Minutes of the Parish Council Meeting of Wortham & Burgate Parish Council at Wortham Village Hall on Tuesday April 2nd 2019 at 7.45pm.

1. To consider accepting apologies for absence - None 2. To approve the minutes of the previous parish council meeting/s - PC Minutes February ​ unanimously approved 3. To record declarations of Interest from members in any item to be discussed - Cllr D ​ Ling item 9.6 Personal & Prejudicial. Cllr Ling to leave the room whilst Item 9.6 is discussed. 4. To consider dispensations from members in any item to be discussed - None 5. To adjourn the meeting to allow public participation: ​

To receive residents questions or comments - Residents living in the area of Union Lane Wortham contacted the PC regarding the issue of large lorries driving down Union Lane and connecting lanes when delivering to Anglia Autoflow. A resident explained to the PC that the vehicles using these lanes were too large for the size of the road and were getting stuck on corner and verges, causing considerable damage. Cllr Fleming suggested that the PC contact the Engagement Officer at Highways to report the problem. Clerk to contact Suffolk Highways and liaise with a resident as a point of contact for the group.

A140 Roundabouts – the planning application for two roundabouts on the A140 at Yaxley and ​ th Thrandeston are due to go to the County Council planning committee on 30 ​ April. Construction is ​ anticipated this summer.

th Suffolk Walking Festival - This year’s 12 ​ Festival launches on Saturday 11 May at West Stow ​ ​ Country Park. There is something for everyone: rambles, long hikes; family, history, nature, story-telling, boat trips, train rides, and military vehicles. The challenge walk covers over 80 miles in five days, it will start in and finish in Christchurch park. All walks are ticketed in advance. st Extended Hours at Suffolk Recycling Centres – As pf 1 ​ April, Suffolk County Council’s 11 ​ ​ centres will open from 9am to 5pm every day (including Sundays, but NOT Wednesdays) from Monday 1 April to September. On Thursdays from May to August, all sites will be open until 7pm - a good opportunity for residents to recycle on their way home from work

th Womens OVO Cycle Race -.On Monday June 10 ​ the opening stage of Britain’s longest-running ​ ​ professional women’s race - which forms part of the prestigious UCI Women’s World Tour series - will pass through and via Walsham, Thornham Magna and Yaxley. To receive the Clerk’s report & o/s actions from last meeting: (For information only) ​ The Clerk contacted the Environment Agency regarding the burning of waste on premises at Great Green. No response to this complaint has been received. All nomination papers were delivered to the Electoral Services Team at Eye and 11 papers were confirmed as accepted. One nomination paper was refused as the nomination form was incorrectly completed. This nominee can be co-opted at a meeting after May 2nd. The PC Accounts were prepared for approval at the PC Meeting.

9. To consider, agree and/or note new planning applications: ​ ​ 9.1 To receive an update on the removal of materials from common land at South View, Furze Way - No recent works have been carried out to remove remaining gravel, hardcore or electrical cables. The PC to continue to monitor.

9.2 To receive an update on planning issues at The Oak Trees, Great Green - No update

9.3 To receive an update on planning appeal - AP/18/00129 - Honey Pot Farm Caravan Park, Bury Road, Wortham, Diss Suffolk IP22 1PW- 5 Dwellings - No update ​

9.4 To consider, discuss and agree on comments regarding new application DC/19/01064 ​ ​ - Easter Cottage, Buggs Road, Burgate, Diss Suffolk IP22 1QG - it was unanimously agreed that the PC had no comment to make on this application.

9.5 To consider, discuss and agree on comments regarding new application Listed Building DC/19/01065 - Easter Cottage, Buggs Road, Burgate, Diss Suffolk IP22 1QG - it was unanimously agreed that the PC had no comment to make on this application.

9.6 To consider , discuss and agree on comments regarding planning consultation request letter relating to planning consultation request letter relating to planning application DC/19/01020 - Land South Of Bury Road, Wortham IP221PW- remove option of 4 no affordable dwellings - It was unanimously agreed by the Cllrs present in the meeting room that the PC would object to the application. 10. To consider,discuss and agree on improvements to land and tracks at ​ ​ ​ Wortham School - The Head Teacher of Wortham School sent her apologies as she had ​ intended to come to the PC Meeting. The school sent grateful thanks to the PC for purchasing the land and tracks at the school. This item to be discussed at the next PC Meeting.

11. To receive an update on application for Adverse Possession of Common Land - The application was rejected by Land Registry. The clerk to contact Suffolk CC Legal Team regarding the ownership of the land.

12. To consider, discuss and agree on a contractor to cut the grass at the Wortham Playing Fields - As only one quote received it was unanimously agreed the CGM Group ​ was awarded the contract for this year. Clerk to contact CGM

13. To consider, discuss and agree on a contractor for Village Maintenance 2019.- 2 Quotes were received. It was unanimously agreed that Mr C Gooderham should be awarded the contract for 2019/20. Clerk to contact Mr Gooderham

14. To set up a “ Wortham New Village Hall “ working group - It was unanimously agreed ​ that Cllrs Wright & Hovey are to liaise with The Village Hall Committee with the view to setting up a Working Group.

15. To consider , discuss and agree to apply for and receive funding from Sports to upgrade Irrigation System at Wortham Bowls Club- It was unanimously ​ agreed that the PC would apply for and accept the funding, if successful with the application. 1272 APPROVED ………………………………………………….. 16. To consider, discuss and agree on action to be taken regarding new signage prohibiting access by HGV’s to Marsh Lane and Union Lane, Wortham- It was agreed ​ that the Clerk will contact the Engagement Officer at Suffolk CC Highways to report the problem. The clerk will liaise with residents who attended the meeting via a nominated contact.

17. To review and approve Parish Council Accounts for 2018/19 - The Accounts for 2018/19 ​ were unanimously approved

18. To receive and discuss items from Committees / Working Groups 18.1 Playing Field Committee (PFC)- Cllr Bradley reported that meetings have been held with three Contractors for the supply and installation of new play equipment. When quotes have been received they will be reviewed and a report given at the next meeting. Once the appropriate quote has been confirmed, fundraising can commence. It was reported that it was not possible for an additional access platform to be added to the existing slide by any of the contractors. 18.2 Commons Committee - None 18.3 Finance Representative - Meeting was held with Clerk to complete Internal Financial Control Check and Finalise Accounts 2018/19 18.4 Employment Committee - None

20. To receive and discuss items / reports from Committees, Groups and Councillors: ​ ​ ​ 20.1 VHMC – A PC Quiz Team is required for the next Village Hall Quiz.

20.2 Rights of Way – Cllr Grocott reported that the stock of Walks Leaflet is low. Cllr Grocott to get quotes for additional leaflets

20.3 Councillors: - 20.3.1 The issue of potholes in the track to the Village Hall and Sports Pavilion was raised. Cllr Rash offered to deliver planings to fill the holes ,free of charge. Cllr Hovey volunteered to help a working group to complete the work. The clerk will contact the Tennis Club and Football Club to ask for volunteers to help. 20.3.2 Cllr Grocott reported that the stock of Walks Leaflets are low and he will get quotes for additional stock. 20.3.3 Cllr Cole raised the issue that there has been no response from either Philip Isbel or Arthur Charvonia to the letters sent regarding The White House Planning Decision. 21. Correspondence received – Email from residents regarding HGV traffic using Union Lane. ​

23. Date & time of next meeting – Annual Parish Council Meeting May 14th at 7.30pm ​ in Wortham Village Hall

Cllr Rash thanked all Councillors for their work in the past year and especially to Cllr Janice Lloyd who has resigned from the PC as of May 2nd.
