Deputy Chief Constable Jim Chu Deputy Chief Constable Jim Chu is currently in command of the Operations Support Division. He was born in , and was raised in East . He graduated from Charles Tupper Secondary. He is 47 and is married to Vicki, who is a retired Vancouver Police officer. They have four children. Riley (age 25) is a graduate of the UBC music program and works for the Vancouver School Board. Riley is very active in Vancouver opera productions. Lauren (age 21) is a recent graduate of UBC (Philosophy major) and is awaiting word on her UBC law school application. Jeffrey (age 19) is a former Kwantlen Eagles basketball player and plans to resume his college basketball career and studies in the fall. Emily (age 17) is graduating from high school and will be attending UBC in the fall. A photo of Emily was featured in the Vancouver Sun sports pages on June 4th as her High School soccer team, the McRoberts Strikers, won the B.C. High School Girls AAA provincial soccer championship. In his spare time, Jim plays recreational hockey on an “oldtimers” team. The team is comprised of many “dads” who have or had sons in minor hockey. He was a former rugby player with the Trojans Club and the Justice Rugby club. His father-in-law Tom Markham is a former Vancouver Police officer, who also played in the VPD Pipe band. His older sister Joanne teaches in the Vancouver School system. His younger sister works as a Postal Inspector and his younger brother is a professional engineer. Jim holds a Bachelor of Business Administration degree from and a Master of Business Administration degree from the University of British Columbia. Deputy Chief Constable Chu began his policing career in May 1979. Noteworthy assignments included Patrol, School Liaison, and Planning and Research. He was promoted to Corporal in 1989 and was assigned the rank of Detective in 1990 and worked in General Investigations and the Robbery Squad. He was promoted to Sergeant in 1991 and worked as a Patrol Sergeant until 1996 when he became the Sergeant in charge of the Recruiting Unit. In this assignment, he authored the VPD Applicant Guide, and restructured the outreach programs and swearing-in ceremonies. While in Recruiting, he developed and launched the first VPD internet website. He was promoted to Inspector in June 1997 and was transferred to the Duty Officer function. In 1998, then Inspector Chu was assigned as the Vancouver Police Project Manager on the E- Comm project, and managed the VPD transitions onto the E-Comm radio system, the new dispatch facility, the PRIME-BC Records Management system, and a new mobile computing and data access platform. He became the Patrol District 4 Commander in 2001. In 2003, he was promoted to Deputy Chief Constable and he commanded the Support Services Division, where he oversaw the restructuring of the VPD Finance Section. He also had responsibility for the Human Resource and Information Technology Sections. In his role with the Informatics Committee of the Canadian Association of Chiefs of Police, he has helped to develop and implement the national Police Information Portal System which links operational police records systems across the country. Other related experiences include: • Served eight years as a volunteer trustee on the Richmond Public Library Board, elected as vice chair for two years and chair for two years. • Employed as a part-time contract faculty member in the Douglas College Department of Criminology and taught introduction to policing and community policing courses. • Authored the book Law Enforcement Information Technology , © CRC Press, Boca Raton, FL, 2001. Also published articles in many other journals, such as Police Chief Magazine, Law and Order, Canadian Police Chief magazine and Radio Resource. • Former President of the Vancouver Police Officers’ Mess. • Current Chair of the International Association of Chiefs of Police Information Management Section. Board of Directors • Current Chair, National Police Information Portal Governance Board He was awarded the BC Library Trustee “Super Trustee” award in 1999 and received a Chief’s Commendation in 2000 for his work on the E-Comm technology projects. In May 2007, he was invested by the Governor General as an “Officer” of the Order of Merit of Police Services.
