G.O.(Rt)No.338/2016/Plg, dated 29/08/2016. 3.Letter No.1340/2015/KDP/DPO/KSD., dated 07/10/2016 & 11/11/2016 of District Collector, Kasaragod. 4.G.0.(Rt)No.26/201 7/Plg,dated 19/01/2017. 5.Mintites of the meeting of State Level Empowered Committee held on 24.01 .2017. ORDER As per the G.O. read as first paper above Government have constituted an Empowered Committee for the implementation of Dr. P. Prabhakaran Commission Report• on Kasaragod Package. The Planning and Economic Affairs Department is the Administrative Department for the implementation of the Package. 2. Government have earmarked Z 87.98 crore under the H/A 2551-60-101 -97 during the financial year 201 6-17 for Kasaragod Development Package. As per G.O. read as 2 nd paper above sanction has been accorded for an amount of 15 laks for the construction of RDO Quarters and ! 5,91,143/- for the furnishing works. Vide the G.O read as 411 paper above revised Administrative Sanction has been accorded for the construction of a VCB at Poyya Nekkala Manjeswar in VorkSdy Panchayath for an amount of ! 75 lakh and Construction of a VCB across Muchilot Thodu in Ward No.5 in Karadka Panchayath in Kasaragod District for Z 60 lakh. Hence total allocation made under the package during this financial year is !70,91,143/-. 3. As per letters read as 3 1d paper above, the District Collector, Kasaragod has forwarded proposals (78 numbers) for new projects 2016-17 in respect of various works come under Kasaragod package and requested to accord Administrative Sanction for a total amount of Z 12309.95 lakh and to allot an amount of Z 6335.91 lakh for 2016- 17 for implementing this work. 4. The State Level Empowered Committee met on 24/01/2017 considered these proposals and recommended to approve the various works come under Kasaragod package. 5.Government after examining the recommendation of SLEC in detail, are pleased to accord Administrative Sanction for a total amount of ? 12309.95 lakh (One hundred andi twenty three crore nine lakh and ninety five thousand only) in respect of 78 works come nder Kasaragod Package as detailed in the Annexure appended to this order. 6. Se )n is also accorded for release of an amount of !6335.91 Iakh (sixty three crore thirty lakh and ninety one thousand Only) provided in the current Financial Year 2016-17 for ementing the work. 7. The 'enditure for this purpose will be debited under the Head of Account 2551-60-101-97 in current year's budget. CRD works in close association with Developmental Agencies under various programmes and schemes. The core activity of the organization consists of Planning, Executing and Monitoring of Integrated Watershed Management Programmes. In the reporting period, The Local Self Government Department of Government of Kerala have accredited CRD as one of the Service Providers to implement Sanitation programmes through the Gramapanchayats. In the reporting period, we have completed the participatory study project supported by NABARD to explore the farm practices of 101 select farmers and to publish the details in a book form. This book, lead farmers series-I was released by the CGM, NABARD. In the year 2009, we have been appointed by National Bank for Agriculture and Rural Development (NABARD) as the Resource Support Organization (RSO) for its Watershed Projects in Kasaragod District under Prime Minister’s Distressed District Package Programme for three years. On successful completion of the implementation of RSO project, NBARD has extended the project for two more years. It is a great achievement for us that CRD to prepare Detailed Project Reports (DPR) for the three cluster watershed projects with a total area coverage of 16738 Ha under Integrated Watershed Management Programme (IWMP) of the Government in Parappa and Kanhangad Block Panchayats of Kasaragod DT.

    1. INTRODUCTION 1.1. History Kasaragod, the northernmost district of Kerala, is endowed with rich natural resources and is noted for its majestic forts, ravishing rivers, hills, green valleys and beautiful beaches. The rich and varied cultural heritage of the district is portrayed through spectacular presentations of Theyyam, Yakshagana, Poorakkali, Kolkali and Mappilappattu. Seven languages are prevalent in Kasaragod. Malayalam is the administrative language. Other languages are Kannada, Tulu, Konkani, Marati, Urdu and Beary.Prior to State reorganization, Kasaragod was part of the South Kanara district.Kasaragod became a part of Malabar district following the reorganization of States and formation of unified Kerala State. Later, Kasaragod Taluk of Malabar district was bifurcated in to Kasaragod and Hosdurg Taluks and integrated with the then newly formed Cannanore district. Kasaragod became part of Kerala following the re-organization of states and formation of Kerala in 1st November 1956.The district was Kasaragod Taluk in Kannur District.The formation of Kasaragod district was a long felt ambition of the people.It is with the intention of bestowing maximum attention on the development of backward area, Kasaragod district was formed on 24th May,1984 as per GO (MS)No.520/84/RD, Dated 19.05.1984 by taking Kasaragod and Hosdurg taluks from the then Kannur district.The name Kasaragod is said to be derived from the word Kasaragod which means Nuxvemied Forest(Kanjirakuttam). 1.2. Physiography Kasaragod is bounded on the north and the east by Dakshina Kannada and Coorg districts of Karnataka State, on the south by Kannur district and on the west by the Lakshadweep Sea.
