The Di~trjct Census Handbook (DCH), compiled by the Census Organisa tion on behalf of the State Government, is one of the most valuable products or the Census. The DCH is c0nsLlr:tly ;i;;ie;"r.:d to by plc.nneI's, :J.dminio;tratms, academicians and researchers. [t is inter (llia used for delimitation of cons tituencies, fOlmulation of local level and regional plans and as an aid to dis trict administration. The Dist; iet Cfn::;:"-:2, Handbook is the only publication which plOvides Primary Census Abstract (PCA) data upto village level for the rural areas and wardwise for each city or town. It also provides data on ill frastructure and amenities in vil1ages and towns, etc. The District Census Handbook series was initiated during the i951 Censlis. It ccr.t[lined in:port[,:-ll ceLSU:" tablt,i [.,:d peA for each village and town of the district. During 1961 Census, the scope of the DCH was enlarged and it contained a descriptive account ot' the district administrative statistics, census tables and a village and town directory, including PCA. The 1971 DCH series was planned in three parts. Part-A related to village and town direc1ory, Part-B to village and. town PCA and Part-C comprised analytical report, admini~tratiye stati~tic", district C~nsliS tables and CC1't(':1": an~l~) l~~:~,l tables based on PCA and amenity data in respect of villages. Howev~r, in some st2_tes, it was confined to district census tables and in a few cases altogether given up due to delay in compilation and printing.
While designing the format of 1981 DCR series, some new features along with the restructuring of the format of village and town directory have been attempted. At the same time, comparability with the 1971 data has also been kept in view. All the amenities except power supply in the village have been brought together in the village directory with the instruction that in case an amenity is not available in the referrent village, the distance in broad ranges from the nearest place where the amenity is available may be given. The re structuring of the fOimat of the village directory and incorporating more ex haustive data on infrastructure aspect, particularly in relation to amenities and land-use pattern, is expected to further meet the need of micro level planning for rural areas. It is expected to help not only in local a1 ea planning but re gulating the provision of goods and services?.5 well, '0 as to IT'i'''l!"'1ise the regional imbalances in the process of development. A few new items of information have also been introduced to meet some of the requirements of the Revised Mini mum Needs Programme. Such new items of information as adult literacy centres, primary health sub-centres and community health workers in the village have been introduced in the village directory with this objective ill illind. The new item on approach to the village is to have an idea about the villages in the district which are inaccessible. A new column, "total population and number of households" has been introduced to examine the correlation of the amenities with the population and number of households they serve. An addition of tw The format of the Primary Census Abstract for the villages and towns has been formulated in the light of changes in the economic and other questions canvassed through the fndividual Slip of 1981 Census. In order to avoid delay in the publication of 1981 DCH series, it has been so designed that Part-A of the volume contains village and town directory and Part-B, the PCA of villages and towns including the Scheduled Castes and Scheduled Tribes PCA upto raluk/town levels. At the beginning of the DCH, a detailed analytical note supported by a number of inset tables based on PCA and non-census data in relation to the infrastructure has been introduced to enhance its value. The district and taluk level maps depicting the boundaries and other important features have been inserted at appropriate places to further enhance the value of the publication. This publication is a joint venture of the State Government and the Census Organisation. The data have been collected and compiled in the State uuder the direction of Shri A. P. Muthuswami, I.A.S., the Director of Census Opera tions, Tamil Nadu on behalf oftbe State Government which has brone the cost of printing. The task of planning, designing and co-ordination of this publica tion was carried out by Shri N.G. Nag, Deputy Registrar General(Social Studies) of my office. Dr. B. K. The data presented in this publication were collected during the census operations in February-March, 1981, the reference date being 1st March, 1981. The District Census Handbook consists of the following two parts: Part-A:-Village and Town Directory and Part-B:-Village and Townwise Primary Cen~us Abstract. In Part-A, apart from certain major cha racteristics of the district in relation to economic resources like forestry, agriculture, industries, etc., information, are also availabJe regarding certain basic amenities like education, medical, drinking water, etc., in each village. This volume relates to Part~p 9f the District Census Handbook. It contain~ the district and village/townwise Primary Censlls Absttact and the Primary Census Abstract for Scheduled Caste& and Scheduled Tribes. The district Primary Census Abstract gives for each terfli.orial unit upto taluk level in the case of rural areas and upto the town level fOf urban areas, occupied residential houses, households, total population, Scheduled Caste and Scheduled Tribe population, literates and main workers. The main workers are further categorised into four broad groups, viz., Cultivators, Agricultural Labourers, Household Industry Workers and Othel Workers. Information is also furnished regarding Marginal Workers and Non-Workers. 