Multiple reasons including decline of its river systems, loss of large extend of wetlands and paddy fields, increasing demand, over-exploitation of available resources, pollution, etc., have contributed to this scarcity. The Groundwater Resource Potential of Kerala, as per the Groundwater Evaluation Committee (2012) is 6029 Mm3. This is only around 12-13% of the total utilisable water availability in the state. However, groundwater plays a crucial role in meeting the water requirement of the state, especially its domestic water requirement. As per Census 2011, about 62% of the population of Kerala depend on groundwater for the purpose of drinking water. Bulk of this is from around 65 lakh open wells. The Kerala Water Authority reported that during the year 2003, 48% of the then total 45 lakh wells in the state dried up during summer. This percentage must have increased as more and more wells are becoming seasonal. Dr. Ajaykumar Varma, the author of this report, says, “The hydrological importance of the river systems, wetlands, ponds, tanks, irrigation canals, etc., in sustaining the groundwater system is either not understood or not taken seriously at the grassroots level and, therefore, the environmental abuse on these systems is on the increase. The thick and highly porous and permeable sand bed in rivers is now more or less removed thereby the river bed storage of water for the lean season is almost lost. As a result,

CRD works in close association with Developmental Agencies under various programmes and schemes. The core activity of the organization consists of Planning, Executing and Monitoring of Integrated Watershed Management Programmes. In the reporting period, The Local Self Government Department of Government of Kerala have accredited CRD as one of the Service Providers to implement Sanitation programmes through the Gramapanchayats. In the reporting period, we have completed the participatory study project supported by NABARD to explore the farm practices of 101 select farmers and to publish the details in a book form. This book, lead farmers series-I was released by the CGM, NABARD. In the year 2009, we have been appointed by National Bank for Agriculture and Rural Development (NABARD) as the Resource Support Organization (RSO) for its Watershed Projects in Kasaragod District under Prime Minister’s Distressed District Package Programme for three years. On successful completion of the implementation of RSO project, NBARD has extended the project for two more years. It is a great achievement for us that CRD to prepare Detailed Project Reports (DPR) for the three cluster watershed projects with a total area coverage of 16738 Ha under Integrated Watershed Management Programme (IWMP) of the Government in Parappa and Kanhangad Block Panchayats of Kasaragod DT.

    1. INTRODUCTION 1.1. History Kasaragod, the northernmost district of Kerala, is endowed with rich natural resources and is noted for its majestic forts, ravishing rivers, hills, green valleys and beautiful beaches. The rich and varied cultural heritage of the district is portrayed through spectacular presentations of Theyyam, Yakshagana, Poorakkali, Kolkali and Mappilappattu. Seven languages are prevalent in Kasaragod. Malayalam is the administrative language. Other languages are Kannada, Tulu, Konkani, Marati, Urdu and Beary.Prior to State reorganization, Kasaragod was part of the South Kanara district.Kasaragod became a part of Malabar district following the reorganization of States and formation of unified Kerala State. Later, Kasaragod Taluk of Malabar district was bifurcated in to Kasaragod and Hosdurg Taluks and integrated with the then newly formed Cannanore district. Kasaragod became part of Kerala following the re-organization of states and formation of Kerala in 1st November 1956.The district was Kasaragod Taluk in Kannur District.The formation of Kasaragod district was a long felt ambition of the people.It is with the intention of bestowing maximum attention on the development of backward area, Kasaragod district was formed on 24th May,1984 as per GO (MS)No.520/84/RD, Dated 19.05.1984 by taking Kasaragod and Hosdurg taluks from the then Kannur district.The name Kasaragod is said to be derived from the word Kasaragod which means Nuxvemied Forest(Kanjirakuttam). 1.2. Physiography Kasaragod is bounded on the north and the east by Dakshina Kannada and Coorg districts of Karnataka State, on the south by Kannur district and on the west by the Lakshadweep Sea.
