The cumulative number of projects and initiatives that are to affect the area of the Birdshill CPO / NA along with multiple government actions are moving fast. The pace is such I have not been able to make time in past three months to distill documents, convene meetings, discuss issues, and develop resolutions to codify explicit Birdshill CPO n{A positions with respect to issue deliberation and action choices of multiple governing bodies and committees. Testimony to be delivered to Lake oswego City council (Locc) and Portland city council (PTCC) will in part reflect inferences from numerous, about 200, existing Birdshill CPO / NA resolutions in gist format and discussions over the past two years. Overview Indifferent treatment of issues wrt the Birdshill CPO / NA was on full display when I presented 20 pages of about 200 resolutions (above f,rle) in gist format to the [,¿rke Oswe_go Pa.$.Uing C]on]mission (LOPC) on 2013 May 29 Wednesday 18:00 U (6:00 PM PT). At this annual meeting the LOPC acts as the Lake Oswego Committee for Citizen Involvement (LCCI). This committee is required under Oreqon Land I Jse Go¿rl Olje: Citizen Involvemen!. I did make cornments on transmitted resolutions in gist format but the LOPC/LCCI ignored myself and most of the limited number of citizens present during Agenda item 6.0, when it was acting as the Lake Oswego Committee for Citizen Involvement (LCCI).

This was to avoid a 0.5 mile trek uphill on Terwilliger Bike Path to Underhill Road cut through path (unauthorized by Oregon State Park Department but in existence since Terwilliger Bike Path installation circa l9l2) pushing my mother and sixty one year resident of the Birdshill CPO / NA in a wheel chair. A bit arduous. So much for the concept in the LOCPU of a twenty minute neighborhood based on a walk that has not been substantiated with a percent slope map. Note the grade on this segment is about an average of 60/o - that is a six foot vertical rise for a horizontal run of every 100 feet of travel, STEEP. This also dovetails into a 40 year old concept for a pedestrian bridge across the Tryon Creek ravine conceived at the time of Tryon Creek State Park formation circa 1970. Margie asked me to follow-up on your complaint, and to report back to you what I was able to find. So far I have looked at the public notice requirements, and have been trying to understand the formation of the Community Advisory Committee (CAC). At this time, we are not aware of a mandatory requirement that you, as chair of an interested neighborhood association, be a member of the CAC. However, we are still gathering information about how the group was formed, how people were chosen to be on the CAC, and how the group requirements, such as number of members and geographic representation, were determined. We will continue to update you in the process.

We do have some information for you regarding public meeting notice:

Our offÌce spoke with representatives from the Mayor's Office and the Bureau of Environmental Services (BES). Although it appears that the newly formed committee did not initially adhere to public notice requirements, BES is now aware of its obligation to publicize the meetings in accordance with notice requirements applicable to public bodies. BES has indicated that it is taking the following steps to remedy the situation going forward:

. Sending email notification to the chairs of eight (8) adjacent Lake Oswego neighborhood associations including: Birdshill, FirstAddition/Forest Hills, Evergreen, Lakewood, Old Town, Foothills, Riverdale, Multnomah County Office of City lnvolvement, SWNI, and Collins View. These notifications should include notice about upcoming CAC meetings, as well as oversight meetings. They should also include information about the upcoming agenda topics. . Providing information to The Lake Oswego Review (a Pamplin paper), The Oregonian, and the "Hello LO" city newsletter of upcoming meetings, including agenda information for their calendar listing sections. . BES was unable to make The Oregonian's calendar llsting for the July 11 meeting, but did put a public notice ad which ran on Saturday, July 7. Now that the deadlines are known, BES will make sure to get the updates to The Oregonian on time. . As a side note, Margie did relay her concern that the formation of the committee did not conform to public involvement best practices to the Offlce of Neighborhood lnvolvement's program coordinator, Afifa Ahmed-Shafi. Afifa manages the Public lnvolvement Advisory Council (PIAC), which is working toward getting the City's bureaus and offices to voluntarily adopt and implement public involvement best practices. PIAC does not respond to individual complaints nor does it act as an enforcement authority; however having anecdotal support will help the council determine which areas need to be addressed on a systemic level going forward.
