In the Automotive sector, Government is shortly launching the National Electric Mobility Mission Plan (NEMMP) 2020. The plan aims to provide subsidies worth ₹14,000 crore (Euro 1.8Bn) to electric vehicle manufacturers over the next six years. The target is to sell 6-7 million electric and hybrid vehicles, including 4-5 million two-wheelers and save 2.2 to 2.5 million tonnes of liquid fuel by 2020. Internet of Things / M2M activities are picking up in India. In view of the national security, data privacy and safety the Department of Telecom (DoT) Panel is recommending registration of all MSPs (M2M Service Providers) using infrastructure of licensed telecom operators. These MSPs will have to be registered and the DoT will shortly issue separate registration guidelines. The registration is critical to pave the way for national security agencies to legally monitor MSP operations. To support the manufacturing vision “Make In India”, the Indian government has decided to create a fund to help Indian industry acquire cutting-edge technology in the capital goods sector and finance new production units of capital-intensive heavy equipment, main idea being capacity creation/technology assimilation. In addition to financing technology acquisition, the fund will be used for setting up certain common engineering and industrial infrastructure and testing facilities that would reduce the cost of capital goods production units. The fund will also help set up design centers and testing laboratories that would be commonly used by capital goods producers. The Government also floated Science & Technology Vision “S&T 2020”, a nation-wide consultation process with a view to develop the first, publicly accessible Science and Technology policy for self-reliance and technological independence in the 21st Century. Most interestingly, the Ministry of Commerce and Industry established a user-friendly Indian Trade Portal (www.indiantradeportal.in) aimed at providing information pertaining to Most-Favoured Nation (MFN) and preferential tariffs, rules of origin, technical barriers to trade faced by Indian exporters at single point. The portal will facilitate comprehensive information about doing business in India and will also help Indian exporters to utilise the Free Trade Agreements (FTAs). Comply with standards for success of 'Make in India': Consumer Affairs Minister

Compliance with quality standards by industry is necessary for the success of government's recently launched 'Make in India' initiative. We need to change our attitude, our industry should comply with quality standards, said Consumer Affairs Minister on the 'World Standards Day'.

Prime Minister has launched the 'Make in India' initiative and this programme cannot be successful unless high standards are adopted by the industry, he added. Adoption of standards world over facilitates level playing field in all enterprises, the minister said. The standards, as formulated by the BIS, should continue to provide pillars to industries helping them cross the bridge of technical gaps and reach global markets, he added.

Minister stated that due to poor standards followed while making products India is lagging behind in the international market despite availability of talented people and cheap labour.

"Consumers expect quality products at lesser price. The standards for our products should be kept high," he said, calling both industry and consumers to join hands with BIS to increase awareness for use of standardized products and accelerate the market to grow faster.

The Bureau of Indian Standards (BIS), a government body working under the aegis of Consumer Affairs Ministry, formulates, recognizes and promotes Indian standards. Last fiscal, 434 standards were formulated.

Consumer Affairs Secretary Keshav Desiraju said that BIS has identified 25 products for manufacturing industry to make the 'Make in India' initiative a big success. While appreciating BIS efforts in developing standards for portable water and street foods, he said that the BIS should expand its area beyond manufacturing products.

As India is signatory to the agreement on Technical Barriers to Trade (TBT) of the World Trade Organization, it is imperative that India also harmonizes its standards with international standards. "It is essential that we contribute actively and effectively in the international standards development process to protect our national interests," he added. Standards have always underpinned trade and business and are perceived to be a key component for achieving competitiveness of the industry, BIS chief Sunil Soni said. The organization, he added, is playing a committed role at the national and global level by developing standards that are in tune with the world trade as well as the domestic requirement.

affordable and efficient electric and hybrid vehicles (xEV) in the country that meet consumer performance and price expectations, through Government-Industry collaboration for promotion and development of indigenous manufacturing capabilities, required infrastructure, consumer awareness and technology; thereby helping India to emerge as a leader in the xEV Two Wheeler and Four Wheeler market in the world by 2020. The Mission aims at providing a clean transportation system to the people that is not dependent on gasoline based fossil fuel.

The Government is set to launch the National Electric Mobility Mission Plan (NEMMP) 2020 early next fiscal - 2015

The Government is set to launch the National Electric Mobility Mission Plan (NEMMP) 2020 early next fiscal. This will benefit companies such as two-wheeler maker Hero Electric and four-wheeler maker Mahindra & Mahindra.

