The Mitchell County Commissioners met in formal session on Monday, January 24, 2011 at 8:30 a.m. in the Commissioner’s Room of the Mitchell County Courthouse. Present were ChairmanVirgil Palen and membersTom Claussen and Mike Cooper. Also present wereBill Hagman, Beloit Call, and David Chase.

The meeting was called to order at 8:30 and the Pledge of Allegiance was recited. The minutes of the January 17, 2011meetingwere approved as corrected on motion by Tom Claussen and seconded byMike Cooper. Motion carried by unanimous vote.

Emergency Management Director Scott Davies met with the commission at 8:33. He asked the commission for signature approval of the Emergency Management Performance Grant. His request was approved on motion by Mike Cooper and seconded by Tom Claussen. Motion carried by unanimous vote. Mr. Davies updated the commission on NIMS training and the courses that are recommended for all emergency personnel.

Dan Streit, Noxious Weed Director, presented his 2010 Annual Report and 2011 Noxious Weed Plan to the commission at 8:45. Both were approved on motion by Mike Cooper and seconded by Tom Claussen. Motion carried by unanimous vote.

Public Works Director Larry Emerson met with the commission at 9:00. He discussed the regional highway meeting scheduled for April 6th. They will send invitations for the meeting. Commissioner Cooper stated that he had been approached by a local merchant regarding the power washer purchased last week. He stated that they would like to be considered before purchases are made from out-of-town vendors.

A Neighborhood Revitalization Application was approved for Ken and Linda Tolbert in the amount of $40,145 on motion by Tom Claussen and seconded by Mike Cooper. Motion carried by unanimous vote.

Patricia Dowlin and Sondra Hone, County Health Administrators, met with the commission at 9:15. They requested, and were granted, a 30-minute executive session to discuss non-elected personnel. Request was granted on motion by Tom Claussen and seconded by Mike Cooper. Motion carried by unanimous vote. Session began at 9:15 and ended at 9:45 with no decisions made in executive session.

A lease agreement with Schwab-Eaton for office space for the Emergency Management and Communication Office was approved on motion by Mike Cooper and seconded by Tom Claussen. Motion carried by unanimous vote. The agreement states that Mitchell County will pay $500 per month for both office spaces and will be for a period of one year.

David Dick, Mitchell County Hospital Health Systems Administrator and Susan Concannon, Mitchell County Regional Medical Foundation Director, met with the commission at 9:50. They requested that the commission provide a letter of support for a grant to be submitted to expand the services for the Public Transportation Bus and for the administration of the program to be turned over to MCHHS. The letter of support was approved by the commission on motion by Mike Cooper and seconded by Tom Claussen. Motion carried by unanimous vote.

The meeting was adjourned at 10:00 on motion by Tom Claussen and seconded by Mike Cooper. Motion carried by unanimous vote.

The regular Multi-County Meeting with Jewell, Osborne and Smith Counties was held at the North Central Technical College at noon. Lunch was provided by the Vo-Tech cafeteria. District Sanitarian Sherry Koster provided an overview of the last six months financials and proposals by the Governor to cut the budget to her department. Items discussed by the commissions included the progress on the LEC in Mitchell County, clock repair in Mitchell County and Osborne County’s clock, Rolling Hills Electric Cooperative consolidation, wind energy, Osborne County’s EMS department, issues with Neighborhood Revitalization, Road funding and equipment, and the Voter ID Bill.
