SUBJECT: SITUATION REPORT ON STORMS #9

OVERVIEW – Governor Jim Doyle has declared a state of emergency for 29 counties due to severe storms and flooding. The counties include: Adams, Calumet, Columbia, Crawford, Dane, Dodge, Fond du Lac, Grant, Green, Green Lake, Iowa, Jefferson, Juneau, Kenosha, Lafayette, LaCrosse, Marquette, Milwaukee, Monroe, Ozaukee, Racine, Richland, Rock, Sauk, Sheboygan, Vernon, Washington, Waukesha, and Winnebago Counties.

Wisconsin State Patrol – The State Patrol is assisting the National Guard in evacuation efforts in Ontario. Staff remain in place in southwestern Wisconsin.

National Guard – The National Guard is assisting in evacuation efforts in Ontario, including approximately 24 individuals who are being sheltered at a local library. A request has come in for 42,000 sandbags in Dodge County.

Department of Natural Resources – Sand bag teams are being deployed. Joint efforts are under way with U.S. Fish & Wildlife to send four trash pumps to Columbus, as well as to Dodge County.

Red Cross – Red Cross Shelters are open at the La Farge high school, Ontario library, Viroqua high school, Richland Center at the middle school, Elroy at the Royal High School, Reedsburg at Pineview Elementary and in Madison at Wright Middle School. Additional shelters are being considered for Cambridge and Fitchburg in Dane County.

Dane County – The county’s EOC has been activated. Officials are evacuating an apartment complex in Fitchburg, including about 25 people, who will be sheltered at the Wright Middle School. The village of Marshall is requesting residents on the village’s water and sewer systems to limit use of these systems, as high water is impeding the village sewer system’s ability to function. Currently the Evergreen Mobile Home Park in the Village of Marshall has no sewer service.

Sandbagging is under way in Cambridge, Marshall and Cottage Grove, and the city of Madison is preparing to distribute sandbags to individuals who want them.

Winnebago County - The county has partially activated the County EOC. The county reported numerous streets in Oshkosh as partially flooded. The Oshkosh EOC is operational. Approximately 10 patients have been evacuated from an assisted living facility and will be sheltered at a local high school.

Washington County - Highway 33 is closed at Allentown; There is a lot of localized street flooding, with anticipated agricultural damage in rural areas.

Racine County – Nineteen homes have been evacuated in the village of Raymond.

Sauk County - The county has declared a state of emergency and a warning to citizens to stay off the roads. Many roads are dangerous due to mudslides and debris.

Milwaukee County - Media reports estimate Cudahy flood damage at more than $2 million.

Walworth County - Highway 59 is closed due to flooding.

Vernon County - Efforts are under way to evacuate areas below 13 dams, encompassing approximately 20 residents, and sheltering them at the Viroqua high school. Areas are being evacuated below the Hillsboro Dam, including a local wastewater treatment plant and some homes. Leaking is reported on the earthen berm.

Viola, La Farge and Ontario are reported to be inaccessible due to road flooding.

Grant County - The county reports major flooding. There have been numerous mudslides and town/county road closures. Approximately 30 roads are closed. There has been sporadic power outages. The damage assessment process is being initiated, with most damage in the northern and central areas. There has been one fatality, but it remains unclear whether the death was weather-related.

Crawford County – Flooding is expected to be seen within the next 24 to 36 hours in the Soldiers Grove and Gays Mills areas.

Power outages – We Energies reports about 2,900 homes in southeastern Wisconsin without power. Alliant Energy reports outages in Sauk, Columbia and Juneau counties, with about 3,700 homes without power.

The State Emergency Operations Center remains activated. The EOC will remain activated overnight.
