Digital Mapping Centre comes under the Additional Surveyor General, Specialized Zone with its HQ at Dehra Dun. The organizational set up of Digital Mapping Centre, Dehra Dun is as under :-

A. Direction level - All the jobs to be executed in Digital Mapping Centre as per departmental policy only under the direction of Surveyor General of India as well as Director, there is no departure from departmental policy at any cost. The Director is responsible for proper execution of policy. Superintending Surveyor assist the Director for execution of job. B. Supervisory level - D.M.C. consists of various digitization divisions, each division is supervised by a Officer Surveyor (Group `B’ Gazetted Officer). C. Operational level - The officers falling under this level is as below :-

i) Surveyors, Survey Assistants, Draftsmen, Planetablers etc. They execute the digitization job under the direction of Director and supervision of division in charge. ii) Office Superintendent, Assistants, UDCs, LDCs. They are responsible for proper execution of administrative work like paybills, budget etc. under the direction of Director. iii) Other Group `C’ (erstwhile Gp `D’ Staff) – they assist at different level for proper and smooth execution of work in the office. The primary function and duties of this centre is as under :- (i) Archival of DTDB (Digital Topographical Data Base) of sheets on 1:25,000 scale created by different GDC located in northern region pertaining to their their Area of Responsibility vide this office letter No.622/15-C-Archival dated 28-6-2011 addressed to Surveyor General of India.

(ii) Creation of DTDB of topo sheets on 1,25,000 scale of other GDC’s on demand / requirement as per utilization of available manpowers in this office. (iii) Any project assigned by Surveyor General of India.

2. The powers and duties of its officers and employees.

Survey of India being a national Geo-spatial solutions provider divides powers & duties into two main categories, the first category structure comprises of supervisory level which decides policies and the second category comprises of personnels who execute policies by carrying out their assigned task. The powers and duties of the officers of DMC, Dehra Dun as below :-

A. Director

i) Overall responsibility for proper execution of all policies regarding Technical, Administrative and Financial matters. ii) Disciplinary cases of Group `A’, `B’ and `C’ officers / employees of this centre. iii) Appointing Authority for Group `C’. iv) Appellate Authority for any RTI cases. v) Audit objection and audit report. vi) All the sheets digitized in this centre, should have signature plate & signature of the Director. vii) Chairman of various boards constituted by Addl. SG, Specialised zone and Surveyor General of India from time to time. viii) All administrative and financial powers in the centre.

B. Deputy Director : Not posted at present.

C. Superintending Surveyor. i) Appointed as Chairman of procurement boards, condemnation boards in the Centre. ii) Controlling & monitoring of all store related matters iii) Monitoring of MT with the assistance of Store Assistant / Store Keeper. iv) Some of the Administrative & Technical correspondence with various GDCs on behalf of Director, DMC. v) Pari-pasu checking of digitization of topo sheets in divisions and thorough examination of DTDB of digitized topo sheets in DMC. vi) Data archival and supply. vii) CPIO of the centre. viii) Reporting officer for APAR in respect of Gp`B’ (Gazetted & Non-Gazetted officers) ix) Hindi Liasion Officer.

D Technical Officer.

i) Preparation of work plan (Digital Mapping Programme) in advance. ii) Preparation of Annual Report.

E. E&AO / OFFICE SUPERINTENDENT / D.D.O.

As there is no sanctioned strength of E&AO post, hence Office Superintendent and one Group `B’ Gazetted officer perform their duties for smooth administrative working.

A Group `B’ officer who performs his duties as DDO. His main duties are as under, Office Superintendent assists in daily routine work.

i) Head of the office of this centre. ii) Drawing and Disbursning Officer of the centre. iii) Preparation and monitoring of budget. iv) Monitoring of Audit Inspection. v) Signing authority for any money matter claims. vi) Correspondence related to Adm/Accounts/Budgets. vii) Reporting officer of APAR in respect of Group `C’ (erstwhile Group `D)

F. STORE ASSISTANT & STORE KEEPER.

There are one store assistant and one store keeper. The main function & duties are as under :

i) Management of stores. ii) Correspondence for procurement of stores. iii) Preparation & monitoring of store budget. iv) Repairs / condemnation of vehicles. v) Condemnation of stores. vi) Annual 100% physical verification of store and all related matters. vii) Repairs and maintenance of Govt. buildings and liasoning with CPWD regarding civil & electrical works. viii) Preparation and submission of contingent bills related to M&S.

G. P.A. / STENO.

i) Assists Director in day-to-day work. ii) Reponsible for maintenance of APAR of Group `A’, `B’ & `C’. iii) All correspondence regarding APAR. iv) Prepare tour programmes of Director as and when required. v) Any other job allotted by Director.

3. The procedure followed in the decision making process, including channels of supervision and accountability. The procedure followed in decision making process are as per Govt. of India norms as well as departmental policy. The following steps and channels of supervision have been adopted in all types of job (digitisation, any project work).

iii) The pari-pasu examination / checking is undertaken by Superintending Surveyor to make error free data. iv) After the job is completed in section / division the digital data / hard copy of allotted job is sent to incharge Exam Division for checking thoroughly and rigorously against base meterial. v) After rigorously examination in Exam div., the digital data / hard copy is sent back to concerned division to carryout corrections. After carrying out corrections, a fresh plot is taken and then sent to SS for scrutiny at his end. The corrections pointed out by SS are carried out in concerned division and finally sheet is put up to Director for scrutiny.

The Accountability for this job lies with section incharge as well as the individuals as all the jobs are performed as per laid down procedures mentioned in SOPs.

4. The norms set by it for the discharge of its functions. The norms for the discharge of duties and functions in this office are as per departmental policy and instructions received time to time from Head of the Department. The functions and responsibilities of this office is as under :-

1) Preparation of DTDB (Digital Topographic Data Base) on 1:25,000 scale. 2) Archival of DTDB of sheets on 1:25,000 scale, before archival of DTDB random scrutiny is undertaken at various levels and if not found upto mark sheet is returned back to concerned GDC for making error free data.. 3) Any other job allotted by the Head of the Department is undertaken.

5. The rules, regulation, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions. Broadly, the rules and regulations are as per Govt. of India norms which includes the following :- 1. Fundamental Rules & Supplementary Rules 2. General Financial Rules 3. Circular Order. 4. Manuals / Generals / Computer Books / Software manuals / Store Manual. Other instructions given by the Surveyor General of India / Ministry of Science & Technology from time to time.

6. A statement of the categories of documents that are held by it or under its control.
