MINUTES

1. DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA – none.

2. APOLOGIES – none.

3. MINUTES OF THE LAST MEETINGS The minutes of the last meetings held on 28th March and 25th April 2013 were approved and signed.

4. MATTERS ARISING FROM THE MINUTES – none.

5. GALPHAY ELECTION 5.1 Candidates. It was noted that three candidates are standing for election: Martyn Miller of Sutthils, Gate Bridge Road, Graham Philips of West Oaks and Robert Weatherhead of Gold Coin Farm.

5.2 Promotion of election. It was resolved that the Parish Council should send out a flyer to every household on the Galphay electoral roll reminding residents about the date of the election and encouraging them to vote in it.

6. TREE REPORT It was noted that a report on the condition of the trees on Galphay Village Green and the areas of common land has not yet been received. If a report is not received from David Blakey in time for the next meeting in July then Farm & Land Services will be approached with a view to obtaining a report from another contractor.

7. PARISH CARETAKER 7.1 Contract with DTMS. The Clerk reported that the 2013/14 contract has been signed by both parties. A first task list has been issued, but there have been some delays to work caused by the Clerk’s house move, for which she apologised. Dan Clarke from DTMS has met with Councillor Fleetham regarding jobs in Winksley and discussed the use of a mini-digger for ditch clearance in Mickley with Councillor Merrin.

7.2 Tasks for inclusion on list.  Footpath strimming in Winksley.  Clean out highway drainage pipe near Woodhouse Farm.  Clear out pipe near common land in Winksley.  Cut riverside common land in Winksley in July.

MINUTES 8. HIGHWAYS 8.1 Updates on previously reported faults. Ref. Fault Status Az 2-12 Potholes on West Lane, 26.3.13 – will be re-inspected and a works order raised for any Galphay. faults meeting intervention criteria. Az 7-12 Cote Hill potholes. 26.3.13 – To be inspected at earliest opportunity and works order raised for any faults meeting intervention criteria. Az 13-12 Pothole near Paddock House, Temporary repair carried out. Winksley. Az 14-12 Blocked / collapsed culvert nr. Not yet repaired despite Highways North advising Woodhouse Farm, off Gate would be done in 2012/13 financial year. To be taken up with Bridge Road. HNY. Caretaker to be asked to clear drain if possible.

8.2 New faults to be reported to Highways – none.

9. PLANNING AND DEVELOPMENT 9.1 Consultations on applications. It was agreed that the Parish Council should object to application 13/01360/FUL (Erection of 1 36metre high wind turbine at Lumley Farm Grantley North Yorkshire HG4 3PN) due to concerns expressed by residents of this parish about the size and potential impact on the AONB.

9.2 Updates and decisions on applications, appeals and enforcement investigations. 10.2 Bulbs from Borough Council. The Clerk advised that she had requested a bag of crocus bulbs which will be available for collection in the autumn. This is at no cost to the Council.

10.3 Consultation on bus services from April 2014. North Yorkshire County Council is preparing to go out to tender for the contract to run bus services 139, 137 and 138. These are services which do not currently meet the County Council’s criteria for support (i.e. they regularly carry less than 3 passengers and cost more than £6.27 per passenger to subsidise). The County Council is seeking comments about these services so that they can be better informed when preparing tenders for new contracts. It was agreed that this consultation should be advertised in the Fountain magazine so that people who use the service are given the opportunity to comment.
