The attached proposals provide an outline of the support available to all schools from the Early Help service - The ‘Core offer’ - from September 2016 in relation to school attendance. There is also an ‘Enhanced offer’ which schools can choose to purchase, providing a dedicated resource located within the school and working as part of the school team. The enhanced offer is intended to provide schools greater flexibility by tailoring support to the specific needs of their school, focusing upon proactive engagement with families and addressing/removing potential barriers to consent to support, and improving access to support for families with less complex needs and those unlikely to meet the threshold for support from the local authority family services.

Details of the costs are provided in the paper. A 12 month pilot to test and develop the Enhanced offer of support is proposed, starting in September 2016. The intention will be to run an open recruitment and selection campaign, led jointly by schools and the Early Help service.

The proposals have been well received at school cluster meeting and at the Headteachers’ Partnership Forum, and are due to be discussed at the Schools Forum.
