It has been decided to accept Export Duty on Synthetic Rutile in the form of Demand Draft at Customs ICTT Gate, Vallarpadom, after office hours and holidays. Necessary instructions in this regard will be issued to the concerned shortly. The Chair stated that, as assured in the previous meeting, the information on the weblinks related to the tariff particulars of the 10 Console operators who have furnished the details have been uploaded in the Custom House website. It is noticed that one of the web links given is not functional. The same may be rectified and brought to the notice of the Department. Subsequently, Trade Facility No: 24 / 2013 will be amended. He reiterated that those who have not come up with tariff published in their website will have to abide by the Trade Facility No: 24/2013 dated 08.08.2013, suitably amended, incorporating the changes aforementioned ( --rtart- Action- CAI / I&B / EDI )

The Chair appraised the gathering the progress in attending applications received for FSP. He observed that in more than 2/3rd of applications attended, deficiency memo has been issued. He requested the trade to rectify the deficiency pointed out at the earliest, for granting FSP. Shri V S Pradeep, representing Cochin Customs Broker's Association stated that, many-a - times, the trade is facing objections at ICTT Gate for factory stuffed containers based on the old FSP. The Chair advised the trade to produce a copy of the acknowledgement for the fresh FSP application received by Customs, along with the already available FSP. The Chair informed the gathering that, as a trade facilitation measure, to contain the rush at ICTT Gate & some CFSs, it has been decided to deploy 4 Officers - Gate Officers at 3 CFSs and ICTT Import Gate with effect from ls t September 2014, in addition to the existing manpower. It is expected that this augmentation will help in making the movements much faster at all these stations.

The gathering welcomed the move.

The Chair stated that, at CEPC,ICTT, it is noticed that there are a number of cases of missing Shipping Bill dockets. All the completed dockets are transferred to the Document Management facility ( DMS ) on weekly basis. It is reported that at times, the docket's are returned to the CHA or Exporter's representative for obtaining signature of the authorized signatory. The documents are to be got signed by the authorised G card holder, which in some cases, is deficient when the documents are presented for granting 'allow loading'. The Department normally don't hold up the consignments for export, whereas the dockets are returned to the CHA representative for completion of documentation formalities and returning the same. It is stressed that all the documents, inclusive of the hard copy of the Shipping Bill are to be presented duly signed by the authorized G card holder. Repeated instances of such cases will lead the department to refrain from granting 'Allow loading' to consignments where such deficiency in documentation are noticed. The Chair also observed that it was true that earlier there was a shortage of G card holders , but recently the Department has issued G cards and H cards after conducting examinations, which has made up for the shortage.

Shri. Pradeed V S. representing Cochin Customs Brokers Association stated that trade would remember Shri. Nawaz as the most trade friendly officer of Customs and Cochin Customs Brokers Association wishes him all the best in future. Other members of the gathering also supported his views and thanked Shri. Nawaz for his services.

Previously Cochin Customs Steamer agents' Association had made a request for concentrated effort from Customs as well as Cochin Port for releasing of containers held up with un-cleared unaccompanied baggage, both at ICTT and Cochin Port Yard. In response, Customs clarified that the cargo will have to be auctioned after de-stuffing, following the auction proceedings- the goods being of assorted in nature, which will entail inventorising, inspection by prospective bidders etc. Customs also directed the representative of Port to identify a location for de-stuffing. In this regard, it is understood that Port has already de-stuffed a lot of cargo at Q-10, awaiting auction proceedings from Customs. As the containers held up with un-cleared cargo are incurring very high ground rent and also not available for re-use / export, auction proceedings may be hastened.

The Chair stated that it is reported that the Port has already de-stuffed around 60 lots of cargo in OFS-6 and OFS- 7, there by releasing the related containers and no container with un-cleared, un-accompanied baggage is held up at Cochin Port Yard. The de- stuffed cargo can only be moved at the rate of 1 or 2 lots at a time, to the limited space available with Customs for the auction proceedings. The auction proceedings will involve inventorisation, valuation, observing appeal period, facility for inspection by prospective bidders, confirming the auction and releasing of cargo to the successful bidder. Only on completion of the process, the department is in a position to take in the next lot. If the Port makes available secure space for the proceedings as a one-time measure, based on the space provided, more lots can be put to auction at a time.

Sri. D Anil Kumar, representing Cochin Port Trust stated that the hold-fast area of Q-6 shed can be spared for the purpose. He also stated that only after clearance / disposal of the cargo already de-stuffed, can the Port take in more un-cleared un-accompanied baggage containers from ICTT for de-stuffing.

All the consignments have exceeded the dwell period of 1 year after landing. The un- due delay may be avoided.
