Viddal Vodú Chic: Cuba’s Haitian Heritage, the Folkloric Imaginary, and the State Abstract Hundreds of thousands of Haitian agricultural laborers arrived in Cuba to cut cane as the Cuban sugar industry was expanding between the 1910s and the 1930s, and many settled permanently on the island. Historically, Haitian laborers occupied the lowest strata in Cuban society. Until relatively recently, the maintenance of Haitian traditions in Cuba was associated with rural isolation and poverty. Today however, the continuation of Haitian customs is no longer associated with isolation, but exactly the opposite. Cuba’s Haitian communities are increasingly linked with cultural institutes, heritage festivals, music promoters, and the tourism industry. In Cuba’s socialist economy, “folklore” is a valuable resource that demonstrates the unity of a multi-racial and multi-ethnic nation and attracts tourists. Music, dance, and rituals associated with Vodú have been re-imagined for the public stage. The “folkloric imaginary” creates new careers and opportunities for people of Haitian descent in Cuba. Haitiano-cubanos themselves have found innovative ways to transform the once abject into the now exotic, and are currently gaining a public presence in Cuba through folkloric performance. iii Table of Contents 1. Photo Credit: Action Sports/Shutterstock The Trump administrations decision to ban commercial flights from the U.S. to Cub an destinations other than Havana could cause complications for tour operators. However, where needed, operators will have the option to use charter flights as an alternative. The latest restrictions, which take effect during the second week of December, will put an end to daily American Airlines flights from Miami to the Cuban cities of Camaguey, Hoguin, Santa Clara, Santiago and Varadero. JetBlue will end flights from Fort Lauderdale to Camaguey, Holguin and Santa Clara. In a letter requesting the Department of Transportation to issue the new rules, secretary of state Mike Pompeo wrote that the purpose of restrictions is to strengthen the economic consequences of the Cuban governments "ongoing repression of the Cuban people and its support for Nicholas Maduro in Venezuela." The restrictions dont directly affect all Cuba tour operators. For example, Cuba Candela flies its clients in and out of Havana only, said CEO Chad Olin. But the new rules will force sister tour operators InsightCuba and Friendly Planet to make adjustments, said InsightCuba president Tom Popper. In the past few months, he explained, Friendly Planet’s "Captivating Cuba" tour and InsightCubas "Classic Cuba" tour began departing Cuba from the north central city of Santa Clara. Now those itineraries will go back to using departure flights from Havana. As a result, guests will leave Cienfuegos on the last day of the tour to head back to Havana for the return flight.

    \. / '• ,-') HHHaitiHaaaiiitttiii # l~- ~~- J;,4' ). ~ History ' • The native Taino Amerindians inhabited the island of Hispaniola when discovered by Columbus in 1492 and were virtually annihilated by Spanish settlers within 25 years. • In the early 17th century, the French established a presence on Hispaniola, and in 1697, Spain ceded the western third of the island to the French which later became Haiti. • The French colony, based on forestry and sugar-related industries, became one of the wealthiest in the Caribbean, but only through the heavy importation of African slaves and considerable environmental degradation. • In the late 18th century, Haiti's nearly half million slaves revolted under Toussaint L'Ouverture. After a prolonged struggle, Haiti became the first black republic to declare its independence in 1804. The poorest country in the Western Hemisphere, Haiti has been plagued by political violence for most of its history. • After an armed rebellion led to the departure of President Jean-Bertrand Aristide in February 2004, an interim government took office to organize new elections under the auspices of the United Nations Stabilization Mission in Haiti (MINUSTAH). Continued violence and technical delays prompted repeated postponements, • Haiti inaugurated a democratically elected president and parliament in May of 2006. • Immigration: Immigrants to the US encounter the problems and difficulties common to many new arrivals, compounded by the fact that the Haitians are "triple minorities": they are foreigners, they speak Haitian Creole that no one else does, and they are black. • Results from Census 2000 show 419,317 foreign-born from Haiti live in the U.S., representing 1.3 percent of the total foreign-born population of 31.1 million and 0.1 percent of the total population of 281.4 million.

    Engaging the Haitian Diaspora Emigrant Skills and Resources are needed for Serious Growth and development, not Just Charity By Tatiana Wah ver the last five decades, Haiti has lost to the developed and developing world a significant amount of its already meager manpower resources, O largely in the form of international migration. This has led to a significant pool of skilled human capital residing mostly in the Dominican Republic, the United States, and Canada as diaspora communities. Some estimates show that as much as 70 percent of Haiti’s skilled human resources are in the diaspora. Meanwhile, it is increasingly argued that unless developing nations such as Haiti improve their skilled and scientific infrastructures and nurture the appropriate brainpower for the various aspects of the development process, they may never advance beyond their current low socio-economic status. Faced with persistent underdevelopment problems and with language and cultural barriers, international aid agencies, development scholars, and practitioners are increasingly and loudly calling for diaspora engagement programs. The processes required to construct successful diaspora engagement strategies for Haiti’s development, however, are not well understood and consequently merit serious attention. Programs make implicit and explicit assumptions about diaspora members that do not apply to the general understanding of how émigrés build or rebuild their worlds. Programs fail to place strategies within the larger framework of any national spatial-economic development plan or its implementation. Cur- rent engagement strategies treat nationalistic appeals and diaspora consciousness as sufficient to entice members of the diaspora to return or at least to make indi - rect contributions to their homeland.

    NORTHWESTERN UNIVERSITY Dictating Manhood: Refiguring Masculinity in Haitian Literature of Dictatorship, 1968-2010 A DISSERTATION SUBMITTED TO THE GRADUATE SCHOOL IN PARTIAL FULFILLMENT OF THE REQUIREMENTS for the degree DOCTOR OF PHILOSOPHY Field of French and Francophone Studies By Ara Chi Jung EVANSTON, ILLINOIS March 2018 2 Abstract Dictating Manhood: Refiguring Masculinity in Haitian Literature of Dictatorship, 1968- 2010 explores the literary representations of masculinity under dictatorship. Through the works of Marie Vieux Chauvet, René Depestre, Frankétienne, Georges Castera, Kettly Mars and Dany Laferrière, my dissertation examines the effects of dictatorship on Haitian masculinity and assesses whether extreme oppression can be generative of alternative formulations of masculinity, especially with regard to power. For nearly thirty years, from 1957 to 1986, François and Jean-Claude Duvalier imposed a brutal totalitarian dictatorship that privileged tactics of fear, violence, and terror. Through their instrumentalization of terror and violence, the Duvaliers created a new hegemonic masculinity articulated through the nodes of power and domination. Moreover, Duvalierism developed and promoted a masculine identity which fueled itself through the exclusion and subordination of alternative masculinities, reflecting the autophagic reflex of the dictatorial machine which consumes its own resources in order to power itself. My dissertation probes the structure of Duvalierist masculinity and argues that dictatorial literature not only contests dominant discourses on masculinity, but offers a healing space in which to process the trauma of the dictatorship. 3 Acknowledgements There is a Korean proverb that says, “백지장도 맞들면 낫다.” It is better to lift together, even if it is just a blank sheet of paper. It is anticipated that a greater number of Flight Data Analysis Programs will lead to significantly greater safety levels through analysis of critical event sets and incidents. Action: The FDAP working group is requesting support for greater implementation of FDAP/FDMP throughout the Pan American Regions and consideration of new ICAO standards through the actions outlined in Section 4 of this working paper.
