a levy of 'R2S0 per tonne on all quotas given to these foreigners, so the Narnibiarl, government is supposed to collect R24 600 000 from this 120000 horse mackerel quota before December 1990. That ,could be a slight consolation for the continued piracy of Russiarl arld other foreign vessels in our wa­ ters.

Rush makes sure of victory

LONDON: Ian ~ush scored two goals to lead Liverpool to a 3-1 victory over Tottenham yesterday, keeping the defending-champion Reds unbeaten ill the English soccer league season. The loss was the first of the season for the Spurs, whose lone goal came from Gary Lineker "after Rush had givnLvrpool a 2-0 lead early in the second half.
