INTRODUCTION Approximately 85% of international trade occurs via maritime transport by using either ocean transport, seaways or inland waterways, the role of maritime transport is considered to be crucial in international trades. These maritime trades are undertaken through large, medium and small ships and boats/dhows. While talking about the maritime trade in the Indian Ocean, the role of traditional wooden dhows cannot be overemphasized. These dhows sail throughout the year and especially are used with smaller secondary ports/anchorages. They have become a vital link with for trade with poorer and war torn countries like Somalia and Yemen. In Pakistan, Dhows have been engaged in cargo transportation since historic times. The trade through dhows is operated by Trading Agents. These agents are registered with local authorities and government agencies. Shippers complete paperwork and make payments in the agent’s office. These Trading Agents work on 3% of the freight value of the entire cargo as their commission. At present only three Trading Agents are engaged in the business of dhows in Pakistan they are M/s Noor Sons, M/s Al-Faizan and Lateef Trading Company. Whereas there were more than 20 companies operating in the past, most companies have left the business due to the deceasing trend of trade. One of the dhow shipping agents stated that only 80 to 100 Dhows from different countries come to Pakistan annually for trading, whereas, it was about 800 plus in the past (about 10 years back). At present, not a single Pakistani Dhow is engaged in trading. All the Dhows engaged in the transportation of goods from/ to Pakistan are not registered in Pakistan. They are mostly registered in Iran, UAE, Comoros, Togo, India etc. Registration in Pakistan was stopped in 2003 by the MMD department as quoted by one of the Trading Agents. Besides, there are so many other challenges to this very important economic activity. There is a growing fear that the traditional knowledge of dhow making in Pakistan is in danger of becoming extinct. This segment of maritime economy plays a significant role thus it is considered very important to preserve the traditional knowledge, bring innovations and mainstream it at par with emerging international trends. In the context above, this policy paper suggests necessary measures to strengthen and uplift the status of traditional dhow making and its business in Pakistan by highlighting the importance of traditional knowledge, significance in overall maritime economy of Pakistan, various issues and modern international utilization trends. This paper employs qualitative research methodology and has scrutenized the relevant primary and secondary sources of data / information with boat construction site visits and nine Key Informant Interviews of the relevant stakeholders i.e. Timber Merchants at Timber market, Boat Building Craftsman at Boat Building Yard at Machar Colony, Nakhodas (Captains) of Pakistani Dhows, the boat owner of biggest boat built in Pakistan, Dhows Trading Agents at Keamari, Nakhoda (Captain) of an Irani Dhow at Ghas Bandar Jetty KPT Karachi, Mercantile Marine Department Karachi, a Tour Operator at Marina 1 Club DHA Karachi and a Trading Agent at Kharadar Karachi. Pictures were taken during the field visit of boat construction site. Boat construction sites’ visits were done at Karachi and Gwadar for practical observations. 2. A BRIEF OVERVIEW OF DHOWS 2.1. Origin of Dhows Dhows, derived from the Arabic word dawa, are traditional boats used in the Indian Ocean, Persian Gulf and Red Sea regions. They were originally sailing vessels consisting of triangular sails. Conflicting theories exist as to whether dhows originated in India, the Middle East or East Africa; regardless, the dhow manufacturing industry was traditionally one of the most vital manufacturing industries of the Persian Gulf region. The Chinese till date, use traditional boats alike dhows, which go by the name of ‘Junks’. From as early as the 2nd century AD, junks were utilized to go to the sea and they developed at a fast pace in the period of the Song dynasty (960-1279). 2.2. Types of Dhows Dhows are different from other traditional cargo ships in various aspects. One of these is due to their structure and shape. The Dhows are also simple in their design, which enables them to have more space for hull cargo. Dhows have been designed for gulf-waters by enabling them to drift upon shallow waters and constructing them

(Devendra 1995: 211-238) PART I Hypothesis All Sri Lankan ships and watercraft developed from two basic forms that evolved out of the interaction between the inshore maritime environment and the biological resources of the island. Shared cultural links with, and technological forms prevalent in, south India were the other parameters. When Sri Lankan vessels eventually ventured farther out into the ocean, these basic forms underwent further and greater modification to fit the new environment. Contacts with foreign ships calling at Sri Lanka and experiences gained by sailing in foreign waters, exposed Sri Lankan mariners to types of craft and technologies that had originated in different parts of the Indian Ocean (and beyond).

