Prior Information Notice (PIN) and General Procurement Notice (GPN) for Montserrat Port Development Project – Phase 1 (Little Bay, Montserrat)

The Government of Montserrat will soon be seeking proposals from suitably experienced Bidders for the Design and Construction of Phase 1 of the Montserrat Port Development Project.

The new port with a total investment of £21.4 million (EC$ 76.5 million) will be able to accommodate larger cruise ships than those currently accommodated and it is expected that the number of cruise passengers will increase. The project has been made possible through grant funding of £14.4 million from the Department for International Development (DFID) under UKCIF. The Fund is administered by CDB. The Government of Montserrat is providing £7 million in counterpart resources with financial support from the European Union.

Specifically, the works require the Contractor to Design and Construct the following: 1) Causeway access road 2) Expand and deepen the port entrance and ship basin that will provide for a minimum water depth of –8.0 m Chart Datum 3) Construction of a new pier 130m in length and 20m in width 4) Construction of a 25m wide Roll On Roll Off Ramp (adjacent to the new pier) 5) Construction of a breakwater and revetment coastal protection systems 6) Slope stabilization

We are planning to publish the Request for Proposal in January 2020 and conclude the procurement by end July 2020.

The project is to be implemented using a Design and Build approach. The Ministry of Communications Works Energy and Labour, Programme Management Office (PMO) and specialist Engineering and Construction Supervision Services, provided by Stantec International Consultants will oversee and support the delivery of this project.

CDB GENERAL PROCUREMENT NOTICE (Updated January, 2020)

The Government of Montserrat (GOM) has received financing from the Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund in an amount equivalent to GBP14.4mn towards the cost of the Montserrat Port Development Project, which is part of a wider development programme with an estimated value of USD 28.3mn. GOM intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOM and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOM shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The following services will be procured under the project: (a) Design and Construction Services for the Montserrat Port Development Project

It is expected that these will be procured during the period January 2020 to December 2020.

Eligibility has been extended from CDB member countries to include all countries subject to the approval of CDB’s Board of Directors.
