Woolley Annapolis The Governor is elected by the people for a term of four years from the second Wednesday in January next ensuing his election (Constitution, Art. 2, Sec. 2); the Secretary of State is appointed by the Governor, with the consent of the Senate, to hold office during the term of the Governor; all other officers are appointed by the Governor to hold office during his pleasure. The Secretary of State, in addition to his statutory duties, is the General Secretary to the Governor. The statutory duties of the Secre- tary are briefly as follows: His attestation of the Governor’s signa- ture to all public documents, commissions, pardons, w'arrants, procla- mations and the many other papers and certificates is required; he is the custodian of the records of the Executive Department; Certificates of Nomination of certain political candidates are required to be filed in his office and their names certified by him to the Election Super- visors for placement upon the ballot; he is a member of the Board of State Canvassers and prepares that Board’s minutes and certifications in addition to keeping the records of their meetings and of the election returns; employees of legislative counsels and agents are required to certify to him, under oath, whatever expenses have been incurred by them in connection with their activities for or against legislation be- fore the General Assembly; he is the custodian of the Great Seal of the State; railroad leases are filed in his office and he exercises gen- eral supervision over the detail work of the entire Executive Depart- ment which consists of the office of the Governor and Secretary of State. 4 MARYLAND MANUAL. GOVERNOR’S MILITARY STAFF. Governor Ritchie has determined not to appoint a military staff as provided for in Article 65 of the Annotated Code. He gave out the following explanation of his decision on the subject: ‘‘On the few occasions upon which, as Governor of the State, 1 may need military aides, I have, after much consideration, decided to have them assigned to me from those members of the National Guard who participated in the war, rather than appoint the customary honor- ary staff. ‘‘The staff, as it has been constituted in former years, would now receive, under the national defense act, no recognition at all from the Federal Government or the General Staff, and the desire of the War Department and the modern tendency in other States are both in favor of assigning to the Governor, as his personal aides, officers of appro- priate rank from the National Guard or from a veteran organization of the war, as is done in the case of the President. For instance, this is now required by law in New York, Florida, Montana, Utah, Ver- mont, Washington and other States. ‘‘Not only is this the logical and clearly proper thing to do from a military point of view, but it seems to me particularly appropriate at this time that military honors should go to those who won military fame in the war and who are now serving their State as members of the National Guard.” BOARD OF PUBLIC WORKS. Philip Beall Annapolis The Comptroller is elected by the people for a term of two years from the third Monday in January next ensuing his election, and ap- points all officers in his office. The Comptroller shall have the general superintendence of the fiscal affairs of the State; he shall digest and prepare plans for the improve- ment and management of the revenue, and for the support of the pub- lic credit; prepare and report estimates of the revenue and expendi- tures of the State; superintend and enforce the prompt collection of all taxes and revenue; adjust and settle, on terms prescribed by law, with delinquent collectors and receivers of taxes and State revenue; preserve all public accounts; decide on the forms of keeping and stat- ing accounts; grant, under regulations, prescribed by law, all warrants for money to be paid out of the Treasury, in pursuance of appropria- tions by law, and countersign all checks drawn by the Treasurer upon any bank or banks, in which the moneys of the State may, from time to time, be deposited; prescribe the formalities of the transfer of stock, or other evidence of the State debt, and countersign the same, Without which such evidence shall not be valid; he shall make to the General Assembly full reports of all his proceedings, and of the state of the treasury department, within ten days after the commencement of each session; and perform such other duties as shall be prescribed by law. Behrens Baltimore In general, the Constitution and laws of Maryland provide for the election, duties and qualifications of, the Clerk of. the Court of Ap- peals. The control and government of his office are co-ordinate with the powers of the Judges of the Court of Appeals. Appointments of Deputy Clerks are made with the approval of the Judges. His certifi- cation of records, Acts of Assembly, documents, etc., are the joint action of the Court and Clerk; but in some matters the authentications of the Court, Clerk and Governor of Maryland are required.     IN THE MOUNTIES WE TRUST: A Study of Royal Canadian Mounted Police Accountability by STEPHEN LORENZ WETTLAUFER A thesis submitted to the Department of Sociology in conformity with the requirements for the degree of Master of Arts Queen’s University Kingston, Ontario, Canada July, 2011 Copyright © Stephen Lorenz Wettlaufer, 2011 Abstract Police and Canadian citizens often clash during protests sometimes resulting in violent outcomes. Due to the nature of those altercations, there are few other events that require oversight more than the way police clash with protesters and there is a history of such oversight resulting in a number of Federal Parliamentary documents, Parliamentary Committee reports Task Force reports, reports arising from Public Interest Hearings of the Commission for Complaints Against the RCMP, and testimony at various hearings and inquiries which have produced particular argumentative discourses. Argumentative discourses that have a great effect on the construction of a civilian oversight agency of the RCMP is the focus of this thesis. This thesis examines how it is that different discourses, as represented by argumentative themes in these reports, intersect with one another in the process of creating a system of accountability for the RCMP. Through the lens of complaints that arise from protest and police clashes one may conclude that the current system of accountability does not adhere to a practice of protecting the most fundamental rights as prescribed by the Canadian Charter of Rights and Freedoms; nor would the currently proposed legislation contained within Bill C‐38 alter the system in a substantial way to allow for such protections. The power dynamic between the Commissioner of the Force and the Commission for Complaints Against the RCMP favours the police force in the current and proposed system.

    ^Andrew Johnson and the Philadelphia Election of 1866 HE TRADITIONAL image of Andrew Johnson's campaign tour during the congressional elections of 1866—the "swing Taround the circle," as it was called—is one of an ill-tempered, illiterate, semi-insane, and thoroughly undignified President thrash- ing madly through the North, harassed on all sides by gangs of ruffians instigated by the Radicals. The conclusion is that Johnson failed politically because he was unable to present his ideas in a sufficiently decorous manner. But it is questionable, when all is said and done, that political success is the natural result of political dig- nity. Certainly, the utterances of Thad Stevens or, better yet, Ben Butler during this campaign were not notably dignified, and, in any case, Johnson had spoken often in the North during the war and had been well received. What this suggests is that perhaps the real clue to his failure, in Philadelphia in particular and in the North in general, lies in what he was saying rather than in any fault of delivery. The essential issue was that of the Negro. The status of the Negro (the basic issue of Reconstruction and therefore of the 1866 election) was not decided in isolation but rather within the apprehensive atmosphere of the i86o's. Thus the "swing around the circle" should be viewed in the context of the Negro question and the general anxiety of the northern voter. The stage for the congressional elections of 1866 had been set by the clash between President Johnson and Congress in the spring of that year.

The following should be noted: Material included. There is a massive literature on the AGM, much of which deals with these issues en passant. Only sources with these issues at their core are cited. Material not included. Given the subject of the bibliography it should come as no surprise that certain parts of the literature are underrepresented due to the lack of enthusiasm, for example, of certain sectors of the security forces in making documentation publicly available.