“The Expenditure Finance Committee has approved the pilot programme. Once the Cabinet approves, we are ready to roll,” a senior Government official, who does not wish to be identified, told Business Line. The Government plans to spend Rs. 1,000 crore in the first year on the programme.

The plan was formulated in 2011 and aims to provide subsidies worth ₹14,000 crore to electric vehicle manufacturers over the next six years. The target is to sell six-seven million electric and hybrid vehicles, including four-five million two- wheelers and save 2.2- 2.5 million tonnes of liquid fuel by 2020.

The mission aims to incentivize companies making e-vehicles and hybrid vehicles, which would be in form of subsidy on capital. “The formula for subsidy implies giving subsidy amounting to one-third of the differential,” the official said. Here the differential means the price difference between a normal car and an electric or hybrid vehicle. If the difference is Rs. 3 lakh, the subsidy amount would be Rs. 1 lakh. The view is that the remaining two-third will be compensated through savings on the fuel cost subsidy, based on the sales details submitted by companies. Companies will provide invoices and accordingly be reimbursed.

Sohinder Singh Gill, Chief Executive Officer (Global Business), Hero Electric, said this is a good step as the industry has been seeking such subsidies. The decision would give the electric vehicles industry a fillip, which is not in a good state right now. “It may take some time to implement the policy, but will help the industry to launch more vehicles in the near future, especially high-speed electric scooters (above 45kmph),” he said.

The existing subsidies – 15 per cent on the maximum retail price (MRP) and zero per cent on value added tax (VAT) – are just limited to certain States, which were not of much help to manufacturers. Therefore, approval by the Expenditure Finance Commission will help many manufacturers. Through this plan, the Government will set up a centralised (computerised) system that would be integrated with the manufacturers and the subsidies would be directly provided to them (manufacturers). According to Gill, India sold only around 20,000 e-vehicles in 2013-14, as opposed to 42,000 units in 2012-13.

According to analysts, the decision would certainly help companies like Mahindra & Mahindra, which has big plans on manufacturing electric cars. The company, after acquiring Reva, has very low sales of the e2O car because of its price (around ₹7 lakh on road). The company also plans to convert some models, such as Verito, Bolero and Scorpio, to e-

vehicles because of the technology available with Reva.

Telecom Department wants all machine-to-machine servers located in the country

A telecom department panel has suggested that all gateways and application servers used to deliver machine-to-machine (M2M) services in future be located in India on national security grounds, according to an internal note.

Services such as security and surveillance, remote monitoring of ATM machines, home automation, traffic management, retail, logistics and grid energy could eventually benefit through M2M solutions, which are also expected to support the Centre's Rs 7,000-crore 'Smart City' project.

The draft M2M policy guidelines were recently discussed at a meeting chaired by a top official in the Telecom Commission, which is the apex decision making wing in the communications ministry. The DoT panel has also recommended that M2M service providers (MSPs) will be "governed jointly by DoT regulations and norms applicable to specific industry-vertical" where the M2M solution is deployed. All MSPs using infrastructure of licensed telecom operators will have to be registered and the DoT will shortly issue separate registration guidelines, the note, a copy of which was seen by ET, shows. The registration is critical to pave the way for national security agencies to legally monitor MSP operations. The DoT panel will also outline a distinct spectrum policy purely for M2M services, the note shows. The government is keen to unveil its M2M policy roadmap since industry experts reckon that India has huge potential for such services, especially with the proliferation of 3G and 4G services, which are expected to trigger an exponential growth for M2M transactions in the next three years.

Industry experts, however, believe data privacy remains a tricky issue in the M2M scenario since information would be shared and used with third-party vendors. Accordingly, they hope that DoT will address the issue while formulating the M2M roadmap.

The Narendra Modi government has decided to create a fund to help Indian industry acquire cutting-edge technology in the capital goods sector and finance new production units of capital-intensive heavy equipment. Starting with Rs. 930 crore this fiscal, budgetary allocation would be made to create/replenish the fund on a yearly basis and it will remain till the objective of strengthening the Indian capital goods industry is achieved, a top government official told FE.

While the government will provide 80% of the corpus of the fund, respective industry associations will contribute the rest. The idea is to provide direct state subsidy to the industry concerned in capacity creation/technology assimilation, the source added. The scheme, which will be rolled out in the next few weeks, will primarily focus on three segments machine tools, textile machinery and earth moving equipment.

This fund will differ from the existing ones like the Technology Upgradation Fund Scheme for the textile sector where the user industry gets interest subsidy on loans taken to upgrade machinery including imported ones, because the focus of the new scheme is on domestic production of capital goods.

