[3100] 2 1 safety standards and suggestions for their improvement merited. 2 Now, therefore, 3 4 Be it enacted by the General Assembly of the State of South 5 Carolina: 6 7 SECTION 1. (A) There is established a study committee to 8 review, study, and make recommendations concerning the 9 minimum safety standards for natural gas pipeline facilities and the 10 transportation of natural gas in this State, except for those facilities 11 subject to the jurisdiction of the Federal Power Commission under 12 the Natural Gas Act. These safety standards apply to the design, 13 installation, inspection, testing, construction, extension, 14 replacement, and maintenance of natural gas pipeline facilities in 15 this State. 16 (B) In making its recommendations for improving these safety 17 standards, the study committee shall consider: 18 (1) relevant pipeline safety data; 19 (2) whether the standards are appropriate for the particular 20 type of pipeline transportation and distribution; 21 (3) the reasonableness of any proposed standards; and 22 (4) the extent to which the standards will contribute to the 23 public safety. 24 25 SECTION 2. (A) The study committee must be composed of five 26 members, as follows: 27 (1) one member appointed by the President Pro Tempore of 28 the Senate; 29 (2) one member appointed by the Speaker of the House of 30 Representatives; 31 (3) one member appointed by the Minority Leader of the 32 Senate; 33 (4) one member appointed by the Minority Leader of the 34 House of Representatives; and 35 (5) one member appointed by the Governor. 36 (B) Notwithstanding the provisions of Section 813770, a 37 member of the General Assembly may be appointed to serve on 38 this study committee. 39 (C) A member of the study committee shall serve until his 40 successor is appointed and qualified, and a vacancy must be filled 41 for the remainder of the unexpired term in the manner of original 42 appointment. 43 (D) A member of the study committee must serve without pay.

The study committee shall make a report of its 3 findings and recommendations to the General Assembly no later 4 than March 19, 2011, at which time the study committee must be 5 abolished. 6 7 SECTION 4. This joint resolution takes effect upon approval by 8 the Governor. 9 XX 10
