Horscroft 1 From the President of Sussex RFU: Dewi Vaughan (Chair SSRFU) In both roles as President of Sussex County and Chairman of Sussex Schools, I would like to pay tribute to all the hard working Teachers who produce such good rugby teams and individuals. Many of whom go on to play for local clubs and join the player pathway to Elite Rugby! On a personal level I would like to thank both Dr. Roger Edmondson and Martin Eley (CSU President) for all the work they do to promote Schools Rugby in the County. Roger in particular works tirelessly on behalf of all Schools to put the appropriate competitions as well as supporting the player pathway at Age Group Levels. This season sees the introduction of the Age Group Review and New Rules of Play. This will offer a challenge to all Schools but I am positive in the long run to be a benefit. By the beginning of next season we will have four areas in various stages in the All Schools Programme – Hastings, Bognor, Crawley and Brighton. With good cooperation between the Schools, RFU Staff, and the local Clubs, the benefits could be massive. It is so pleasing to see a rejuvenated England team captained by an ex-Sussex Schoolboy Dylan Hartley (Beacon Academy and Crowborough RFC) and the GB Sevens Squad at the Olympics captained by Tom Mitchell (Worth School). In addition, Joe Marler, Joe Launchbury and Billy Twelvetrees were in the World Cup Squad. Not bad for a small County. Once again the Player Pathway system led by Simon Stodart and supported by Team Managers and excellent Coaches to produce some superb talent. Last Season Luke James (Cavendish and Eastbourne RFC) and Jon Searle (Brighton College and Brighton RFC) played for the England U16 Group, Marcus Smith (Brighton College) for the England U17 Group and Dino Lamb-Cona (Angmering School) for England U18 Group. Finally James Hadfield (Hurstpierpoint) and Ollie Davis Smith (Worthing College) were selected for the England U18 Counties Squad. Special mention must be made of the Sussex U16 County Squad under the leadership of Gary Henderson and Jim Ward. They won three of their County matches and only lost to Surrey in the last minute of injury time. We wish them every success as U17’s next season culminating in a tour to Argentina – a great experience they will enjoy. Brighton College has been nominated as “School of the Year” Award at the national Rugby Awards this September. The School under the leadership of Nick Buoy have become a real force nationally. Winning the Rosslyn Park U16 Sevens was a fantastic achievement. Nick also had the ‘nice problem’ of Eddy Jones bringing the National Squad for training purposes. One of the best and supportive teachers/coaches has retired at the end of the last season. Andy Turner has been a massive influence on Schools Rugby and County Representative Teams for the best part of 40 years. But I am sure he will continue to be involved in one way or another. His replacement at Christ Hospital is Ian Davies who makes a welcome return to the County. I am positive as one of the Country’s leading coaches, he will have a positive influence on Schools Rugby at all Levels. There is I believe more cooperation that ever between our schools and clubs and we must all support the growth of this area by highlighting good practice. These policies need to be based on a thorough understanding of local needs for such facilities and opportunities available for new provision. 1.2 In view of the above, in 2019 Adur & Worthing Councils appointed Ethos Environmental Planning to review a joint study completed in 2014 to provide an up-to-date and robust assessment identifying needs, surpluses and deficits in open space, sport and recreation to support the Local Plans. 1.3 The two councils have separate local plans; this study will assist Worthing Borough in the preparation of a new plan and will support the implementation of the Adur Local Plan which was adopted in 2017. The study will also inform the Council’s asset management process, health and well-being plans and its investments and infrastructure funding process. 1.4 In summary the requirements of the brief are to provide: A comprehensive Open Space Assessment, Indoor/Built Sports Facilities Needs Assessment that represents an update to the existing (2014) assessment.

I must confess I know little or nothing about football itself, though I do stand on the touch line and support very enthusiastically. However, what I do know is that there are many young boys and girls that have a talent in this field and I want to be able to help them reach their goals. I will give them every opportunity I can to ensure that they get the very best so that they can do the very best. Not everyone will go on to play football professionally, they may reach National or County standard or end up playing for their University, their future employer’s team or just in a friendly Sunday league. Whichever pathway they take I want to be able to ensure that we give them that opportunity so that they have an outlet that will help them to have that feeling of achievement and fulfilment. Facilities are of course important and every parent looks for the quality of the astro turf (and Buckswood is well equipped for good sport tuition), but more importantly I believe is “esprit de corps”. All teenagers must have strong mentors to guide them and encourage them to be the best and our football coaches and support staff do just that, both inside the classroom and on the field, and it works.

    Statement by West Sussex MPs West Sussex MPs lobbied hard for the introduction of a National Funding Formula, and the extra £28 million for West Sussex schools has gone a considerable way towards making funding fairer. Our secondary schools will receive up to 12 per cent more funding when the Formula is fully implemented. We recognise that there is further to go, and that schools are facing cost pressures, and we are particularly concerned about the funding of primary schools once transitional help has passed, the sustainability of small rural primary schools and the challenges for schools in less well-off urban areas. We have been in constant discussions with our local schools and West Sussex County Council about these issues. Our schools should be funded on the same basis as those in their peer group across England, although we must be wary of crude comparisons since everyone is agreed that schools in very deprived inner city areas will always have additional needs. This issue remains a high priority for West Sussex MPs, and we will continue to stand up strongly for our local schools, including through representations to the new Education Secretary and the Chancellor. However, this is not just about funding. We are also very concerned about standards which in too many West Sussex schools have not been good enough, and we want to hear more about how improvements will be made. Notes 1. Overall impact of NFF on West Sussex The National Funding Formula delivers on full implementation (on the basis of current pupil numbers) an additional £28 million to West Sussex.
