Vermont Agency of Education Child Nutrition Programs Free and Reduced Eligibility for Fiscal Year 2014 VERMONT AGENCY OF EDUCATION Child Nutrition Programs Annual Statistical Report Percent of Students Eligible for Free and Reduced Price School Meals School Year 2013 – 2014 Introduction Free and reduced price meal eligibility data is reported by each school food authority/Supervisory Union annually. A school food authority is a school or school district that is responsible for operating a School Lunch Program and/or a School Breakfast Program. Some schools are included in a school food authority even though they are separate school districts. The eligibility numbers and enrollment figures are for October of the current school year, as reported on the school’s October Claim for Reimbursement. For the purposes of the National School Lunch Program, “eligible” means that a student has submitted an application and been certified as qualifying for free or reduced price benefits based on the Family Size and Income Guidelines published by the United States Department of Agriculture. To be eligible for free meals a family’s income must be at or below 130% of the Federal poverty line. Families whose income falls between 130% and 185% of the federal poverty line qualify for reduced price meals. Eligibility determinations are made at the local level by the food service director, principal, or other person designated by the school administration. The report for 2013-2014 uses the Child Nutrition Programs on-line reporting system. The system has calculated the information for all schools in the system, even those that do not participate in the school lunch program. If a school participates only in the Special Milk Program or only the School Breakfast Program, the report shows only zeros. There are a few public schools in Vermont that do not participate in any Child Nutrition Program and therefore are not mentioned in this report at all. How the Report is organized: The report is organized alphabetically by Supervisory Union. The schools within the Supervisory Union are listed by School name, followed by the total for all of the schools in the Supervisory Union. Column Headings 1. Supervisory Union 2. School 3. Number of students approved for free meals 4. Number of students approved for reduced price meals 5. Enrollment in the school lunch program as of October. Note: This may be different from school enrollment because students may be included in the lunch program even though they are not enrolled in the school. 6. Percent of students enrolled in the lunch program who are eligible for free and reduced price school meals Statewide Average: The statewide total enrollment in school lunch programs is 90,311. The total number of students eligible for free and reduced price meals is 36,728. FLC was created to “measurably improve the financial literacy and financial capability of Vermont’s citizens.” Additionally, a special fund (9 V.S.A. § 6004) was enacted to support financial literacy projects. In calendar year 2017 there were no disbursements made from the Financial Literacy Commission Fund. The fund earned $127.53 interest. After fee expenses, the fund carried a balance of $12,144.58. FLC is a 12-member panel that was enacted in 2015 to “measurably improve the financial literacy and financial capability of Vermont's citizens.” FLC has convened 21 meetings and collected numerous testimonials to formulate strategies to help Vermonters develop the skills and proficiency to take control of their financial lives. FLC issued its first report on January 15, 2017. The 2017 report found that “[f]inancial literacy—the ability to use knowledge and skills to manage financial resources effectively for a lifetime of financial well-being—is crucial for the economic growth and prosperity of Vermont and Vermonters.” The report before you builds upon the body of research collected by FLC, highlights areas for improvement, and puts forth several new recommendations for policy makers’ consideration.