India imported about R1.55 lakh crore worth capital goods machinery last year more than half of the total domestic demand for machinery worth roughly R3 lakh crore. In the case of machine tools, we meet 60% of the demand with imports, which is not a happy situation, said a person familiar with the development, adding that the proposed scheme was a bold attempt at changing the scenario. Most of India's capital goods imports are from China and South Korea.

The move comes at a time when gross fixed capital formation, a measure of investments in the economy, slipped to 32.3% of GDP in 2013-14 from 33.9% a year ago and the manufacturing sector contracted 0.7% in 2013-14 from a growth of 1.1% a year ago. Manufacturing output has in April-June showed tentative signs of recovery with a growth of 3.5% against contraction of 3.9% in the same period a year ago. The Electricity (Amendment) Bill, 2014 was introduced in the Lok Sabha by the Minister of State (I/c) for Power, Coal and New& Renewable Energy Shri. . The amendments will usher in much needed further reforms in the power sector. It will also promote competition, efficiency in operations and improvement in quality of supply of electricity in the country resulting in capacity addition and ultimate benefit to the consumers.

Salient features of the proposed amendments

The Electricity Act, 2003 was enacted to amalgamate and modernize the earlier Electricity Laws, namely, the Indian Electricity Act, 1910, the Electricity (Supply) Act, 1948 and the Electricity Regulatory Commissions Act, 1998. The Act was reviewed and amended twice, in the year 2004 and 2007, to give effect to certain changes considered necessary.

Based on the experience gained over the years, it was felt to review the provisions further to bring efficiency and competition in the distribution sector, strengthening grid security and safety, promotion of renewable energy, rationalization of tariff and strengthening and performance oversight of Regulatory Commissions etc.

Certain legislative changes were suggested by the Working Group on power for the formulation of 12th Five Year Plan which were further examined under a Committee constituted under Chairperson, CEA. Based on the recommendations of the said Committee, the proposed amendments were uploaded on the website of Ministry of Power in the month of October, 2013. Thereafter, consultations were held with various stakeholders including those from Central Ministries,

State Governments, Generation, Transmission, Distribution utilities, Regulatory Commissions, Private Developers, traders, industry associations, consumer groups, power exchanges and individuals etc., in meetings taken in the Ministry.

Based on exhaustive consultations, certain amendments to the Electricity Act, 2003 have been proposed broadly covering the following areas:-

A. Enhancing Grid safety and security: In order to strengthen and enhance Grid safety and security, specific measures regarding maintenance of spinning reserves along with strong and effective deterrence in the form of enhanced penalties for violations of the directions given by the State and Regional Load Dispatch Centres etc., have been envisaged. B. Separation of Carriage & Content in the Distribution sector: To achieve the objectives of efficiency and for giving choice to consumers through competition in different segments of electricity market, concept of multiple supply licensees is proposed by segregating the carriage from content in the distribution sector and determination of tariff based on market principles, while continuing with the carriage (distribution network) as a regulated activity. To protect the interest of consumers, the tariff for retail sale of electricity is proposed to be capped through the Regulator and one of the supply licensees is proposed to be a Government controlled company. Further, the existing distribution licensees are proposed to continue till the expiry of their term as specified in their licence. C. Promotion of Renewal Energy: In order to accelerate the development of Renewable Energy sources, a number of measures including the provision for a separate National Renewable Energy Policy, development of renewable energy industry, Renewable Generation Obligation on coal and lignite based thermal power plants, specific exemptions to Renewal Energy sources from open access surcharge, separate penal provisions for non-compliance of Renewal Purchase Obligation etc., have been envisaged under the Renewable Generation Obligation for coal and lignite based thermal power plants. D. Tariff Rationalization: To rationalize the tariff structure on sound financial principles for the viability of the distribution sector and recovery of revenue requirement of licensees without any gap, the provisions of Tariff Policy are proposed to be made mandatory for the determination of tariff. Further, the bill envisages timely filing of tariff petitions by utilities, disposal of the same by the Appropriate Commission within a specified time period and powers to Appropriate Commissions for initiating suo-motu proceedings for determination of tariff in case the Utility/Generating Companies do not file their petitions in time. E. Miscellaneous : Suitable amendments are also proposed for improving the accountability and transparency in the working of Appropriate Commissions without affecting their functional autonomy; bringing clarity in regard to appointments, functions and powers of the Chief Electrical Inspector/ Electrical Inspectors and levying of fees for electrical inspections; exemption to developer of SEZs, Railways and Metro Rail for obtaining distribution licence; collection and realization of any dues along with the electricity dues, etc.

