1.0 INTRODUCTION

1.1 Scope of Work

Engineering Consulting Services, Ltd. (ECS) was contracted by Laurens County Chamber of Commerce to conduct a Phase I ESA of the referenced property in general accordance with the practice defined by ASTM E 1527-97. The ESA was performed to identify recognized environmental conditions associated with the subject property.

1.2 Limitations

The ESA involved a reconnaissance of the site and contiguous properties and a review of regulatory and historical information in accordance with the ASTM standard. No non-scope considerations or additional issues were investigated, and no soil, water, air, radon, asbestos or other chemical sampling, testing or contaminant screening was conducted, requested or proposed during this phase of the ESA.

The conclusions and recommendations presented within this report are based upon a reasonable level of investigation within normal bounds and standards of professional practice for a site in this particular geographic and geologic setting. The findings of this Phase I ESA are not intended to serve as an audit of health and safety or compliance issues pertaining to improvements or activities on-site. ECS is not responsible or liable for the discovery and elimination of hazards that may potentially cause damage, accidents or injuries.

All observations, conclusions and recommendations pertaining to environmental conditions at the subject site are necessarily limited to conditions observed, and or materials reviewed at the time this study was undertaken. No other warranty, expressed or implied, is made with regard to the conclusions and recommendations presented within this report. This report is provided for the exclusive use of the Laurens County Chamber of Commerce and their prospective partners, lenders or assigns involved with this property. This report is not intended to be used or relied upon in connection with other projects or by other unidentified third parties. 1.3 Site Description

The site, hereafter referred to as “subject”, “site” or “property” is located along Metric Road north of in Laurens, Laurens County, South Carolina (Appendix 1, Figure 1). The subject site measures approximately 99.37 acres. The site is located approximately 1,100 feet northwest of the intersection of Metric Road and US Route 221. The site is situated south of Metric Road, west of a DuPont Elvanol facility, and southwest of a ECS Project No. 14-1355 - 2 - May 24, 2000

Michelin Tire Distribution Center located along Metric Road. The Laurens County Tax Assessors Office identifies the host parcels as 381-01 and 381-18. These two properties comprise approximately 99.37 acres, according to the Laurens County Tax Assessors Office.

The eastern boundary of the property is located approximately 1,200 feet west of US Highway 221 on Metric Road. The western boundary is located approximately 2,500 feet west of US Highway 221 on Metric Road. The southern boundary of the property is bounded by Interstate 385.

The subject site is bounded to the north by Metric Road and further northeast by the Michelin Tire Distribution Center. Interstate 385 is located south of the site. West of the subject property a number of small private residential homes and agricultural fields are developed. East of the site is the location of the DuPont Elvanol Industrial Shipping Facility and a cardboard box manufacturer identified as Box USA.

Site topography is sloping gently downward southeast. The surrounding property is sloping moderately northeast toward Duncan Creek, or toward the southwest. The subject site is located at an elevation of approximately 200 feet above mean sea level. Regional topography was reviewed from the current USGS 7.5 Minute Topographic Map “Laurens North, S.C.” The subject site is considered down gradient of properties to the west and east.

1.4 Previous Work

ECS has not performed nor have we been provided with previous ESAs on the subject. ECS has performed a preliminary Geotechnical investigation on the subject site. The findings of that investigation were reported under a separate cover. ECS Project No. 14-1355 - 3 - May 24, 2000

2.0 METHODS 2.1 Regulatory File Search

Public records were reviewed to identify evidence of past or present activities on or near the site which may have resulted in soil, surface water and/or ground water contamination or the generation, use, storage or disposal of hazardous waste, chemical or petroleum products/materials. This information was obtained from Environmental Data Resources, Inc. (EDR). The EDR information is based on an ASTM standard radius search and includes the following databases:

Databases searched to 1.0 mile: • Superfund National Priority List (NPL): The "Superfund" NPL List is a compilation of properties considered by the EPA as being either uncontrolled or abandoned hazardous waste sites that require priority consideration for remedial action under the Federal Superfund Program. These sites are considered to pose a significant risk of stigmatizing surrounding properties and potentially impacting property values. • Resource Conservation Recovery Act (RCRA) Corrective Action Site (CORRACTS): The EPA maintains this database of RCRA facilities at which “corrective action orders” have been issued when there has been a release of hazardous waste or chemicals. Corrective action may be required beyond the facility’s boundary and can be required regardless of when the release occurred, even if it predates RCRA regulations. • State Priority List Sites (SHWS): SHWS sites are those that are listed by the South Carolina Department of Health and Environmental Control as state equivalent to CERCLIS. According to the EDR report, the ORA Corporation/M & T Chemical, located on SC Highway 221 is listed as a State Priority List Site.

Databases searched to 0.5 mile: • Comprehensive Environmental Response, Compensation and Liability Act (CERCLIS): CERCLIS sites are those that the EPA has investigated or is currently investigating for a release or threatened release of a hazardous substance pursuant to the 1980 CERCLA Act. • Resource Conservation Recovery Act-Treatment, Storage, and Disposal Facilities (RCRA-TSD): RCRA regulations apply to facilities that the EPA designates as storing, transporting, and treating or disposing of hazardous waste. • Leaking Underground Storage Tanks (LUSTs): contains summary information pertaining to all reported leaking underground storage tanks located in South Carolina. • Solid Waste Facilities (SWF/LF): Under Subtitle D of RCRA, the EPA establishes technical standards for the operation of solid waste management facilities such as transfer stations and landfills.

Databases searched to 0.25 mile: • Underground Storage Tanks (USTs): a comprehensive list of all registered active and inactive underground storage tanks located within South Carolina. EDR report indicates there are 5 USTs on the Wal-Mart Distribution Centers #14 and #15 premises, located at 630 ½ Enoree Road. EDR reports three 20,000- ECS Project No. 14-1355 - 4 - May 24, 2000

gallon capacity diesel tanks, one 2,000-gallon capacity tank used for waste oil, and one 6,000-gallon capacity tank used for motor oil.

Databases searched to 0.12 mile: • Emergency Response Notification System (ERNS): contains information on releases of oil and hazardous substances. • Resource Conservation Recovery Act Large Quantity Generators and Small Quantity Generators (RCRA-LG and RCRA-SG): The RCRA regulations apply to facilities that the EPA designates as generating large quantities (i.e., a minimum of 1,000 kilograms/month of non-acutely hazardous waste) or small quantities (i.e., a minimum of 100 kilograms/month of non-acutely hazardous waste). • No Further Remediation Action Planned Sites (NFRAP): also known as the CERCLIS archive, contains information pertaining to sites, which have been removed from the U.S. EPA's CERCLIS database. NFRAP sites may be sites where, following an initial investigation, either no contamination was found, contamination was removed quickly without need for the site to be placed on the NPL, or the contamination was not serious enough to require federal Superfund action or NPL consideration.

2.2 Field Reconnaissance

Michael D. May of ECS conducted the reconnaissance on May 8, 2000. Weather at the time was warm and clear. Observations of the following areas were made:

• entire perimeter boundary • a grid of on-site space • contiguous and closely adjacent properties

The reconnaissance was performed to search for evidence of recognized environmental conditions. Photographs of the site are included in Appendix 4. A site location map (USGS Topographic Map) and a site plan (Tax Map) are provided in Appendix 1.

2.3 Site History Survey and Interviews

Historical records were reviewed to identify past activities of potential environmental significance on or near the site. An aerial photograph (Year: 1994) was examined at the Laurens County Tax Assessors Office in Laurens, South Carolina. A portion of this map is included in Appendix 1 as Figure 2. Sanborn Fire Insurance Maps were not available for this area. The absence of such maps generally indicates that the site is located in an area where production of Fire Insurance Maps was not economically feasible. Ownership information was obtained and reviewed. Reviewed records are included in Appendix 2.

