Budget Letter from the President Dear CTA Customers: In 2017, the Chicago Transit Authority (CTA) will mark 70 years of service transporting customers to work, school and everywhere else they need to go in Chicago and the neighboring suburbs. Next year will also mark 125 years since rail transit service began operating in Chicago. Through all of that time, our primary mission has remained the same: Provide the Chicago region with on-time, affordable, convenient transportation that connects people, places and jobs. Though the core mission of public transit is providing bus and train rides, public transit also plays a vital -- and sometimes underappreciated -- role in generating economic growth and connecting communities to opportunity. Transit investment has proven to attract employers and residents to Chicago. With each major investment we make in transit, we are investing in our communities and in the people who live and work here. For 2017, I am pleased to propose a balanced operating budget of $1.524 billion. I am also proposing a five-year, $3.5 billion Capital Improvement Plan (CIP) for 2017-2021. Our operating budget freezes base fares for an 8th straight year and continues the expanded service we began in 2015 and 2016. We have been able to maintain fares by strategically pursuing additional efficiencies and cost savings, reducing ongoing maintenance needs by modernizing the fleet and pre-purchasing diesel fuel and electricity at historically low levels, while maximizing ways to grow revenue beyond the farebox to support operations and the 1.6 million bus and train rides we provide each day. CTA continues to face funding challenges to meet our ambitious modernization goals, including a lack of funding from the state for capital projects and sufficient reimbursements for the mandated free and reduced-fare rides we provide to eligible customers. However, our operating budget is balanced for the sixth straight year without diverting capital dollars critically needed for safe and efficient operations. What’s more, our capital budget preserves the historic level of transit investment being made under the leadership of Mayor Emanuel -- more than $5 billion of reinvestment and modernization of our bus and rail system that is building a world-class, 21st century transit system that will serve the Chicago region for generations to come. In 2017, we will continue to pursue our long-term priorities, which focus on improving service to our customers. We’re continuing to make extensive investments in our bus and rail system – including some of the largest station reconstruction projects in CTA history that are modernizing our transportation system, such as the Red-Purple Modernization project, a $2.1 billion investment to modernize and add capacity to the CTA’s busiest rail corridor. We also continue to enhance the overall customer experience by investing in public art at our rail stations. And we have also recently strengthened and updated our passenger code of conduct to make CTA more comfortable, safe, and pleasant for riders. Leveraging technology for customers also plays an important role in heightening the customer experience.     SUPPLEMENTARY INFORMATION doi:10.1038/nature11520 Other intraplate earthquakes in the India-Australia plate off Sumatra and Coulomb stress changes for a selection of possible intraplate faults. Extensional events at the trench wall are located in positive Coulomb stress change areas for receiver faults striking parallel to the trench both off Nicobar Islands (~N180°E) and off Nias (~N135°E) (see Figure A1). Any Aceh or Nias slip distribution that has weak surface displacement does not predict a positive Coulomb stress change in these areas close to the trench toe. These normal faults are active as a result of extensional bending stresses at the trench wall46,47 that are unrelated to the NW-SE compression in the Wharton Basin. The strike of the nodal planes shown on Figure A1 is following the trench line orientation. These normal faults are neo-formed faults since the normal fault fabric (N105°E to N110°E) is not perpendicular enough to the trench-normal bending stresses to be reactivated (with the exception of the two southernmost events in 2005, in the Wharton fossil spreading ridge area). Slip on neo-formed reverse faults perpendicular to the NW-SE intraplate P-axis is not favoured by the Aceh and Nias earthquakes (Figure A1), which is in agreement with the historical style of deformation in the Wharton Basin. A minority of thrust faults mechanisms is recorded, while most of the events are strike-slip. Logos: CTA in partnership with Chicago Department of Transportation and Chicago Department of Housing and Economic Development Welcome: Welcome to the public open house for the Ashland Avenue Bus Rapid Transit Environmental Assessment and project. • In April 2013, CTA and CDOT announced a vision for a center running Bus Rapid Transit (BRT) system on Ashland Avenue between Irving Park Road and 95th Street to provide a fast and reliable north/ south transit connection for 16 miles through Chicago. The vision reflects the planning process and community engagement undertaken in 2012. • Over the summer, CTA and CDOT heard from various key stakeholders about this plan. We are now holding two public open house meetings as an extension of this outreach to gather additional input from the public. CTA and CDOT are still developing the Ashland BRT design, and we are considering options and modifications, including the implementation of additional left turns, based on continued feedback from the public. • The public open house meetings will summarize studies of the project impacts, including traffic analyses, that have been performed as part of the formal Environmental Assessment for the project, in accordance with federal government requirements. The document you hold in your hands marks two important milestones— the completion of the current Five-Year Plan and the final report from the Department of Planning and Development before our transition to a new, freestanding Department of Housing beginning January 1, 2019. For the full year 2018, DPD committed $271.8 million to preserve or create 8,539 units of housing in Chicago. These totals represent 85% of our annual resource allocation goal and 100% of our units assisted goal. The paTt five years have been particularly eventful ones for housing in Chicago. When they began we were still struggling to emerge from the 2007-8 market crash and ensuing recession; as they end we have entered a new era of growth that will bring forth a different set of challenges that the new Housing Department will be well positioned to address. With the help of our valued partners in the neighborhoods and the development com- munity, we coordinated the investment of OFBSMZ$CJMMJPO to preserve or create 22 units. This represents % of the five-year resource allocation goal and % of the five-year unit production goal. These investments fell into the following categories: • $37 billion to create or preserve 88 units of rental housing • $ million to promote and support homeownership for units • $ million to improve and preserve homeowner units During the fourth quarter of 2018 the City completed the drafting of our next Five-Year Plan for the years 2019-23.

    Urban Rail in Jakarta and Jabodetabek (with thanks to Fagra Hanif for supporting information) Context Jakarta and the strategic metropolitan area known as Jabodetabek (Jakarta and the neighbouring municipalities of Bogor, Depok, Tangerang and Bekasi) has a population of 28mil (10mil Jakarta proper). This region has urban rail heritage, with the original suburban rail infrastructure dating from the early 20th century, during the Dutch colonial period (BOS -Batavia Ooster Spoorweg). Following independence, other priorities meant that funding for the network was constrained and this fact, combined with rapid urbanisation, growing prosperity and growth in car ownership, diminished the use and value of urban rail provision whilst also bringing congestion to the ‘over-capacity’ road network. In the late 1970s, the problems caused by underinvestment in the network became evident and since then, a combination of policy changes and increased resources have brought upgrading to the existing suburban network (double tracking, electrification, new rolling stock etc.), some false starts (monorail), and, more latterly, construction of modern ‘metro-type’ lines. With expansion and modernisation there has been much improvement to the urban rail setting in Jakarta and this city/region now has a comprehensive and interesting multi-modal rail footprint with further expansion in construction.
