    Financing the Schools in Montgomery County, Virginia A Study Conducted by The League of Women Voters of Montgomery County, VA Introduction The Montgomery County League of Women Voters approved a study of financing for the Montgomery County Public Schools at its annual meeting on May 9, 2018. League members Mary Houska and Wayne “Dempsey” Worner are co-directors of the study. The study addresses the following questions: 1. Is state funding of public education adequate and equitable, and how does it impact funding Montgomery County schools? 2. Has the Montgomery County School Board prepared budgets and has the Board of Supervisors funded budgets that accurately reflect school needs? 3. Are properties in Montgomery County taxed equitably to reflect an appropriate balance of tax revenues from commercial and residential properties? 4. Has the Montgomery County School Board created mechanisms that guarantee equal access to quality programs for all students attending the public schools in the County? The planned completion date for the study was April 2019 for presentation to the League's May 2019 Annual Meeting. Over the summer and fall of 2018: • Meetings were held with representatives of the Montgomery County School Division, the Board of Supervisors, the Commissioner of Revenue’s Office, the Virginia Tech Educational Foundation, and two members of the Virginia General Assembly; • Members of the Montgomery County LWV were invited to join the study group; • Data sources included (1) reports prepared by the Virginia Department of Education; (2) reports prepared by the Commonwealth Institute for Fiscal Analysis; (3) the Montgomery County Schools Budget and Annual Report documents; (4) the Montgomery County Budget; (5) the Virginia Education Association; (6) Joint Legislative Audit and Review Commission (JLARC) reports; and others.

Supervisor Hymes gave the invocation followed by The Pledge of Allegiance to the United States flag led by Supervisor Stacy. The Chairman welcomed those in attendance and citizens who were participating by conference call. Citizens were able to call in and participate in the meeting by calling (425) 436- 6388 and entering the access code 836650. AGENDA APPROVED AS AMENDED At the request of the County Attorney the Chairman added the following items to the revised agenda: Upon motion of Supervisor Stacy, seconded by Supervisor Hymes and adopted by a vote of 4 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby adds agenda item, “Facilities Use Agreement for Raven Elementary School”, under the Administrative/Financial/County Projects Update section. Upon motion of Supervisor Hymes, seconded by Supervisor Stacy and adopted by a vote of 4 to 0, with all members present and voting in favor thereof and no one against the same, the Tazewell County Board of Supervisors hereby adds agenda item, “A(29) Contract regarding 2021 Mowing/Trimming Bids”, to Executive Session.

The Page County Marketing Book Describes in Detail these systems’ capacities, water sources, methoDs of treatment, anD sewage Discharge points. The major effect of these public facilities on the county's planning efforts lies in the ultimate capabilities anD location of the current anD future service areas. Private companies or organizations proviDe the other utilities (electricity, natural gas, anD LP gas), own anD operate the Page Memorial Hospital in Luray, anD proviDe volunteer fire anD rescue services, anD a sheltereD workshop for the hanDicappeD. The ShenanDoah Valley Electric Cooperative proviDes electricity. A variety of Distributors supply gas, LP gas, fuel oil anD coal to Page County resiDents. 7.1 Schools Public Schools There are four KinDergarten through GraDe 5 elementary schools, two GraDe 6 to 8 miDDle schools and, two GraDe 9 to 12 high schools. In aDDition, Page County has one technical eDucation facility serving high school stuDents. Pre-kinDergarten programs exist in three of the four elementary schools. The Pre-K to Grade 5 enrollment in 2015-16 was 3,459 stuDents. The County's public school facilities incluDe: • Grove Hill Elementary School, locateD north of ShenanDoah, was constructeD in 1940 anD recently renovateD.