A telephone interview was conducted with Mr. Philip Hill, the Fire Chief for the Laurens County Fire Department. ECS also contacted Ms. Nancy Manning with the South Carolina Department of Health and Environmental Control (SC DHEC). Ms. Manning recommended filing a freedom of information (FOI) request form. On May 24, 2000, the request was submitted to the SC DHEC FOI department. ECS Project No. 14-1355 - 5 - May 24, 2000

3.0 FINDINGS

3.1 Regulatory File Search

No sites within the designated search radii were identified by EDR on the NPL, CORRACTS, RCRA-TSD, CERCLIS, NFRAP, SWLF, LUST, UST, ERNS, RCRA-LG, RCRA-SG, or RCRA-Violations/Enforcement databases. Our review of the “unplottable” addresses listed by EDR did not reveal the existence of nearby facilities, which would have the potential to pose an environmental concern for the subject property. The locations of facilities and/or cases discussed in Section 2.1 of this report are depicted on the site maps contained in the EDR report (Appendix 2). Because of the inherent discrepancies associated with computer address plotting, the actual locations and distances to nearby facilities were verified from tax maps and in the field.

No environmental regulatory permits were identified for the site in the database review.

3.2 Field Reconnaissance

The subject consists of approximately 99.37 acres of land. The area is located between Metric Road and Interstate 385. The subject site is predominately covered with tall grass, trees, and some thick underbrush. A power line was identified in the eastern portion of the subject site. The power line runs southeast from Metric Road toward DuPont Elvanol and Box USA located southeast of the site.

Based on our observations, the following conditions or materials were not observed on-site:

• railroad spurs or electrical towers; • drains, vent pipes, fill ports or similar surface projections of USTs; • potable wells or cisterns; • environmental wells or remediation systems; • cemeteries or grave sites; • tankers or spray rigs; • chemical smells, foul odors or distressed vegetation; • surface impoundment’s or holding ponds for liquid waste; • surface water or ground water contamination; • landfills or large scale dumping; • liquid petroleum pipelines; • industrial or manufacturing activities; • air emissions, leachates, seeps, or waste-water discharge requiring special permitting or consideration; • farm wastes or manure stockpiles; • pesticide or herbicide misuse or over application; • chemical/petroleum gases or similar odors; or, • oil/natural gas or mineral exploration, mining, or beneficiation activities;

Items not identified in this investigation as occurring on the subject site that need to be included in this report according to ASTM are listed below: ECS Project No. 14-1355 - 6 - May 24, 2000

Potable water supply source; sewage disposal system; stains or corrosion; drains and sumps; pits, ponds and lagoons; wells; on-site septic systems.

3.2.1 Adjacent Properties

The site is located along Metric Road, which approximates the northern boundary of the property. The property consists of approximately 99.37 acres of land. Access is provided to the site by several unpaved connections, which are directly accessible from Metric Road.

The property is bounded to the north by Metric Road. The Michelin Tire Distribution Center is located northeast of the site along Metric Road. The area use to the east includes the development of DuPont Elvanol Distribution Center and Box USA. Interstate 385 is located south of the site. Areas to the west are developed with private residential homes and agricultural areas.

No signs of opportunistic dumping, drums, ASTs, USTs or other conditions or activities of environmental concern to the subject site were observed on the remaining adjacent properties.

3.3 Site History and Interviews

3.3.1 Site History Survey

No Sanborn Fire Insurance Maps were found for the area. The 1994 aerial photograph shows the subject property, the Michelin Tire Distribution Center, (the area to the north across Metric Road), and the area to the east which is occupied by Box USA. Several small private residential homes and agricultural fields occupy the area west of the site.

The United States Geologic Survey Topographic map “Laurens North” indicates that there are two industrial waste ponds located directly east of the subject site on the Box USA property. Mr. Philip Hill, Fire Chief of the Laurens County Fire Department, indicated he is familiar with these ponds. He mentioned the former use of these ponds was strictly for floodwater relief. To the best of his knowledge these ponds have never been used for any other purpose.

