As in 2013 we received a superb welcome from the city. We continue to ask all attendees to complete an online feedback questionnaire. A good percentage complete this but I would urge all members to take the time to participate. It is incredibly useful to the conference office and FCC and does influence whether we visit a venue again and if we do, what changes we need to try and make. FCC Changes Following the committee elections at the end of last year there were a number of changes to the membership of FCC. Qassim Afzal, Louise Bloom, Sal Brinton, Prateek Buch, Veronica German, Evan Harris and David Rendel either did not restand or were not re-elected. All played a valuable role on FCC and will be missed. We welcome Jon Ball, Zoe O’Connell and Mary Reid onto the committee as directly elected members. FPC have elected two new representatives onto FCC and we welcome back Linda Jack and Jeremy Hargreaves in these roles. Both have previously served on FCC so are familiar with the way we work. One of the FE reps is also new with Kaavya Kaushik joining James Gurling as an FE rep on FCC.

    Nicol Stephen Speech to Liberal Democrats Spring Conference 2008 As we meet here in Aviemore we have good reasons to be confident. In Nick Clegg an outstanding new leader, with an inspirational first conference speech determined to double our number of MPs at Westminster And in our MPs the strongest team of powerful campaigners. To one of whom I give special mention today. He gave exceptional leadership at a time when our party needed it the most. Menzies Campbell has given huge commitment to this party and we give him our heartfelt thanks. At Holyrood, we now have five new MSPs – a young, positive, dynamic team and most spectacular of all our outstanding success in Dunfermline for Jim Tolson MSP – until this week the biggest earthquake we had seen for a generation. Reasons to be confident And none more so than our growing strength in local government Those Labour fiefdoms swept away after decades of one party rule. Now 13 councils with Liberal Democrats in government And some of Scotland’s most important councils led by Liberal Democrats the great cities of Edinburgh and Aberdeen; Aberdeenshire council all led by Liberal Democrats Our councillors do a fantastic job. We should thank all 167 of them for all that they have done - and do - to build the strength of our party. The biggest reason of all for our confidence and optimism is an enduring one. It is about what unites us all It is about liberalism The rights of the individual, decentralising power, fighting for communities standing up against injustice freedom, fairness, honesty the great values of liberal democracy.

I appreciate your welcome for the additional funding, totalling £1.6 million, that my colleagues and I have agreed to give local authorities for this purpose. This is additional to the fact that local government has along with other Scottish Government portfolios benefited from the £54.7 million of EU Exit funding consequentials, including the consequentials from the additional funding for councils announced by the UK Government mentioned in your letter, that were allocated through the 2019-20 Scottish Budget. I acknowledge the concerns that exist in local government and indeed all parts of the devolved public sector, including the Scottish Government, about the possible implications of EU exit and the absorption of additional costs in preparation. The outlook of course remains uncertain. As the position becomes clearer I and my officials will continue to maintain the fruitful and regular dialogue that we have been having with you, your officials and other local government stakeholders about EU exit preparation.