Science and Technology policy: “Vision S&T 2020” The Narendra Modi government will soon institute a nation-wide consultation process with a view to developing the first, publicly accessible Science and Technology policy. It will be called “Vision S&T 2020” and articulate the road ahead towards self-reliance and technological independence in the 21st Century. Dr Harsh Vardhan, Union Minister for Science and Technology, said in Guwahati today that Indian scientists must uphold the paradigm of self-reliance as the government of Shri Narendra Modi has already committed itself to this goal. Some recent decisions by the Prime Minister have reaffirmed the principle of national dependence on India’s own scientific-

technological establishment. This is the first time a has cancelled already-decided proposals to float global tenders on defence purchases. This speaks volumes for the confidence he has on our own scientists. So let’s work hard to live up to his expectations.” The Minister, who unfurled the website of the Indian Institute of Advanced Study in Science and Technology (IASST), Guwahati, today, pointed out that Prime Minister Modi has “surprised the world by deciding that the India of the future will depend on her own R&D to build helicopters, transport aircraft and submarines for the all-important defence sector.” He remarked that world governments and media have been totally overwhelmed by Prime Minister Modi’s decisions on defence self-reliance. “We are presently the world’s biggest importer of defence equipment. Thanks to our purchases world powers get rich and their children get jobs. Within a few years this will change.” The “Make in India” project of the Prime Minister is therefore not empty rhetoric. He is seriously interested in reviving what was an old, discarded slogan into a “doable” project. Therefore, investment into core research is going to see manifold increase in the coming years. IASST is an autonomous, multidisciplinary, research organisation under the Department of Science and Technology. It was founded in 1979 by Assam Science Society as an organisation to carry out research into frontier research in science and technology. It was inaugurated by Nobel Prize for Chemistry winning scientist Dorothy Hodgkin. This is the second research institution visited by the Union Minister since assuming office last week. Both are in the North- East. Earlier, he had visited the North-East Institute of Science and Technology, Jorhat, where he had brain-storming sessions with scientists and researchers drawn from the fields of earth sciences, microbiology, material sciences and other disciplines. Scientific and technological self-reliance are closely linked to national sovereignty and the development of national character. We have suffered enough brain-drain because of our unwillingness to think out of the box and visualise great national objectives. We are now determined to put India on the high road to self-reliance,” Dr Harsh Vardhan said. The Minister visited the 14 laboratories of IASST where researchers carry out experiments under five research programmes. The students and scientists gave him demonstrations of their work and put on display their objectives and progress. He was guided by Prof. N.C. Make in India Scheme: Update Government has launched ‘Make in India’ programme. No specific concessions have been offered to foreign investors. The programme aims to project India as an investment destination and develop, promote and market India as a leading manufacturing destination and as a hub for design and information. The programme aims to radically improve the Ease of Doing Business, open the FDI regime, improve the quality of infrastructure and make India a globally competitive manufacturing destination. The programme has received very positive response. A total of 4896 queries have been received on the ‘Make in India’ web-portal. 9.3 per cent of queries relate to food processing, 6.7 per cent to Information Technology, 6.1 per cent to renewable energy, 5.7 per cent to electronic system and designs, 4.7 per cent to automobiles and 4.4 per cent to textiles and garment sectors. The Government has taken a number of steps to improve case of doing business. An online single window in the form of the eBiz Mission Mode Project under the National eGovernance Plan has been launched. It aims to create a business and

