In this instance, Ecotourism as a developmental tool and a tool for biodiversity planning and conservation for Belize is emphasized. This document highlights the potential of ecotourism as an economic activity that will: contribute to the sustainable economic and social development of the country and contribute to environmental and cultural heritage preservation, while ensuring the participation of the local communities and other stakeholders in the process. Overview of present state of Tourism Development in Belize: 1.1 Relative importance in the national economy Tourism is currently the most important contributor to Belize’s economy. According to the figures presented by the Belize Tourism Board for the year 1999, tourism contributes to approximately 18 percent of the Gross Domestic Product (GDP), 23 percent of the GDP with indirect economic benefits complied, 25 percent of total foreign exchange earnings and 1 in 4 jobs. The trend for the past ten years (1990 - to present) shows a steady increase (reflected in the Annex). Renewed investor confidence, an integrated tourism strategy and clear policy direction will set the platform for further economic growth while protecting Belize’s rich natural and cultural resources. Given the increasing economic importance of tourism to Belize’s economy, the Ministry of Tourism and Youth has embarked on the development of a new strategic platform for tourism. -

Management Plan for the Community Baboon Sanctuary Linking Conservation and Sustainable Development 2013-2018 CBS Management Plan 2013-2018 Funding Provided by: Prepared by: Dr. Jon Lyon Department of Biology Merrimack College North Andover, MA 01845 USA 31 August 2013 2 CBS Management Plan 2013-2018 Executive Summary The Uniqueness of the Community Baboon Sanctuary The Community Baboon Sanctuary (CBS) was established in 1985 and is located on the northern coastal plain of Belize. It is geographically centered on the Village of Bermudian Landing in the lower Belize River Valley (Longitude 17o 55’ 65”N; Latitude: -88o 53’ 07” W). The CBS is an IUCN Category IV protected area but it is a Community Conserved Area where individual landowner participation is completely voluntary and based on a pledge system. The present membership is some 170 landholders and includes members of seven area villages, Flowers Bank, Scotland Half-Moon, Isabella Bank, St. Paul’s Bank, Willows Bank, Double Head Cabbage, and Bermudian Landing. The CBS covers some 14,800 acres. The Community Baboon Sanctuary (CBS) is unlike any other protected area or wildlife sanctuary in Belize. The nature and functioning of the CBS is completely embedded within the seven Belize River Valley communities that comprise it and it is inextricably linked to the Kriol culture and history of the region. The sanctuary nature of the CBS exists because of the long-held cultural appreciation for the black howler monkeys (Alouatta pigra) by the people that co-inhabit the region. Villagers in the Belize River Valley have very rarely ever hunted howlers for food and rarely engaged in capturing them for pets or the pet trade. -

Chapter 7 In Appreciation of Our Partners We hope that all our members and friends are constantly aware of our deep appreciation for the support we have received through the present time. It is appropriate at the time of our 30th Anniversary to say “thank you” to all who have helped make the Society what it is today. The efforts of local members and organizations have made major contributions to BAS’ success. We have been able to triple the impact of these efforts using the technical and fi nancial assistance of our international partners. While it is our intention to give recognition to all those who have contributed, we apologize to anyone we have inadvertently omitted. For 15 years the Belize Audubon Society was the only environ- mental organization in Belize. By the end of the 1980’s, BAS had the pleasure of endorsing the formation of the Belize Center for En- vironmental Studies, the Belize Zoo and Tropical Education Center, and Programme for Belize, which form the basis of Belize’s cohesive environmental community. Belize Center for Environmental Studies In the fall of 1984 the Belize Environmental Country Profi le was released. It had been prepared by Robert Nicolait and Associates under a contract from the United States Agency for International Develop- ment. This contract formed the basis for the formation of the Belize Center for Environmental Studies (BCES) under the direction of Lou Nicolait. For the next twelve years the BCES worked closely with the BAS and other organizations in Belize on a variety of environmental studies. Most notable of these studies was their focus in the Toledo District on a large area of contiguous protected areas from the ridge of the Maya Mountains to the sea. -

Abstract_________________________________________________ As a result of the traditional “top-down” approach to protected area management, the livelihoods of communities within and surrounding protected areas have been impacted all over the world for the sake of conservation projects. In order to address this disparity of interests between local communities and natural resource managers, a movement in protected area management has recently emerged to include local participation in the management of these areas. This new paradigm, or co-management, decentralizes the decision-making power from solely government agencies to one of shared governance with local communities (Lane 2001). This paper provides an assessment of a co- management project and its components for two sites in Belize, Central America: Crooked Tree and Cockscomb Basin Wildlife Sanctuaries. The project makes a critical examination of the elements that are either ameliorating or hindering the successful inclusion of the local communities into the decision-making processes and management of the natural resources. Since the mid-1980s, the Government of Belize has relinquished authority for eight protected areas to the Belize Audubon Society, a national NGO, through a signed Memorandum of Understanding. -

Belize Audubon Society MissionMission StatementStatement “The Belize Audubon Society is a non- governmental membership organization dedicated to the sustainable management of our natural resources through leadership and strategic partnerships with stakeholders in order to create a balance between people and the environment.” HistoryHistory ofof BASBAS • Established in 1969 as an arm of the Florida Audubon Society (oldest & largest conservation NGO in Belize). • The Society had assumed independence in 1973 and began to lobby for PA establishment while promoting IUCN classification (Munro, 1981). The organization was aware that under these classifications these areas could gain international support and recognition. • BAS became the first environmental NGO in Belize and the only one that managed large tracts of public PAs. • BAS signed a Memorandum of Understanding (MOU) with GOB in 1996 to manage 150,000 acres within six PAs established under the National 14 Park System Act (NPSA) (1981).
