Present: Councillors Browne (Mayor), Chadwick (from minute 126/19), Corp, Goodman, Ham, Page, Taylor, Tiffin, Thomas and Wells . Also in attendance Mrs V Brice, Town Clerk together with one member of the public (for part of the meeting) 125/19 Apologies for Absence County Councillor Taylor and District Councillor Scott had given their apologies. [Apologies from the police representatives were received by the Clerk after the meeting] RESOLVED: that apologies from Councillor Bridgeman (ill health) and Councillor Williams (family commitment) be received and approved accordingly. 126/19 Minutes of the Council Meetings held on 21st October 2019 Members received the above minutes. Councillor Thomas gave a brief update on her research to date on environmental/carbon neutral matters. She would continue to investigate ways in which the Council could help the community and its environment. During this item, Councillor Chadwick joined the meeting. RESOLVED: 1) that the minutes of the Council meeting held on 21st October 2019 be approved as a correct record and be signed by the Chairman subject to minute 120/19 being amended to refer to the 2020/21 precept. 2) That “Becoming a Sustainable “Carbon Neural” Community” be included as a standing report on the council agendas. 127/19 Declarations of Interest and Applications for Dispensations Councillor Browne – declared a Disclosable Pecuniary Interest in relation to planning application 02/16/00030 (relating to the erection of up to 80 dwellings on land to the South of Houlgate Way) living close to the site and would leave the meeting should the application be considered (minute 133/19(d) refers). Councillor Goodman – declared a Disclosable Pecuniary Interest in relation to planning application 17/10/00034 (relating to leaving residential development on land at Steart Farm, Wedmore Road, Cheddar) application due to proximity of her husband’s business/land and would leave the meeting during consideration of this application (minute 133/19(i) refers) Councillors Ham declared a personal interest in the item relating to the Christmas Trees donation, being Chairman of the Sports and Social Community Association (minute 134/19(b) Councillors Page declared a personal interest in the item relating to the Christmas Trees donation, being a member of Sports and Social Community Association (minute 134/19(b). There were no applications for dispensations. 128/19 Public Participation – the member of public just wished to observe the meeting. 129/19 Reports Police No report had been received at the time of the meeting. County Councillor Taylor County Councillor Taylor had provided a briefing report which had been made available members. District Councillor Mrs Scott District Councillor Scott had provided a written report on the Somerset Waste Partnership “Christmas Times” with tips for becoming more environmentally friendly (Oyez) and Sedgemoor’s Investors in People accreditation. 130/19 Outside Representative Reports Axbridge Community Partnership No report Axbridge and District Museum Councillor Wells reported on various points raised at the trust meeting Trust on 15th October 2019 (to be circulated). This included changes to trustees and roles. A treasurer for the trust was still sought (Oyez). Cluster Group The Cluster Group meeting would be held on 20th October 2019. Councillor Taylor would attend with the Clerk. Community Health and Well-being The Poetry and Short Story group would be further promoted and had been re-named “Axe-vale Poetry and Short Story Group” and was open to any-one with an interest in attending.

SMART ABSTRACT Three underground streams were dye traced as many as twenty-four times, at various Hows between the extremes of Hood and drought. This systematic study, the first of its kind to our knowledge, has shown that: 1. Travel time (the time between input of dye at the swallet and its first arrival at the resurgence) is inversely proportional (1:1) to mean resurgence outpul over the same period. This is characteristic of simple phreatie streams, which should be distinguishable using graphic analysis from vadose and complex phrcatic streams. 2. Rhodamine WT dye. the most stable of the common fluorescent dyes, Ls progress ively lost, to a significant and unpredictable extent, in transit from swallci to resurgence. Successful tracing therefore requires more dye at low flows than at high flows. BACKGROUND Water tracing in the Mendip caves has a long and distinguished history (Barrington and Stanton 1977, 209-213). The early experimenters, beginning at Wookey Hole Cave (ST 532.480) in 1860, used chaff, dyes or coloured powders, hoping for results visible to the naked eye. The modern phase of water tracing began in 1965 using the spores of a moss, Lycopodium clavatum, which were flushed down the swallets and caught at the resurgences in plankton nets. For the first time the tracing agent could not be detected by the unaided senses, and some attempt at quantitative analysis of results could be made (Atkinson, Drew and High 1967; Drew, Newson and Smith 1968).

    Cheddar Valley Railway Walk - Distance: 7 miles Walking Time : 4 hours 21 Winscombe Circular GRADE: Hard 4 This walk follows the Cheddar Valley Railway Walk to Maps: Axbridge before striking north to the top of Callow Explorer 141 Cheddar Gorge and Hill, returning to Winscombe via Shipham. The walk Mendips Hills West involves one substantial climb and affords magnificent 1:25 000 scale views across the Bristol Channel and Somerset Levels.
