More than 1,000 community partners collaborate with Howard County educators in preparing students for success in a changing world. Partners have been instrumental to the school system’s success for more than 25 years. They will serve an even more critical role as the HCPSS implements its new strategic plan, Vision 2018, Fulfilling the Promise of Preparation.

The strategic plan takes a holistic approach encompassing all of the elements that make up our school system: students, staff, families and community, and the organization. Values reflected in the plan include Collaboration, Rigor and Acceleration, Engagement, Performance, and Well-Being.

Partnership activities support the vision of the plan by broadening students’ experiences, enriching classroom lessons, and helping children discover hidden strengths and new interests. In many cases, partnership programs assist struggling students as they gain mastery in basic skills; in others, they spark a commitment to lifelong wellness, or open a window to an unexpected career path.

The following pages highlight partnership activities and provide examples of the vital role partners play in engaging every student to discover and reach their full potential. The Applied Physics Laboratory (APL), one of the school system’s founding partners, has offered hands-on opportunities and guidance to students for more than 25 years. In 2011, APL created a STEM Program Office in recognition of the strategic importance of its K-12 science, technology, engineering and math outreach efforts. STEM Program Manager Dwight Carr explained, “We are doing a great job inspiring students, but are looking to do more.”

Each year, APL staff members volunteer their time to work with approximately 2,000 Howard County students through a wide range of time-honored programs as well as targeted initiatives to meet a specific need. APL’s STEM programs include the following:

Students must receive rigorous, globally relevant, up-to-date instruction that prepares them to meet the requirements of college or a career. At the same time, reducing the barriers some students face will ensure that all students have access to the challenges and rewards of rigorous instruction.

Howard County businesses and organizations are key to ensuring that the instruction students receive prepares them with the skills necessary to meet the requirements of tomorrow’s jobs. Representatives from partnership organizations visit elementary and middle school classrooms and work directly with students and teachers to enhance classroom lessons with hands-on activities, helping students discover the wonders of many subjects. High school students have opportunities to work directly with industry experts to gain real- world experience that is invaluable in charting a career path and preparing for success later in life.

Students begin to learn research, analytical thinking, teamwork, and public speaking skills in Malerie Gamblin, a high school senior and elementary school. he A+ Partners in EducationSM collaboration between the THoward County Library System (HCLS) and Howard County Public School System is the epitome of engagement. Launched in 2002, the partnership takes the library into the schools, and the schools – students, faculty, and staff – into the library.

The commitment of the HCLS to help the school system improve student success in exciting and inspiring ways is unsurpassed. The library system recently introduced HiTech, a STEM digital media lab for teens. This leading-edge initiative captures the attention of teens while teaching science, technology, engineering, and math skills in preparation for 21st century careers. Students, staff, and partners work together to improve the efficiencies and operations of schools. Forty-five of the county schools have obtained Green School Certification, an award by the Maryland Association for Environmental and Outdoor Education that recognizes a school’s two-year effort to meet criteria in curriculum and instruction, best management practices, and community involvement.