investor friendly ecosystem in India by making all business and investment related regulatory services across Central, State and local governments available on a single portal. Process of applying for Industrial License & Industrial Entrepreneur Memorandum made online on 24X7 basis through eBiz Portal. Validity of Industrial License has been extended from two years to three years. Major components of Defence products’ list have been excluded from industrial licensing. Dual use items having military as well as civilian applications have been deregulated. 12 Services has been identified to be integrated with eBiz platform on priority. The process of registration with Employees Provident Fund Organization and Employees State Insurance Corporation has been made online. A Unified labour web portal has been developed to facilitate filing of a single annual online return. Ministry of Labour and Employment has also launched a random Labour Inspection Scheme to bring in more transparency and accountability. India to enact new climate legislation India is set to put in place comprehensive climate legislation. Environment minister announced the governments's plans to introduce this in the budget session of Parliament on Sunday. "I am happy to announce that in next budget session we are going to have comprehensive climate legislation, which will ensure a better environment," the minister said. In his address to a session at the GLOBE COP20 Legislators' Summit in Lima, Javadekar referred to the work done by organization on climate legislation, "especially the comparison on what countries are doing on climate change and their performance." Javadekar, who headed GLOBE India before becoming minister, was speaking at a session on Barriers to National Climate Action: Lessons from developing countries. Details about the proposed climate legislation are sketchy but could focus on performance targets. A similar proposal had been made in 2009 by then environment minister . That was criticized domestically on the grounds that it would limit India's development space. "I am glad that an idea I had first proposed in 2009 and had actually drafted legislation (on), which was criticized and opposed widely including the BJP, is now being taken forward by the very same BJP," Ramesh told ET. "The confidence level of the global community in the seriousness, credibility and continuity of India's actions will also increase if a domestic law is passed incorporating systems of monitoring as well. Executive actions must be backed by legislative pledges," the former minister said. It is clear however that the proposed climate legislation will not have any reference to a peaking year for India. Javadekar, who held several rounds of bilateral meetings on Sunday, is understood to have told US envoy for climate change Todd Stern during their hour-long meeting that unlike China, India would not announce a peaking year for its emissions as it was not ready to do so at its current stage of economic development. India has been implementing its national action plan on climate change which is a portfolio of efforts to both reduce emissions and adapt to climate change. However, despite actions taken domestically, there is an impression in the international community that "India is not willing to and is not taking requisite measures to address climate change." Ramesh suggests that "to counter this impression, and to deepen domestic efforts to address climate change, we must pass comprehensive legislation in which initiatives, such as a trading system for meeting energy efficiency targets, mandatory fuel efficiency standards, improving quality of forest cover, establishment of concentration standards where they do not exist for emissions from power plants like for sulphur dioxide and oxides of nitrogen, etc., are embedded." The 2009 version of the climate legislation put forward the idea of a specific time-bound performance targets for efforts in sectors such as power, transport, industry, agriculture, buildings, and forestry. The targets were meant for the 2010-2020 period. These targets were not meant as explicit emission reduction targets but would be implicit ones that would lead to emission reduction as one of its impacts.

In intent, the law was meant to be a climate change version of the Fiscal Responsibility and Budget Management Act. EU keen on investing in testing labs; awaits BIS Act changes With India proposing to bring key changes to the BIS Act, the European Union Wednesday said it wants to explore investment opportunities for setting up a network of international quality labs here.

In a meeting with the Consumer Affairs Minister Ram Vilas Paswan, EU Ambassador Joao Cravinho discussed the investment opportunities and areas of cooperation that the EU block can have with India after the proposed amendments to the Bureau of Indian Standards (BIS) Act.

"I got opportunity to learn the key changes that India is introducing in the BIS Act. The EU and India can work together to ensure quality standards. There are opportunities for us to work with India," Cravinho told reporters after the meeting.

The ministry has proposed key amendments to the BIS Act -- a shift from inspection-based conformity of standards to self- declaration conformity and expanding the list of products to 2,300 from 92 at present. The changes proposed are expected to help in successful implementation of the 'Make in India' campaign launched by Prime Minister Narendra Modi.

The ministry has also proposed to bring 'services' under the quality standards compliance. Demand for more quality inspection labs is expected to go up sharply after the government brings in self-declaration of conformity of standards. "The EU is known for having good quality labs and it sees investment opportunities in India for setting up of a network of international labs," said an official.

Later, in an official statement, the ministry said the EU has been invited to collaborate in quality assurance programme and development of mandatory standards for various consumer services and products.

"Under Sawachh Bharat Mission, BIS is developing mandatory standards for garbage disposal and supply of potable water. Quality assurance programme for food products of mass consumption. The EU European Union can collaborate in these ventures," the release said.

India is one of the largest trading partners of the EU. The partnership can be further strengthened by sharing expertise and experience in fields like quality up-gradation of labs and standardization of consumer services and products. Speaking at the inauguration, Smt. Sitharaman expressed satisfaction over the fact that the Indian Trade Portal has been updated to have a wider coverage of information for the Indian business community at large. The Indian Trade Portal will make available important data for use of exporters and importers at one place, in a user friendly manner and this will contribute to ease of doing business for trade and industry. The Minister urged exporters to make best use of the portal, give continuous feedback for further improvement and additional details that they may need. Smt. Sitharaman said that the Ministry welcomes suggestions and will continue to work for the updation and improvement of the portal. The portal will also facilitate exports and will help Indian exporters to utilise the Free Trade Agreements (FTAs).