'llte village and townwise Primary Census Abstlact gives similar information for villages and wards of towns. In the 198! Census, the df:finition of an urban unit is more or less the same as io the 196! and 1971 Censuses but for some minor variations. The urban areas of 1981 Census are: (a) All places with a Municipality, Corporation or Cantonment Board or notified town areas; (b) All other places which satisfied the following criteria ; (i) A minimum population of 5,000 ,. (ii) At least 75 percent of the male working population engaged III non-agricultural (and allied) activity ; (iii) A population of at least 400 per km2 (or one thousand per square mile). The above definitlOn of urban area varies slightly from that of 1961 and 1971 Censuses in that the males working in activities such as fishing, logging, etc. were treated as engaged in non agricultural activity and therefore contributed to the 75 per cent criterion in the 1961 and 1971 Censuses, whereas in the 1981 Q-nsus, these actlvities are treated as on par with cultivation and agricultural labour for tht; purpose of this criterion. The rest of the areas not treated as urban are classified as rural areas. Urban Agglomeration: Urban Agglomeration IS a new concept formed during 1971 Census and this replaces the concept of town group adopted in 1961 Census. An urban Agglomeration may be explained as follows, "It must form a continuous urban spread constitutmg a town and its adjoining urban outlYrowth or two or more physicaliy contiguous towns together with contiuuous well recognised urb~n outgrowth, if any, of such towns". Census House: A census house is a building or part of a building having a separate main entrance from the road or common courtyard or staircase, etc., used or recognised as a separate unit. It may be occupied or vacant. It may be used for residential or non-residential purpose or both. Household: A household is a group of persons, who commonly live together and would take their meals from a common kitchen, unless the exigencies of work prevented any of them from doing so. Scheduled Castes/Scheduled Tribes: For the enumeration of Scheduled Castes and Scheduled Tribes in Census, the names of Scheduled Castes and Schedult'd Tribes as recognised in Tamil Nadu based on the Scheduled Castes and Scheduled Tribes Orders (Amendment) Act of 1976 (Central Act 108 of 1976) were followed. The enumerators wert:; instructed to record a person as a Scheduled Caste/Scheduled Tribe provided the name given by the person was found in the list supplied to them. Literates' In 1981 Census, a literate was defined as "a person who can both read and Wlite with undertstanding in any language". A person who could mere!y read but cannot write, was not a literate. It was not necessary that a prrson considered a literate must have received any -formal education or have passed any minimum educational standard. Work : Work has been defined as participation in any economically productive activity. Such participation may be physical or mental in nature. Work involves not only actual work ,but also effectIve supervision and direction of work. Ma n workers and marginal workers: A worker was identified with reference to a reference period preceding the census. The reference period prescribed was one year preceding the date of enumeration. Certain types of work such as agriculture, househ?ld indus~nes hke, gur making tote., were carned on, either throughout the year or only dunng certam seasons or part of the year, depend- 12.~t 2 ing on local circumstances. In such cases, what we were concerned with was the broad time span of the agncultural seasons preceding the enumeration. W orkcr5 can be full time workers or seasonal worl(ers or mar;linal workers. If a persoll has done ~t:1y work during the reference period and if he had workt'd for the major part of the year i.e., if he had worke:.l for 183 days or more, he was considered to oe fuil time worker (m3in worker). 1f a person had done any work GLlring the reference period and if be has not worked for the lTIc'.j.-q· p::-.;t of the year i.e., if he had w0r;~ed :or less than 183 da;'s, he was considered to be a marginal wor;(er. Cultivator: For purposes of Census a cultivator is a person who is engaged either as an employer. single worker or family worker in cultivation of laml owned, or h:::ld from Govern rilent, private persons or institu~ions. for payment in money, kind or share. Cultivation inc!lldes supervision and direction of cultivation. Agricu[t:tral labourer : A person who work in anothel person's lacd for wages in money, kind or share shodd be regarded as a~l agricultural labourer. He or she has no risk in the cultivation but merely works in another person's land for wages and has no right of lease or contract on land in which he or she works. Household industry: For a person who returns his/her main activity as engaged in some production, proce~sing servicing or repair of articles or goods. it has been ascertained wheth:r lit is a household industry. Household industry is. defined as an industry c.on~ucted ~y the. head of the household and/ or by the members of tile ilousehold at home or wIthm the VIllage 111 rural area, and within the precincts of the h'Juse in urban areas. A larger proportion of worker:; in a household industry should consist of members of the household including the head. The industry should not bt run on the. scale of a regis~ered factory which ~ould, or has to be registered under the Indian Factories Act. . Non-workers: All. person~ who have not been t~eated as workers, i.e. pers.ons who have not worked any time .at all durmg the reference penod of one year precedmg the date of enumeration, have been considered as non-workers. It is seen that the percentage of Scheduled Caste popula tion to total population of Salem district is 16.28 percent, as against18.35 percent, for the State. The percentage of Scheduled Tribe population of Tamil Nadu is only 1.07 percent, whereas that of Salem district is 3.56 percent. Rasipuram ta]uk has recorded the highest percentage of Schedule Caste population with 21.40 percent, while Yercaud has the highest Scheduled Tribe population of 58.82 percent. The percentage of urbran population to total population of Salem district is 28'93 percent, a'> against 32.95 percent for the State. The literacy rate of Salem district works out to 39'29 percent as against the literacy rate of 46.76 percent of Tamil Nadu. The literacy rates of males and females of the district are 49.95 I)ercent and 28.07 percent, among the taluks, Salem, has recorded the maximum of 47'74 per cent of literates, while Omalur has got only 28.51 percent of literates. The percentage of Main workers to total population of Salem district works out to 45.53 per cent as against 39.31 per cent of Tamil Nadu. The same trend is reflected in both the rural and urban areas also. The percentage of Non-workers to total population of the district is 52.07 per cent, while that of Tami] Nadu is 58.27 per cent. The percentages of Non-workers among the male and female population of the district are 38.23 per cent and 66.66 per cent respectiYely, as against 43.42 per cent and 73.48 per cent of Tami] Nadu.
