S. Anand obtained degree of Phd (Law) from London University. He served as the 29th Chief Justice of India, from 10 October 1998 to 31 October 2001. On 11 May 1985, he was appointed as Chief Justice of High Court of Jammu and Kashmir and on 1 November 1989 as Chief Justice of High Court of Madras. On 17 February 2003, he became the Chairperson of the National Human Rights Commission till 31 October 2006. He is Fellow of University College, London, Honorary Fellow of the Society for Advanced Legal Studies, London, Honorary Bencher of Inner Temple, London. Dr. Anand has obtained degree of Phd (Law) from London University. On 10 May 2008, Dr. Anand was bestowed with the Padma Vibhushan, the second highest civilian award in India. Mr. Sudarshan Agarwal is the former Governor of Uttarakhand and Sikkim. He is also a former Member of the National Human Rights Commission and Secretary General, Rajya Sabha. Mr. Agarwal served as the President, Delhi Gymkhana Club for two years. He has taken several community service initiatives including a free Boarding School for girls in Dehradun and a Voluntary Blood Bank at Delhi. Dr. S. Y. Quraishi is a former Chief Election Commissioner (CEC) of India. He was appointed as the CEC on 30 July 2010. He has also served as a Secretary in the Ministry of Youth Affairs and Sports. He is an IAS officer of the 1971 batch from Haryana cadre. He has a Ph.D. in Communications and Social marketing. He was also a Member of the Advisory Committee to assist and advise the Global Commission on Elections, Democracy and Security. Mr Sunil Kant Munjal is a senior member of the $ 5.6 billion Hero Group. He is the Joint Managing Director of Hero MotoCorp Ltd., the world's largest motorcycle manufacturing company, and Chairman of Hero Corporate Service Ltd., the Corporate office for the Hero Group. He is responsible for chartering the course for entire Group's development including strategy, plans and performance. Mr Sunil Kant Munjal is the Founder Chairman of BML Educorp Services and is the guiding force behind the BML Munjal University and is playing a key role in helping create a unique Higher Education Initiative. Mr Munjal is the Chancellor of BML Munjal University which has started in August 2014. Secretary Editor VOL. 67 NO. 2 11TH JULY 2019 Glimpses HUMANITY AND INDIAN CULTURE Many Indian religious and ancient texts come to guide and influence the life and culture of human beings. The Mahabharata, the Ramayana, the Bhagvat Gita etc. have molded the thinking pattern and consciousness of Indians. Broadly speaking Indian culture never saw the individual and society as antagonistic to each other. The individual and society were viewed as two complementary and incomplete entities tied to a relationship of mutual obligations, a commitment which was essential to ensure the well-being of all. As regards the origin of the government (authority), the Indian tradition believed in a supernatural source. According to it, human beings in a state of defenselessness and social disorder appealed to the Gods. The Gods appointed a king in their own image and on their behalf whose task was to protect the people and maintain law and order. The performance of one's boundless duties in accordance with dharma (duties) ensured the rights of another. Non-adherence to the neatly defined and minutely worked out duty code would lead to a state of anarchy in society which would destroy the individual himself. Another dimension of this duty-first value system of Indian culture is that since the emphasis on rights leads to conflicts and claims of one's own due, the architects of society and its law-makers, probably sought to avoid a scenario wherein each one would be fighting for his rights.

Members, I refer with profound sorrow to the passing away of Shri Sudarshan Agarwal, former Secretary-General of Rajya-Sabha, on the 3rd of July, 2019, at the age of 88 years. Born In June, 1931, at Ludhiana in Punjab, Shri Agarwal was educated at the Punjab University. Shri Agarwal joined the Judicial Service of Punjab in 1956 and served in various capacities as Civil Judge, First Class Magistrate, Settlement Commissioner in the Department of Rehabilitation and Presiding Officer of the Labour Court, before being promoted as the District and Sessions Judge in 1971. Shri Sudarshan Agarwal joined the Rajya Sabha Secretariat in November, 1971 as Deputy Secretary and was appointed as the Secretary-General of the Rajya Sabha in May, 1981. He served in that capacity till June, 1993. Shri Agarwal's twelve years tenure as the Secretary-General of Rajya Sabha, speaks volumes of his expertise in Parliamentary procedure and matters, as well as the dedication and efficiency with which he discharged his duties. He had the distinction of serving four Chairmen of the Rajya Sabha. ___________________________________________________ This Synopsis is not an authoritative record of the proceedings of the Rajya Sabha. 340 Shri Agarwal was actively associated with various social, educational and cultural organisations. He also served as the President of the Cancer Foundation and as the Chairman of Rotary Foundation, India.
