VILLAGE OF ROUND LAKE HEIGHTS 619 W. PONTIAC COURT – BOARD ROOM BOARD MEETING – AUGUST 9, 2016

CALL TO ORDER The Village of Round Lake Heights Board Meeting was called to order by Mayor Lumpkins at 7:00 p.m.

PLEDGE OF ALLEGIANCE The Board said the Pledge of Allegiance to the flag.

MINUTES The minutes were reviewed by the Board.

MOTION A motion was made by Trustee Meeks, Seconded by Trustee Pekar and unanimously passed to approve the July 12, 2016 Board Meeting minutes, the July 19, 2016 Committee Meeting minutes and the August 2, 2016 Committee Meeting minutes.

COLLECTOR’S REPORT The July 2016 Collector’s Report for the General Fund was reviewed.

MOTION A motion was made by Trustee Mahoney, Seconded by Trustee Meeks and unanimously passed to approve the July 2016 Collector’s Report for the General Fund.

TREASURER’S REPORT The Board reviewed the Treasurer’s Report for July 2016.

MOTION A motion was made by Trustee Pekar, Seconded by Trustee Katzel and unanimously passed to approve the July 2016 Treasurer’s Report as presented.

ADMINISTRATIVE Bruce Johnson-Nicasa Nanci Radford stated she was here to explain the benefits of Nicasa Teen Court. She stated that it was established in 1996 and is a volunteer program that provides an alternative to misdemeanor youth offenders. This program is available to all youth offenders in Lake County and also provides an opportunity for volunteer youth to act as teen jurors. She also stated that it is a financial benefit to the community. Nanci went through examples of youths that benefited from the program.

Principal Porten of Indian Hill School addressed the board and stated he volunteers for the Teen Court program. He stated that the program helps connect the youth to the community and has a great impact on them.

Mayor Lumpkins asked Nanci what kind of assistance they are requesting from the Village, as we used to give them $500 a year until last year when they raised the fee. Nanci stated that they wanted the support of the Round Lake Heights Police Department and are willing to split the $5,000 fee between the three smallest municipalities. Mayor Lumpkins stated that Chief Roehlk would follow up with Bruce Johnson.

MOTION A motion was made by Trustee Meeks, Seconded by Trustee Mahoney and unanimously passed to approve the resignation from Michael T. Cooper from the Zoning Board.

Mayor Lumpkins stated that we will miss the Cooper family very much, but wish them the best on their new journey. Mayor Lumpkins presented Clerk Cooper with a plaque in appreciation for her service.

MOTION A motion was made by Trustee Meeks, Seconded by Trustee Katzel and unanimously passed to approve the resignation from Lorena Cooper.

Mayor’s Appointments

Mayor Lumpkins requested a motion to appoint Erica Carrillo as the Village Clerk and Village Collector.

MOTION A motion was made by Trustee Pekar, Seconded by Trustee Meeks and unanimously passed to approve the appointment of Erica Carrillo as Village Clerk and Village Collector.

Mayor Lumpkins swore in Erica Carrillo as Village Clerk and Village Collector. The Board welcomed Clerk Carrillo. Mayor Lumpkins requested a motion to reappoint George Johnson as water operator for the term from August 9, 2016 to August 8, 2017.

MOTION A motion was made by Trustee Meeks, Seconded by Trustee Walker and unanimously passed to approve the reappointment of George Johnson as water operator for the term from August 9, 2016 to August 8, 2017.

2016-O-02, An Ordinance Ascertaining the Prevailing Rate of Wages for Laborers, Workmen, and Mechanics employed in the Public Works of this Public Body

MOTION A motion was made by Trustee Walker, Seconded by Trustee Pekar and unanimously passed to approve 2016-O-02, An Ordinance Ascertaining the Prevailing Rate of Wages for Laborers, Workmen, and Mechanics employed in the Public Works of this Public Body.

Festival Mayor Lumpkins requested a motion to approve a budget not to exceed $3,500 to The Fun Ones for rides for the festival.

MOTION A motion was made by Trustee Mahoney, Seconded by Trustee Walker and unanimously passed to approve a budget not to exceed $3,500 to The Fun Ones for rides for the festival.

Elan City-Radar Speed Sign Mayor Lumpkins gave the Board the information for review and stated that we will discuss it at the next meeting.

Memorial Park Mayor Lumkins stated that Premier Paving will remove the dirt for $100 a truck load and there are approximately 15 loads.

MOTION A motion was made by Trustee Walker, Seconded by Trustee Meeks and unanimously passed to approve a budget not to exceed $1,500 for the removal of the dirt by Premier Paving.

Mayor Lumpkin stated that Premier Paving quoted $4000 for the construction of the pillars and the walls. Another company has quoted us $13,500 for the marble. Mayor Lumpkins stated he would present the final numbers to the Board when he receives them, but this should keep us around our budget.

CORRESPONDENCE Clerk Carrillo reported that newsletters received were on Common Ground. COMMITTEE REPORTS Public Safety AED Batteries Trustee Meeks stated that we previously discussed a budget not to exceed $790 for the purchase of two AED Batteries for the squad cars. MOTION A motion was made by Trustee Meeks, Seconded by Trustee Katzel and unanimously passed to approve the purchase not to exceed $790 for the AED Batteries.

Trustee Meeks reported that violations for the month of July were 54 moving violations, 34 ordinance, 5 non-traffic and 2 warnings.

Human Relations Trustee Mahoney stated that we previously discussed a budget of $50 for police support. Mayor Lumpkins asked specifically what would be purchased and Trustee Mahoney stated it would be for the purchase of ribbons.

MOTION A motion was made by Trustee Mahoney, Seconded by Trustee Meeks and unanimously passed to approve the $50 budget for police support.

Building & Zoning There was nothing to report.

Public Works There was nothing to report.

Administration Trustee Pekar reported that the Finance Committee reviewed the Warrant List and found everything to be in order.

MOTION A motion was made by Trustee Pekar, Seconded by Trustee Katzel and unanimously passed to approve the July 2016 warrant list and to pay the bills.

Trustee Pekar reported that he reviewed the solicitor’s application for Eunjong Linda Hyong and found everything to be in order.

MOTION A motion was made by Trustee Pekar, Seconded by Trustee Katzel. Trustee Meeks, Trustee Mahoney and Trustee Walker all voted nay. The motion was denied to approve the solicitor’s application for Eunjong Linda Hyong. The three Trustees stated that there is an overwhelming amount of solicitors in the neighborhood already.

Ordinances There was nothing to report.

OLD BUSINESS There was nothing to report.

NEW BUSINESS Tom Weber Tom Weber stated that he missed audience comments and that he wanted to let the Board know that the tax assessments are out and the assessor’s office is holding a tax appeal forum for anyone that would like to appeal their taxes. The location will be at the Lake Villa Township West campus on Wednesday at 7p.m. Mayor Lumpkins our office offers help to residents to complete the forms online as well. EXECUTIVE SESSION The Board did not enter into Executive Session.
