Defence Submission to the Standing Committee on State Development Inquiry into Defence Industry in New South Wales Summary 1. Defence welcomes the New South Wales (NSW) Government’s and Parliament’s interest in strengthening local defence industry to support Australia’s defence and national security. With the release of the 2016 Defence White Paper, Integrated Investment Program, and Defence Industry Policy Statement on 25 February 2016 and the Naval Shipbuilding Plan on 16 May 2017, there is clear direction to implement a major renewal of Defence capability and with it a strengthening of Australia’s defence industry. The scale and long-term nature of Defence’s requirements, including in areas such as the continuous naval shipbuilding programs, require a national approach and partnership between Defence and State and Territory Governments. 2. Australia’s industrial base is a fundamental enabler of Australia’s military capabilities, and an integral element of the nation’s defence. Defence welcomes the announcement of the NSW Government’s Defence and Industry Strategy – Strong, Smart and Connected and the establishment of Defence NSW. Defence also welcomes increasing collaboration between NSW and the Australian Capital Territory (ACT) in the defence sector. 3. Through new and expanded policies and programs, Defence is supporting Australia’s defence industry to develop the right technology, skills and capabilities to meet Defence’s current and future needs. There are considerable opportunities for local defence industry to contribute to Defence, with accompanying economic and community benefits. Ensuring that NSW businesses are aware of the opportunities and can leverage the support available from Defence and the broader Commonwealth is an important objective for collaboration between Defence, the NSW Government, and NSW industry. -

HMAS Canberra (III) HMAS Canberra is the lead ship of the two ship Canberra class Amphibious Assault Ships otherwise known as a Landing Helicopter Dock (LHD). CHAPTER 35 NAVAL TRAINING IN NEW SOUTH WALES 1855 - 1983 "Many of the Colonial Governments, notably those of the Australian Colonies are now thoroughly aware of the necessity for providing for the protection of their ports against attack, in the event of Great Britain being involved in War". (Sir Cooper Key - First Sea Lord in 1884) Australia was born of Admiralty. She was discovered by seamen, who in the seventeenth and eighteenth centuries opened her eastern oceans to the world. Her settlement was made possible by the courage and enterprise of seamen. From the beginning of settlement in Australia in 1788, the Colonists were characteristically aware the sea. The need for the defence of their sea borders was clear to the colonists and the method of defence was equally clear to them. The Royal Navy was the obvious weapon for the job. Cook the Discoverer, Phillip the first Governor and his successors Hunter, King and Bligh - all naval officers, brought their naval training, experience and attitudes to the young colony. The first major war vessel to visit Australia was HMS WARSPITE, a Ship of the Line which visited Sydney in 1826. Sydney saw ships of the Royal Navy East Indies Squadron from time to time after the l82O’s either on detached service or merely on visits. The British Admiralty was well aware of its responsibility for the naval defence of Britain’s Colonies. In all the Colonial States of Australia, little thought had been given to matters of naval defence until the 185O’s when rapid changes to Australia’s population, coupled with dramatic international events brought an awareness of the urgent need for the colonies to possess adequate naval defence forces. -

Section 1: Whole-of-capability approach to delivering Naval Capability The Naval Shipbuilding Plan is premised on consolidation of industrial capability at two shipyards, one at Osborne in SA and one at Henderson in WA. This consolidation provides a focus for some aspects of the work, primarily the construction of the hulls in three streams of minor warship, major warship and submarine. The singular focus on construction and assembly within the Plan on these shipyards, however, is disproportionate for what should be a whole-of-capability plan. A whole-of-capability approach to the Naval Shipbuilding Plan would recognise that much of the value of new naval vessels is not associated with construction of the hulls but resides in high technology areas such as design, systems integration, weapons, propulsion, communications, and logistics support. Australia’s industrial and R&D strength in related technologies is principally resident in major centres geographically distant from the two shipyards. In fact, more than 80% of national industrial capability exists in states other than SA and WA, with 30% of total national manufacturing capability in NSW alone. Additionally, as currently written, the plan does not place sufficient emphasis on the requirement to optimise the transfer of intellectual property (IP) and skills (where these originate overseas) to these Australian firms and workers. IP and skills acquisition are key components of sustainment and provide a sound base for future capability development for projects not yet initiated. IP and skills transfer will provide a quantifiable boost to these existing capabilities to undertake future work. Recommendations: Noting that Australian industry involvement in the ‘smart systems’ of naval vessels will be essential for implementation of Australian Industry Capability Plans, the Naval Shipbuilding Plan should be modified to: • appropriately address whole-of-capability aspects beyond hull construction and assembly. -

CALL THE HANDS NHSA DIGITAL NEWSLETTER Issue No.10 July 2017 From the President Welcome to the 10th edition of Call the Hands, a newsletter for Society members and the broader Navy Family. In this edition we continue to acknowledge significant 75th anniversary events, both ceremonial and tragic. These include the commissioning of HMAS Quiberon on 6 July 1942 and the loss of HMAS Ships Kuttabul and Nestor. We also recognize the contribution of a wonderful lady, Mrs Mae Clark who in her own quiet unobtrusive way contributed significantly to the wellbeing and morale of young apprentices at HMAS Nirimba for the entire commission of the base. Accompanying this edition is Occasional Paper 9, ‘The Loss of HMAS Armidale’. This paper is the transcript of a presentation recently given by Dr Kevin Smith, OAM to members in Sydney. Occasional Papers 10 and 11 have also been published on the Society’s website at https://www.navyhistory.org.au/reading/occasional-papers/. These papers were prepared by the Society and delivered as keynote addresses in support of Navy ceremonies to commemorate the loss of HMA Ships Kuttabul and Nestor in June 1942. A subscriber who is also a keen follower of ‘This day in History’ on both the Society’s website and in Call the Hands reminded us recently that 6 July is the 75th anniversary of the commissioning of HMAS Quiberon. Quiberon was one of eight Q class destroyers built in the UK during World War II. Quiberon and Quickmatch were transferred to the RAN immediately upon completion. Another three were transferred later and commissioned as HMA Ships Quadrant, Quality and Queenborough. -
