Reviewed by Gennady Evstafiev I have in front of me a huge 2007published volume (832 pages with appendices) of recollec tions of George Tenet, exDirector of the CIA. The book contains his memories of seven years that he spent at the head of this notorious department. Strictly speaking, Mr. Tenet served in the agency for nine years – during the first two he was a deputy of notorious John Deutch, whose 18 months of disgrace in the CIA ended in 1997. However, this is a different instructive story. So George Tenet and his directorship of the intelligence occurred during, probably, the most aggressive years of U.S. foreign policy and arrogant selfconfidence of Washington in its unsurpassable global power. Decisions taken in these years by two American administrations shook the stability of the world and continue to have their destructive impact on the prospects of international cooperation and peaceful democratic development of many countries. Reliance on military power, neglect of the opinion of the majority of nations, armstwisting pol icy towards weak countries and U.S. allies, enlightened use of official lies – all this resulted in an unenviable situation, in which the United States finds itself now. George Tenet is a partici pant of this process and an executor of many acts that have nothing to do with international law, the commitment to which is a popular topic of propaganda for the fans of U.S. -

In 1989 I published the following article, “Northwards without North: Bush, Counterterrorism, and the Continuation of Secret Power.” It is of interest today because of its description of how the Congressional Iran-Contra Committees, in their investigation of Iran-Contra, assembled documentation on what we now know as Continuity of Government (COG) planning, only to suppress or misrepresent this important information in their Report. I was concerned about the committees’ decision to sidestep the larger issues of secret powers and secret wars, little knowing that these secret COG powers, or “Doomsday Project,” would in fact be secretly implemented on September 11, 2011. (One of the two Committee Chairs was Lee Hamilton, later co-chair of the similarly evasive 9/11 Commission Report). Recently I have written about the extraordinary power of the COG network Doomsday planners, or what CNN in 1991 described as a “shadow government…about which you know nothing.”[1] Returning to my 1989 essay, I see the essential but complex overlap between this Doomsday Committee and the Iran-Contra secret “junta” or cabal described by Theodore Draper and Senator Paul Sarbanes within the Reagan-Bush administration. -

Dione Brunson, B.A. MALS Mentor: Ralph Nurnberger, Ph.D. ABSTRACT The bold U.S. decision to invade Iraq in 2003 was anchored in intelligence justifications that would later challenge U.S. credibility. Policymakers exhibited unusual bureaucratic and public dependencies on intelligence analysis, so much so that efforts were made to create supporting information. To better understand the amplification of intelligence, the use of data to justify invading Iraq will be explored alongside events leading up to the U.S.-led invasion in 2003. This paper will examine the use of intelligence to invade Iraq as well as broader implications for politicization. Kan Specialist in Asian Security Affairs May 6, 2011 Congressional Research Service 7-5700 www.crs.gov RS22570 CRS Report for Congress Prepared for Members and Committees of Congress Guam: U.S. Defense Deployments Summary Since 2000, the U.S. military has been building up forward-deployed forces on the westernmost U.S. territory of Guam to increase U.S. presence, deterrence, and power projection for possible responses to crises and disasters, counterterrorism, and contingencies in support of South Korea, Japan, the Philippines, Taiwan, or elsewhere in Asia. Since 2006, three joint exercises based at Guam called “Valiant Shield” have boosted U.S. military readiness in the Asian-Pacific region. The defense buildup on Guam has been moderate. China still has concerns about Guam’s buildup, suspecting it to be directed against China. There has been concern that China and North Korea could target Guam with missiles. Still, Guam’s role increased in engaging China’s military. In 2006, the United States and Japan agreed on a “Roadmap” to strengthen their alliance, including a buildup on Guam to cost $10.3 billion, with Japan contributing 60%. Primary goals were to start the related construction on Guam by 2010 and to complete relocation of about 8,000 marines from Okinawa to Guam by 2014. In Tokyo on February 17, 2009, the Secretary of State signed the bilateral “Agreement Between the Government of the United States of America and the Government of Japan Concerning the Implementation of the Relocation of the III Marine Expeditionary Force Personnel and Their Dependents From Okinawa to Guam” that reaffirmed the “Roadmap” of May 1, 2006. -

Donovan.