3.3.2 Interviews with Owners and Occupants

The Laurens County Tax Assessor’s Office indicated Ms. Fannie Fleming owns the subject property. ECS was unsuccessful obtaining a telephone listing for Ms. Fleming. ECS was unable to contact Ms. Fleming.

Mr. Bill Henckel, the general manager of operations at DuPont Elvanol, was contacted by ECS to request information regarding any environmental concerns associated with the DuPont Elvanol facility. Mr. Henckel was unavailable for comment at the time. Mr. Henckel’s secretary Ms. Stan Papek indicated that he would receive our message and return our phone call as soon as possible. To date, ECS has had no response from Mr. Henckel or DuPont Elvanol.

Ms. Carol Collins, the Production Manager of Box USA, was contacted by ECS to obtain any information pertaining to potential environmental impacts associated with the facility. Ms. Collins indicated during the middle 1980’s, a Leaking Underground Storage Stank (LUST) was removed from the premises. Ms. Collins confirmed the tank was used to store fuel. According to Ms. Collins, the contaminated soil was removed from property, and replaced with an Above Ground Storage Tank (AST). Ms. Collins indicated the current storage tank is functioning properly, and to her knowledge there have been no other environmental concerns associated with this property.

Mr. Robert Bagwell, a plant engineer for the Michelin Tire Distribution Center was contacted by ECS, to obtain any information about environmental concerns associated with the facility. Mr. Bagwell was not available for comment. ECS left a message with his voice mail requesting a return phone call at his convenience. To date, ECS has had no response from Mr. Bagwell.

3.3.3 Interviews with Local Government Officials

ECS contacted the South Carolina Environmental Quality Control Office. Ms. Nancy Manning recommended filing a freedom of information request form. On May 24, 2000 the request was submitted to the South Carolina Environmental Quality Control office. To date, ECS has had no response regarding the request for information. A copy of this request form is included in this report.

A telephone interview was conducted with Mr. Philip Hill, the Fire Chief of the Laurens County Fire Department. Mr. Hill commented that approximately 15 years ago, there was an old two-story farmhouse located on the subject site. According to Mr. Hill the farmhouse no longer exists due to fire damage.

4.0 SUMMARY AND CONCLUSIONS

4.1 Summary

Engineering Consulting Services, Ltd. (ECS) was contracted by the Laurens County Chamber of Commerce to conduct a Phase I ESA of the referenced property.

The subject site is located along Metric Road north of Interstate 385 in Laurens, Laurens County, South Carolina (Appendix 1, Figure 1). The subject site measures approximately 99.37 acres. The site is located south of Metric Road west of a DuPont facility and southwest of a Michelin facility located on Metric Road. The Laurens County Tax Assessor identifies the host parcels as 381-01 and 381-18. These two properties comprise approximately 99.37 acres, according to the Laurens County Tax Assessors Office.

The ESA involved a reconnaissance of the site and contiguous properties and a review of regulatory and historical information. No soil, water, air, asbestos or other chemical sampling, testing or contaminant screening was conducted, requested or proposed during this phase of the ESA.

Database searches did not reveal any environmentally significant concerns for the property or the surrounding area.

No environmental concerns were noted with any of the current tenant operations or the adjacent off-site properties. No environmental concerns were noted with adjacent properties.

4.2 Conclusions

We have performed a Phase I Environmental Site Assessment in general conformance with the scope and limitations of ASTM Practice E 1527-97 of an approximate 99.37 acre portion of property located along Metric Road in Laurens, Laurens County, South Carolina. Any exceptions to, or deletions from, this practice are described in Section 1.2 of this report. This assessment has revealed no evidence of recognized environmental conditions in connection with the property. ECS Project No. 14-1355 - 9 - May 24, 2000