    INTRODUCCIÓN Reseña histórica del diseño y la construcción naval Los orígenes de actividades humanas asociadas con la navegación marítima de acuerdo con evidencias arqueológicas datan de por lo menos 60000 años atrás, cuando los seres humanos arriban a las actuales tierras de Oceanía probablemente por mar desde el sureste asiático durante un período de glaciación atravesando el estrecho de Lombok que vincula el mar de Java (Archipiélago Malayo) con el Océano Índico. Sin embargo, el primer testimonio real lo constituye la denominada canoa Pesse, llamada así por la ciudad holandesa de Pesse, sitio donde fue descubierta, habiéndose datado su construcción en los años 10000 AC. Está constituida por el ahuecamiento de un pino, sus dimensiones son 3.0 metros de eslora y 0.44 metros de manga. Se encuentra en exhibición en el Fig. 1 - Canoa Pesse, actualmente en exibición en el Museo Drents (Holanda) Museo Drents en Holanda. Más adelante en el tiempo, datada entre los años 8500 y 8000 AC fue encontrada la segunda embarcación más antigua, ubicada en la localidad de Dufuna, Nigeria, en un sitio arqueológico correspondiente a la localización de un antiguo lago. Sus dimensiones principales son 8.4 metros de eslora y 0.5 metros de manga. Fig. 2 - Canoa Dufuna, exibida en el Museo Damaturu, Nigeria.     So Old a Ship:Twilight of the Arab Dhow by Marion Kaplan iving and working in Kenya as a free- lance photojournalist in the 1970s, it was my good fortune to be assigned Lby National Geographic to do a story on Arab dhows. These wooden ships had with- stood change in the Indian Ocean for more than 2,000 years, but their numbers were then in rapid decline. In the early years of the 20th century, between 600 and 700 wooden dhows with their great billowing sails would arrive each year in Mombasa, Kenya, with the monsoon from Muscat and Oman, Arabia and India. In the 1930s and ’40s, their number exceeded 200, but by 1970 the dhows were being pushed off their ancient trading routes by speedy freighters and containerization. The year I embarked on my expedition, the number making the seasonal voyage had diminished to fewer than fifty. I spent five months on the venture. In Kuwait, I joined the crew of a small dhow as a passenger for a trip through the Persian Gulf; in Dubai, I transferred to a large seagoing dhow called a “boom” for a voy- age down the African coast, ultimately bound for Mombasa.   • Persian Gulf Sailing
    Persian Gulf Sailing Ali Parsa In 1998 a shipwreck was found near the Indonesian island of Belitung. The cargo was almost 60,000pieces of Imperial quality Chinese ceramics, some fine porcelain pieces and silver and gold artifacts. Some of the pieces had dates on them which established the date of the cargo to be 826 AD, almost 1,200 years ago. The ship was a hand-made wooden craft, better known these days as a dhow. This magnificent find shows there was maritime trade between China and the Middle East at least 1,200 years ago, and also it shows that Persian Gulf sailors sailed very long expanses of the oceans much earlier than previously thought. Even today you can see these hand-made wooden vessels used in the waters of the Persian Gulf, the Arabian Sea and the Indian Ocean, albeit without sails and using diesel engines. What is a dhow? Dhow is the English name for many kinds of traditional Middle Eastern, African and Indian wooden ships and boats. The term is not used in those areas by the native people. In the Persian Gulf the term Jahazat (which is Arabic for ‘vessels’) is used instead of dhows. There are unique names for many kinds of dhows, depending onthe hull shape and also on the locality. Some of these names are: Baghlah, Mashwah, Shouii, Badan, Kouti, Battil, Boum, Sanbouk, Parakeh, Fellukeh, Ghoncheh. Many of these names are specific to locations and some are no longer in use, as the hull itself is no longer built. Of these, the boumhas been considered by local sailors to be the best ocean-going vessel through the centuries.
